Abstract:The prosperity of intermediary organizations seems to be common in mass higher education all over the world.Various types of these intermediary organiz ations generally have functions in relieving pressure,enhancing trade co-ordinat ion and management,expressing and defending trade interest, doing researches and offering consultation, etc. At present, Chinese higher education has stepped in to the phase of mass,and now it is urgent to develop 3 kinds of intermediary org anizations according to their different intermediates: School-and-Government int ermediary organization, Higher education-and-Market intermediary organization an d the intermediary organization run by the higher education trade.

Abstract:With the massification and internationalization of higher education, quality assurance has become an important agenda for all governments. It is meaningful to explore an effective way to guarantee the quality of higher education self-study examination in this wholly new era. On the basis of analyzing the background in and abroad, this paper presents the quality assurance mechanism of higher education self-study examination which includes two systems. Abstract:There are many distinct differences among disciplines in terms of nature of knowledge,research paradigm,disciplinary culture and form of scholarly production etc..Based on the differences of disciplines,the classification evaluation is the premise to assuring the objectivity and fairness of the assessment of scholarship.Nowadays in the assessment of scholarship with emphasizing accountability and improving management efficiency,however,the disciplinary differences do not get the respect that is due.Therefore,knowing how to handle the assessment of scholarship should emphasize institutional autonomy and academic independence,detach university from government,grant more power to academic organizations,rightly deal with the relationships between quality and quantity,and between unity and diversity.

Abstract:As a concept closely related to efficiency, effectiveness and performance assessment, accountability requires proving that higher education has achieved scheduled results and performances in an effective way. To attach importance to efficiency and effectiveness and to emphasize result and outcome are the basic characteristics of higher education accountability. Higher education assessment is the implementation mode of accountability, as well as a basic way of quality assurance. To strengthen quality assurance through assessment reflects a kind of new culture of accountability in higher education management in an era of globalization. The inner complexity of higher education determines the difficulty of accountability and performance measurement. To realize the objective to ensure and improve the quality of higher education, and avoid the unfavorable influence on institutional autonomy, China's higher education assessment should assimilate the existing assessment experiences and use the helpful foreign experiences for reference so as to initiate creative exploration.

Abstract:Accreditation,as the system for American higher education quality assurance and quality improvement,has evolved into one of the most important ways for higher education quality management in the whole world.The concerns with higher education quality in China,as the result of expansion at the end of the 1990s,have directed the home scholars' interests towards American higher education accreditation.However,the internal logic and core mechanism of accreditation for the US higher education quality assurance and quality improvement have to be further explored.The study cautiously examined how student assessment was becoming the most important catalyst for the transformation of accredited organization since the 1980s based on the historical analysis of their reciprocal influence as to explain the internal logic of the transformation of quality concept and assurance mechanism of American Higher Education.

Abstract:Professional assessment is to examine the quality of education from the government,society and schools in three dimensions.With fully consideration of the characteristics of colleges and universities of professional self-assessment based on,we introduced multi-level fuzzy comprehensive evaluation model,and Environment and Town Planning Management of the Anhui University of Science resources as an empirical case,the article construct self-assessment of multi-level index system,use the analytic hierarchy process to determine the index weight,and evaluate the different levels of indicators using fuzzy comprehensive model.The results show that the study on using the fuzzy comprehensive evaluation model to evaluate achieves good results.Self-assessment scores and grades are not high in the case,to be further improved.

Abstract:With the rapid expansion of higher education scale and the continuously increasing process of marketization of higher education in China,higher education institutions are converting from the previous "knowledge community" to "knowledge operation" in a step-by-step manner.From the market point of view,the relationship between higher education institutions and the society can be interpreted as a commutation relation,and the education service provided by university plays the role of vehicles between higher education institutions and the society.Against this background,the relevance of education service and the social demand has been a central issue of recent higher education researches.This study attempts to adopt the method of empirical research,taking the result of students' assessment and their level of satisfaction of higher education as a breakthrough point.We first attempt to have an extensive and thorough understanding of the general status of satisfaction and that of students from the three different types of higher education institutions.Second,mechanism influencing recent education results of higher education institutions and the problems will be analyzed and discussed.Finally,we consider the implications of our data,our interpretation of their meanings,and advice to improve the quality of Chinese higher education.

