Abstract:According to the current urban workers' basic medical insurance system,the workers who participate in medical insurance and their units do not need to continue to pay the insurance premium after their retirement.Affected by aging of the population,early retirement and other factors,this security system must present the aging tendency.That is to say,in this system,the crowd who pay the premium will reduce relatively and the crowd who enjoy the treatment will expand relatively.Applying the combing method of life insurance actuarial and non-life insurance actuarial and establishing the model,this article reveals this trend.Based on the real data of some cities,the article discusses the effect of aging on the long-term balance of medical funds,studies the balanced premium rate and provides scientific basis for making policy.On this basis,the article puts forward some policy proposal on reducing the systematic aging degree of urban workers' basic medical insurance and achieving a sustained and healthy run.

Abstract:Trade unions in China play an important role of improving labor relations.From wages and rewards to benefits,trade union has promoted labor interests to a certain extent.Besides,the empirical analysis indicates that many employers are willing to establish a trade union in their enterprises and to make payment to trade union so as to enhance cohesion of enterprises and improve production efficiency.In general,the enterprises with higher level of educational and skill are more inclined to establish a trade union and with higher density of union member.The density of union member in enterprises influenced the average wages positively.Trade unions also influenced positively on educational fees of employees,employment and unemployment insurance,endowment insurance and medical insurance,housing fund and housing allowance.

Abstract:Along with China's reform and opening-up since 1978,a great many peasants have migrated from the countryside to the urban areas.The problem of peasant-workers is increasingly attractive to the scholars.In terms of social stability,social security should cover the peasant-workers.Numerous papers have sprung up in this field since 2005 but we don't know if the social security of peasant-workers will influence the competitive ability of business enterprises in China.We don't have an explicit answer and the peasant-workers haven't got social security.There are many things missing in these studies.(1) Although there have been so many studies in this field,there is still a lack of a social security system for the peasant-workers,let alone a social relief and social security system.There are more papers on social insurance than papers on the social relief system and the social welfare system.Papers on factors that affect social insurance of peasant-workers and peasant-workers as personal factors overwhelm those on business enterprises.The research on social security of peasant-workers based on competition capacity should be reinforced.(2) The study of the social security of peasant-workers does not suit the practice of the social security of peasant-workers.(3) The study on this issue is too simple.We hope to benefit from other fields.At the end of this survey,further possible directions are pointed out for the studies aiming at a whole system for the peasant-workers.The author proposed some research areas that should be strengthened in the near futures.One is enriching the contents of researches on the social security of peasant-workers.The other is the research on social security of peasant-workers based on competition capacity.System innovation of social security of peasant-workers is very important.

Abstract:Based on a survey of 1,268 firms in 12 cities, this article empirically studies unions’ effects on worker welfare in China. Regressions carried out on a rich set of specifications show that unionization is significantly associated with higher hourly wages and larger pension coverage and weakly associated with lower monthly working hours. Further econometric analysis finds that unions promote individual and collective contracts. The effect of collective contracts vanishes when unions are present, whereas individual contracts have independent and positive effects. In addition, unions have effects on workers’ welfare independent of collective and individual contracts.

Abstract:Based on a survey of 1,268 firms in 12 Chinese cities, this paper empirically studies the effects of unions on three aspects of workers’ welfare, namely, hourly wages, monthly working hours, and pension coverage. Our baseline results show that unionization increases hourly wage rates by 5.6%, reduces monthly working hours by 1.4%, and raises pension coverage by 12.3%. Taking the endogeneity of unionization into consideration, our 3SLS estimation finds larger effects. These results are robust in the subsample of domestic private enterprises where unions are less common than in other types of firms. Further econometric analysis has established two channels for unions to improve workers’ welfare, one by encouraging collective wage contracts, and the other by encouraging written contracts.

Abstract:Migrant workers are an important component of China's labor market, playing a vital role in economic development and social stability. In the face of significant health risks related to their work, migrant workers remain largely under-represented in China’s health insurance system despite their eligibility to participate in several programs. To achieve China’s goal of universal healthcare coverage, migrant workers are targeting populations. The objective of this paper is to understand the factors associated with migrant workers’ participation in health insurance programs. This analysis draws from a survey of 3,342 migrant workers that was conducted by China Agricultural University in 2013. A multinomial logit model was performed to identify the determinants of migrant workers’ health insurance participation. Our findings suggest that the highest rates of un-insurance were observed for females, the elderly, those with lower levels of education, income, or lower self-reported health status, and migrant workers in the construction industry. They are the most vulnerable populations and susceptible to various health and occupational hazards. Besides the high enrollment rates of migrant workers in the New Rural Cooperative Medical Scheme, the scheme’s lack of portability needs a complete “Inter-province” balancing reimbursement networking platform to be built. Furthermore, establishing a multi-level medical security system that is accessible and affordable may serve the goal of improving health insurance participation among migrant workers.
[The Coverage of Work Injury Insurance and Its Affecting Factors in Zhejiang Province, China].

