Abstract:Based on a historical review of graduate education development and related resource allocation in China,an analysis is presented on China's framework of financial appropriations for education and science research.The framework is characterized by three major approaches: government appropriations supplemented by other sources of funding,overall allocations with specific earmarks for higher education,and direct financial grants plus funding from science foundations.A discussion is also made about the reform in China's framework of financial appropriations for graduate education.

Abstract:The British financial support system for graduate students originated during World War I,and ultimately formatted in 1960s.Embedded in research funding council in orgnisation and instituion,this system ensures the close integration between student training and scientific research.Since the 21st century,the United Kingdom gradually increases the graduate student subsidy standards,and formed some main support modes: open competition,overall funding,research accounts and project funding.All of them could make some advice to the graduate education reform in China.

Abstract:Since the UK abolished the regulation that student entirely or partly needn't pay for their tuition fees in 2006,for concerting with this reform,the government has put in place a new policy about the loan and financial support for students in universities and colleges.Comparing with old financial aid institution,the new policy enlarges the range of supported students and adds new student financial aid programs.But this policy still raised an extensive controversy in the UK.

Abstract:Based on an extensive survey on the current graduate education in China, this paper has explored into various aspects concerning teacher qualification, curriculum design, systematical environment, academic atmosphere and educational assistance. The major discovery revealed by the study includes inflexible cultivating system, inadequate qualification in supervisors′ degree, limited source or lack of diversity in terms of supervisor recruitment, time lagging of cut-the-edge science and technology into graduate program curriculum. Despite the recent improvement made in the nation′s graduate education, little efforts have ever been made to solve fund shortage and to upgrade facilities and infrastructure. What′s more, the funds currently invested in graduate education only amounts to a minimal percentage of the whole nation′s R&D investment, far behind the percentage allocated in developed countries. Due to the shortage of fund, Chinese graduate eeucation has to struggle to sustain its present scale, let alone a more challenging task to be granted with research projects with training opportunities or to cultivate quality graduates with a high research potential.

Abstract:A study of the development of China's system of financial aid for graduate students has revealed great changes in both the forms and amounts of financial aid over the past 60 years.Fully free education has now become partially free;a single stipend has transformed into various types of aid including scholarship,grant,loan and subsidy;and the amounts of financial assistance have been decreasing.The raised costs of graduate studies and increased poverty on the part of many graduate students are detrimental to the goal of developing abundant human resources for a powerful nation.
Allocate Loans for Postgraduate Student in Professional Degree:Experience from the US and Implications for China

Abstract:As the demand for high skilled professional talents increased,professional degree in postgraduate education witnessed a rapid development in China recently.It is important to establish effective financial mechanism so as to widen access and improve quality of professional graduate education.According to the experience from developed countries,student loan plays an important role in financing professional graduate students.This study starts from a theoretical discussion on the rationality for adopting cost sharing and loan policy in professional postgraduate education,followed by several principles of allocating loans considering the cost and benefit of professional degree.The empirical study on the case in the US comes next and the results show consistency with the theoretical hypothesis.It is found that:(1) student loan accounts for a larger part in the financial aid package for professional graduate student;(2) government takes the primary responsibility in offering loan guarantees and subsidization for professional graduate student loan,and private institutions also provides more loans for graduate students in professional degree than those in academic degree;(3) both the cost and benefit of professional graduate education are considered when distributing loans.In the end,this paper discusses on the implications and limitations of these principles for China's professional postgraduate education based on the theoretical and empirical results on the US.

Abstract:China's higher education financial input has been growing constantly in recent years, since the strategic importance of higher education has been increasing, the inform of the higher education investment system has been deepening. However, due to the higher education massification, and the rapid increase of student numbers, the financial input into China's higher education is still deficient. This essay is a correlation analysis of China's higher education funding, GDP growing and population increase in regular higher education institutions between 1991 and 2002. With the help of SPSS, a forecasting linear model involving the three factors are constructed, and proved to be effective and reliable for the prediction of China's financial input into higher education in the future ten years. It is also found that China is still facing the challenge of raising funds for its higher education development.

Abstract:In the past 60 years,the undergraduate financial aid policy evoluted from tuition free and People' Grants to a multi-layered aid system.All these changes documented a great improvement in college student financial assistance over time.The qualifications for the needy students became clearer,and the possibility of being funded is increased. A financial aid system includes scholarships,loans,grants,tuition deduction, work-study program andgreen channelhad been established while the central government delivered more money to needy students.The respective responsibilities among the central government,local governments and universities(colleges) are clearer.All these changes reflected the government's positive attitude towards equity, efficiency,and fiscal adequacy.

Abstract:Based on the survey of learning experience of 2781 Chinese postgraduates' in 27 universities,five suggestions are put forward to reform the Chinese postgraduate education system and improve quality of postgraduate education.Firstly,scientific development view should be established and implemented,and both macro-management and quality supervision in the process of postgraduate education should be strengthened so as to spur the postgraduate education to transform quantitative expansion to qualitative improvement.Secondly,key construction plan of higher education,focusing on hardware as well as software construction,should be human-oriented.Thirdly,doctoral supervisors to instruct postgraduates should be encouraged.Fourthly,postgraduates should be encouraged to write dissertation in the light of their supervisors' research subjects.Fifthly,to eliminate the regional differences in postgraduate education should be paid attention and the development of postgraduate education in the west region of China should be promoted.

