The Shortage of China's Peasant-workers,and the Surplus of the Rural Labor Force in China

Abstract:We have,in this paper,studied the problem of China's surplus labor in order to find out whether the second stage mentioned by the Lewis model has arrived in China.The judgment of whether the turning point stated by Lewis has arrived has a far reaching impact on the economic grow and the distribution of income.But the results of the existing studies have not giver a unanimous conclusion of the arrival mentioned above.In this article,we have used the data of the year of 2002 and 2007 collected with the national household surveys made by the group who have tackled the special subject of the income distribution of China's residents,to surveyed the structure of the wage of peasant-workers and to analyze the determinants of the flow of peasant-workers and to study the latent scale and nature of peasant-workers.At the same time,founded on the data collected with a sample survey of 1% population in 2005,we have predicted the number of the labor force in both villages and cities and the number of peasant-workers in the year of 2020.The results of our study indicate that,owing to the existence of institutional restraint,the lack of peasant-workers and the surplus of labor forces will coexist and this phenomenon is still possible to continue at present and in the period in the future.
