Abstract:The present paper, through an analysis of the development of insurance institution in China since 1949, intends to show that the arrangement of insurance institution, like that of other stateowned financial institutions, is generated by combined systems which are determined by China's particular dualstructure. Since its founding in 1949, China has witnessed a great change in its insurance industry. The commercial insurance, which had disappeared for 20 years and was reestablished in 1979, has undergone a surprising development with an annual growth rate of 34%, which is unique in the world. All these can be proved by the theory on institutional transition. From the entry of American International Assurance(AIA) into China in 1992 to the establishment of several shareholding insurance companies and foreignfunded ones in 1996, it can be seen that tens of foreign and domestic insurance companies competed against each other,with the pattern of insurance property becoming diversified very quickly within ten years and especially with more areas open to foreign companies. During this period the change of insurance institution was characterized by the continued expansion of the scale of stateowned property while the boundary of property began to shrink. The boundary has shrunk quicker after China's entry into the WTO. The fundamental causes are: (1) Since China's adoption of reform and openingup policy, the insurance institutions monopolized by the State have been gradually unable to meet the market need and the State's incomeandcost function has thus changed. That is why the State chose to open the domestic insurance market rationally, granting market access to several domestic insurance companies. (2) With the integration of world economy intensifying, external impact will be on our country after openingup. Both the formidable competitiveness of foreign insurance companies and the immense pressure confronting China after its entry into the WTO have caused the government to make planned concessions in terms of property boundary and to open the market to foreign capitals step by step on condition that the interest of domestic insurance companies is guaranteed. (3) Domestic companies can, through competing and collaboration with their foreign counterparts as well as demonstration and competition, enhance their competitiveness and resistance against risk, gain the management experience from them, and make scientific use of insurance fund so as to decrease state controlling cost accordingly.