Abstract:OBJECTIVE:In China, the coverage rate of work injury insurance was 23.2%in 2011, which was far lower than expected. The factors affecting the insurance's enrollment has very little known. This paper aims to study the existing coverage of work injury insurance scheme and its influencing factors.METHODS:The data were collected from 2 836 workers who came from 9 industries in three cities of Zhejiang province using face-to-face questionnaire interview.RESULTS:Of these 2836 workers, the work injury insurance coverage was 50.1%, and 29.6% were not sure if they were covered or not. The results showed that the awareness of occupational disease and industrial injury insurance was helpful in increasing the coverage rate. Besides, the logistic regression analysis showed that in certain circumstances working population shared higher coverage of work injury insurance. For examples, male workers with local household registration and longer working years; people who had been informed about occupational risk factors, and thus gained more training on the issue; people who had exposed to occupational hazards or involved in administrative duties; and people who had already insured by a medical insurance scheme. In the contrary, the heavier family burden with longer working hours per week they needed, the lower possibility they joined the insurance scheme.CONCLUSIONS:The coverage of work injury insurance is higher than native average level but much lower than the average international level. The awareness of occupational disease and injury insurance was closely associated with the coverage of work injury insurance. Therefore, it is imperative to popularize the knowledge on OHS for migrant workers, as well as to reinforce the supervision and management of the issue would have been an effective way to elevate the coverage rate of work injury insurance.
Hourly wage, monthly working hours and pension coverage: Are labor unions in China effective in improving workers' welfare?

Abstract:In this article, we study the impact of unions in China on three important as- pects of workers' welfare, namely, hourly wage, monthly working hour, and pension coverage. Without taking into account the endogeneity of unionization, SUR model estimates show that unions have significant effects on all three aspects. Yet, once the simultaneity between these welfare aspects and unionization is introduced, unions' im- pact on working hours is no longer significant, but their influence on wage and pension coverage increase. The estimated unions' effects on pension coverage are especially large, which indicates that pension is more sensitive than wages and hours, and that unions can play a more significant role in gaining this and other fringe benefits for workers. The results do not support the hypothesis that migrant workers are dis- criminated against, but can not reject the hypothesis that exporting companies are under intense pressure from foreign markets to cut down their costs and their welfare expenditure. A switching model estimate further verifies unions' effects on wages, additionally, it shows a considerable negative effect of wage markup on unionization.

Abstract:Job tenure has been significantly shortened with the prevalence of the gig economy around the world. Workers are faced with a new age of frequent employment change. This emerging situation is out of expectation of social health insurance policymakers. As the multi-level social health insurance system in China is closely associated with employment status; urban workers cannot enjoy the urban employee basic medical insurance (UEBMI) during the unemployment period. At this time, unemployed rural-to-urban migrant workers can only rely on the new cooperative medical scheme (NCMS) and unemployed urban residents can only rely on the urban resident basic medical insurance (URBMI). This study provides a preliminary analysis on healthcare utilization change triggered by the unemployment-induced social health insurance transition that has never been investigated. Using the data of a nationwide survey, empirical results show that the unemployment-induced social health insurance transition can significantly deteriorate the healthcare utilization of insurance beneficiaries experiencing the transitions from the UEBMI to the NCMS (or from the UEBMI to the URBMI). Specifically, the outpatient service quality and the conventional physical examination become worse, and the out-of-pocket expenditure increases. Therefore, the multi-level social health insurance system currently in effect can expose workers to a high risk of insufficient health security in the age of frequent employment change.
A Study of College Students Taking Part-time Jobs vs. Protecting their Interests and Rights in View of the Labor Law——Taking the Universities in Xiamen Area as an Example

Abstract:In recent years, an increasing number of college students taking part-time jobs are accompanied with more cases in which their interests and rights are infringed at work. Apart from reasons like that college students have limited legal awareness, universities have loose management and relevant departments neglect their duties, analyzed from the prospective of laws, the fundamental reason is that college students taking part-time jobs are not protected by the labor law. In fact, the issue can be addressed by recognizing college students' identities as laborers, integrating theminto the part-time employment system under the labor law context, and formulating special laws and regulations considering the characteristics of college students so as to entitle them to the treatment of ordinary laborers in terms of labor remuneration, working hours, social insurance and ways to solve labor disputes and eventually to guarantee their legitimate interests and rights.

Does Participating in Health Insurance Benefit the Migrant Workers in China? an Empirical Investigation

Abstract:Rural-to-urban migrant workers are an under-represented group in China's health insurance system, and the status of their health and healthcare draws increasing attention. This paper uses the 2007–2010 State Council URBMI Household Survey data to evaluate the efficacy of major health insurance programs in improving the accessibility, affordability and appropriateness of healthcare among migrant workers. Based on the instrumental variable (IV) estimation that accounts for the endogeneity of insurance participation, we find that the Urban Employee Basic Medical Insurance (UEBMI) is most effective in promoting physical exams and improving self-rated health status for migrant workers, while the New Rural Cooperative Medical Scheme (NRCMS), the Urban Resident Basic Medical Insurance (URBMI) and commercial insurance show significant benefits in boosting preventive care utilization. However, the current programs are not effective in alleviating the financial burden of healthcare and promoting formal medical utilization among migrant workers, possibly due to the lack of systematic financing scheme for outpatient treatment and the segmentation between insurance platforms. Our study provides implications on reforming China's medical insurance system and migrant health policies.

Abstract:Using the China Household Income Project migrant survey data from 2007 to 2008, this paper examines the association between migrant workers' labor contract status and their social insurance participation, including pensions, work injury insurance, unemployment insurance, medical insurance, and the housing provident fund. The results show that having a labor contract, especially a long-term contract, improved the migrant workers' social insurance coverage to a substantial extent. Furthermore, moving from having a short-term contract or no contract to having a long-term contract significantly increased one's odds of having social insurance, whereas losing a long-term contract reduced the likelihood of having social insurance. These results highlight the importance of having a long-term labor contract for migrant workers' ability to obtain social insurance coverage and thereby increase their security and protect their basic rights.