Abstract:U.S.News & World Report ranking of graduate schools is an important part of its university ranking. Indexes,data sources and the statistical method of graduate schools ranking are based on the characters of graduate schools,which are scientific and operable;Graduate schools ranking appearance in China is late and the ranking methodology is from other countries.Though we also focus on the characters of graduate schools in China, ranking indexes,data sources and the characters of different graduate schools are inferior to the methodology of U.S.News & World Report ranking of graduate schools.Consequently,we should focus on the relationship between the particularity of graduate schools and the ranking methodology in order to achieve the localization of ranking methodology.

Abstract:China has gradually developed a multi-stage reform mechanism for student financial assistance in education. This study discusses the importance of satisfaction among students in analysing funding policies and programmes. The report will identify the challenges and shortcomings of university funding by reviewing and studying underlying issues. This study uses a mixture of qualitative and quantitative approaches, with an emphasis on quantitative methods. The primary aim of the analysis is to investigate the variables that affect student aspirations and satisfaction with Chinese higher education funding. It gathers primary data through realistic research and conducts in-depth statistics and data interpretation on the collected data. This study mainly relates consumer satisfaction and the modern public service philosophy to student satisfaction assessment. The evaluation of the new assistance programme of colleges and universities may be basically as a public good. The study adds to Vygotsky's theory of cognitive growth by developing relationships between paying support, free funding, overt funding, tacit funding, and student satisfaction among Chinese secondary students. It establishes the appropriateness of using models and hypotheses from developed countries to study in China. The study's key conclusions involved the impact of paying support, free funding, explicit funding, and tacit funding on student satisfaction. It sheds light on the relationships and impacts of internal higher education institution factors, external higher education institutions factors, and student factors on Student Satisfaction. It offers a more comprehensive view of the impact of different variables on Student satisfaction than previous studies have explored in this area. Article visualizations:
Analysis of regional differences in government funding performance in higher education – A case study of China

Abstract:In recent years, although the total funding for higher education by the Chinese government has been increasing year by year, there are still some problems, such as the unreasonable allocation of regional resources and poor funding efficiency. Therefore, it is necessary to evaluate the performance management and analyze government funding in higher education (GFHE). Based on the data envelopment analysis (DEA) model, this paper evaluates the performance of GFHE in 29 provinces in eastern, central, and western areas of China. An empirical analysis is conducted on the influencing factors using the panel Tobit regression model. The results show that from 2008 to 2020, GFHE performance in China is generally high, but offers a “W-shaped” fluctuation rising state. There are significant differences in the performance of different areas, and the scale level of GFHE in the three areas is not wholly consistent with the performance level. In further studies, the performance level of the 29 provinces is divided into three degrees, which are distributed in all three areas. The study also found that the influencing factors of GFHE performance in central, eastern, and western China are also different, and analyzed the positive and negative effects of influencing factors in each area. Finally, the study tests the theoretical hypothesis, and the results are robust.
Funding of Health Professional Education: China's 20-Year Process and a Global Comparison

Abstract:Context Funding is an essential requirement for ensuring the quality of health professional education worldwide. Adequate funding is of immense significance in training health professionals. Due to the difficulty of accessing relevant data, quantitative research of the kind is scarce. Objectives This study aims at analysing the trends of funding levels and funding sources for health professional institutions in China spanning the past 20 years and making a global comparison. Methods We used data from Ministry of Education (MOE) of the People's Republic of China to analyse its funding level and structure of funding sources of health professional education in China during 1998-2017. When analysing funding level, we used two indicators: total funding and funding per student. We chose the United States, and analysed its funding level and structure to allow easy comparison to the situation in China. The data from a Lancet report (Lancet, 376, 2010, 1923) were also used to analyse global funding status to make an international comparison. Results Funding levels of health professional institutions in China has increased significantly in the past 20 years, while the average annual growth rate of funding per student (4.5%) is lower than that of total funding (19.9%). In terms of the structure of funding sources, fiscal appropriation accounts for 51.1% on average, and tuition, fees and scientific research income explains 37.0%. Conclusion From 1998 to 2017, the total funding and funding per student of HPE in China increased continuously, and the total funding increased at a faster rate. The increase in funding of HPE in China is closely related to the efforts of the Chinese government and the implementation of relevant policies. Even so, funding of HPE in China is likely to remain relatively low compared to other countries.

Abstract:After briefly reviewing the literature on the sources of funding for higher education, this article gives particular focus to changing patterns of higher education funding in China in 1990s. It shows that higher education funding became increasingly based on mixed sources with students being required to pay a greater share of the cost of their education in the past decade. At the same time, it also displayed differentiated tendencies of funding sources among higher education institutions under the jurisdiction of different authorities.
