Abstract:While the function of the government determines the structure of the government,it depends on the requirement for the development of the economy and the society.The core of the reform of the government is functional reform.And the development of the market economy demands the functional transformation of the Chinese government.But the reform of the government in China cannot simply follow the governmental mode of the countries in which the market economy is well developed,and the present requirement of the Chinese development should be considered fully.Under the promotion of the market and the society,the reform of the Chinese government that centers on the transformation of the government function,is actually the re-construction of the government.It aims at the establishing of the government with the integration of responsibility,capacity and effects.