Abstract:Critical thinking is one of the most important student learning outcomes in the general educa-tion field. In recent years,the assessment of students′critical thinking in the American general education field has met some confusions,the main of which is the conflict between its accountability and improvement purpo-ses.″ The Valid Assessment of Learning in Undergraduate Education″ initiated by AAC&U is an effective at-tempt to solve it. Based on analyzing the ideas of assessment project and scale,this paper puts forward that the assessment of students′critical thinking in the general education field should go beyond simple ontological dis-cussions concerning whether critical thinking is domain -specific or generalized,integrate expectations for critical thinking from both sides and define its assessment method,manifest teachers′implicit thoughts,and seek the balance between the assessment′s teaching value and standardization.

Abstract:Although assessment and improvement of student performance is the focus of much research around the world, investigation of this topic is rare in Chinese higher education. The present study is the first to explore the relationship between classroom assessment and student learning in Chinese higher education institutions based on the data from Chinese College Student Survey (CCSS) 2011. First, the study describes how undergraduates experience and evaluate assessment carried out at the curriculum level. Second, the study investigates whether a structural model of classroom assessment on student learning represents the national data of CCSS. Third, the study explores the relationship between classroom assessment and undergraduates' learning process and outcome. The results suggest that the assessment characterized by communication and conversation between academic staff/faculty and students has larger effect on student learning than the assessment without communication and conversation. The major messages for Chinese higher education are the importance of making examinations part of rather than the end of learning, the importance of integrating paper/report writing into learning, and the importance of providing meaningful and timely feedback to students about their assessment tasks. Perhaps most importantly overall is the need for better communication between faculty and students.

Abstract:At present, Construction and improvement of higher education quality evaluation system, methods and indicator system have become a big concern and active exploration for the field of higher education. According to the method of three-step process of assessment, which is based on USA assessment practices and empirical research, three key steps must be included in quality and productivity assessment of any higher education provider or student: identifying goals that the education and professional development is designed to accomplish, measuring performance related to those goals and, evaluating performance measures related to the goals. In the above steps, several techniques can be used to ensure measurement validity and reliability. In addition, Balanced Scorecard can be used to integrate all the three steps. The important principles for promoting assessment practices and quality insurance that the method uncovers provide a nice way to draw on US experiences and thus promoting the development of similar work in China.

Abstract:Our non-governmental institutions of higher learning are an organizational form that develops in the specific social background and in the social transitional period.The standardized administrative form of nongovernmental institutions of higher learning is basically characterized by decision-making by the board of directors and execution by the president.But behind the relatively harmonious and standardized administrative form,there emerge various kinds of combinations in interests because of the interest mechanism,reflecting the nature that non-governmental institutions of higher learning are controlled by interest groups.Their exterior manifestation is weak in public interests but strong in seeking for profits.Based on the analysis of legal texts and data collected in investigation,the paper proves a proposition,i.e.the characteristics that the behavioral administrative structure of Chinese non-governmental institutions of higher learning is controlled by interest is decided by the standardization of exterior systems(The organizational attribute of non-governmental institutions of higher learning is ambiguously defined by the law.) and unitary acquisition of resources(Depend mainly on tuitions).To reveal the administrative features of Chinese non-governmental institutions of higher learning and the general relationship of the influence of systems,environment and expenses over the administrative form of non-governmental institutions of higher learning,the paper,by employing the ideal comparative method,analyses and induces the form of controlling by exterior personnel in the administration of US private institutions of higher learning,the form of controlling by interior personnel in the administration of Japanese private institutions of higher learning and the form of controlling by interest groups in the administration of Chinese non-governmental institutions of higher learning.

Not only the highly controversial teaching evaluation and the insignificant service evaluation were developed, noteworthily the teaching evaluation evolving from informal and simple descriptions to a complex and institutionalized system, but also the policies, goals and functions in the field have being under dramatic transformation.
