Abstract:[Purposes] This paper aims to explore the strategies to achieve the effective peer review.[Methods] Based on advanced experience and measures taken by foreign journals,the problems existing in peer review of academics journals published in China were analyzed and improvement measures from the top level design were put forward.[Findings] Concrete measures include policy support and protection,comprehensive evaluation experts teams,optimized review patterns and sound evaluation and feedback systems.[Conclusions] Four kinds of measures mentioned above contribute to implementing the effective role of peer review in academic supervision and checks.
Advantages and feasibility of double-blind peer-review for research articles

Abstract:The merits of the double-blind form over the other two forms are emphasized in this paper. Single-blind peer-review is unbalanced in form, and is apt to result in lack of accountability of the referees and unfair judgment caused by personal bias. Open peer review is transparent, but it has not been mature enough to be widely adopted, especially in the present China. Double-blind peer-review is more objective and fairer compared with the single-blind form. It is favored by most researchers, and has the potential of improving the review quality and journal citation. Editors should fully recognize the double-blind form so as to play active and effective roles in the review process.
Views on the peer review system of biomedical journals: an online survey of academics from high-ranking universities

Abstract:Abstract Background Peer review is the major method used by biomedical journals for making the decision of publishing an article. This cross-sectional survey assesses views concerning the review system of biomedical journals among academics globally. Methods A total of 28,009 biomedical academics from high-ranking universities listed by the 2009 Times Higher Education Quacquarelli Symonds (THE-QS) World University Rankings were contacted by email between March 2010 and August 2010. 1,340 completed an online survey which focused on their academic background, negative experiences and views on biomedical journal peer review and the results were compared among basic scientists, clinicians and clinician scientists. Results Fewer than half of the respondents agreed that the peer review systems of biomedical journals were fair (48.4%), scientific (47.5%), or transparent (25.1%). Nevertheless, 58.2% of the respondents agreed that authors should remain anonymous and 64.4% agreed that reviewers should not be disclosed. Most, (67.7%) agreed to the establishment of an appeal system. The proportion of native English-speaking respondents who agreed that the “peer review system is fair” was significantly higher than for non-native respondents (p = 0.02). Similarly, the proportion of clinicians stating that the “peer review system is fair” was significantly higher than that for basic scientists and clinician-scientists (p = 0.004). For females, (β = −0.1, p = 0.03), the frequency of encountering personal attacks in reviewers’ comments (β = −0.1, p = 0.002) and the frequency of imposition of unnecessary references by reviewers (β = −0.06, p = 0.04) were independently and inversely associated with agreement that “the peer review system is fair”. Conclusion Academics are divided on the issue of whether the biomedical journal peer review system is fair, scientific and transparent. A majority of academics agreed with the double-blind peer review and to the establishment of an appeal system. Female academics, experience of personal attacks and imposition of unnecessary references by reviewers were related to disagreement about fairness of the peer review system of biomedical journals.

Abstract:In China,medical ethics review in journals has not existed for a long time,and some journals did not pay close attention to it,or due to some medical journal editors' lack of the knowledge of medical ethics review,which resulted in formalism of some medical ethics review.We suggest that medical ethics review being an indispensible part of manuscript reviewing should be written in policy by competent departments of health and medical journal associations,and lectures,training and related researches are encouraged to improve medical journal editors' knowledge and ability of medical ethics reviewing.Meanwhile,the ethics review and management of non-trial medical papers should also be taken seriously.
Problems Existing in "the 3-Manuscript-review System" of Scientific Medical Journals

Abstract:ObjctrtiveTo investigate problems that exist in system of scientific medical journals. METHODS:Related papers that were found to have problems in the process of 3-manuscript-review(initial review or reading by editors,subject review by related specialists and final review by editor-in-chief) were sought out through the investigation of the editorial department and in-depth inquiry of other scientific medical journals,and then related problems were summed up and analyzed. RESULTS:Problems did exist in the current 3-manuscript-review system of medical journals.For instance,the responsibilities of initial review by editors were unclear;the quality of subject review by related specialists was varied or not uniform;the knowledge of the editor-in-chief was not wide enough to cover all medical professions or did not have enough time or energy to guarantee strictly the quality of all the papers. CONCLUSION:The current system do have problems,however,if right approaches are taken,all the existing problems could be reduced or eliminated.

Abstract:[Purposes] This paper aims to provide medical journal editorial offices/reviewers with detailed review criteria to control the overall academic quality of Chinese medical journals by establishing a quality evaluation index system for clinical medical research papers. [Methods] Literature research, expert interview, empirical study, group discussion, and other research methods were used to collect and screen out the quality evaluation indexes of clinical medical research papers. Indexes were categorized according to structural dimensions. [Findings] A quality evaluation index system for clinical medical research papers is preliminarily established, including 17 indexes, namely, ethics committee review and consent approval document, the subject′s informed consent signature, the ethics review declaration, the conflict of interest statement, the authenticity of the research, the authenticity of report, the correlation with clinical practice, citation of evidence（literature） such as secondary research and transformation research, registration of clinical studies, reporting standards, correct research design, methodological quality, risk of bias assessment, complete statistical information and correct interpretation of statistical results, innovation of scientific issues based on subject areas, improvement of evidence quality levels, and methodological innovations. The system is divided into 6 dimensions（ethics, authenticity, practicality, transparency, scientificity, and innovation）. Each evaluation index is defined and interpreted, the evaluation method is explained, and the person responsible for the review is clarified. [Conclusions] "Approaching the truth value with proper authentic method" is the core of academic quality evaluation of clinical medical research papers. To effectively control the overall academic quality of medical journals in China, we should promote standardized review process vigorously, improve the professional competence of medical science editors, and establish a certification mechanism for medical science editors.

Abstract:Objective: To identify and analyze the problems of major medical equipment(class B) allocation and management in China.Methods: National and provincial major medical equipment(class B) regulations were reviewed and compared.Sixteen secondary and tertiary hospitals from three provinces and one municipality were selected and typical investigations and experts meetings were delivered to get in-depth understanding of management status of major medical equipment(class B) allocation and management.Results: Problems of major medical equipment(class B) allocation and management in China included: irrational allocation plan and shortage of allocation in primary-level hospital;low independent research and development level and vacancy of operation personnel management;unclear division of investigation and supervision and insufficient administrative efficiency.Conclusion: Government departments at all levels have issued equipment management policies,which have achieved favorable effect.Continuous efforts of major medical equipment allocation and management should be made.

Abstract:The conventional models of quality assessment of biomedical papers and information exchange have greatly changed in the last few years.Peer review system has its weakness in medical journal publishing but has not changed much worldwide.The use of citation analysis and impact factor in assessment of research papers is out the correct track.Open access in combination with traditional peer review system seems to be feasible in evaluating biomedical research papers,and in some sense it is open,fair and justice.

Abstract:Anonymous peer review is used by the great majority of computer science conferences. OpenReview is such a platform that aims to promote openness in peer review process. The paper, (meta) reviews, rebuttals, and final decisions are all released to public. We collect 5,527 submissions and their 16,853 reviews from the OpenReview platform. We also collect these submissions' citation data from Google Scholar and their non-peer-reviewed versions from <a class="link-external link-http" href="http://arXiv.org" rel="external noopener nofollow">arXiv.org</a>. By acquiring deep insights into these data, we have several interesting findings that could help understand the effectiveness of the public-accessible double-blind peer review process. Our results can potentially help writing a paper, reviewing it, and deciding on its acceptance.

Abstract:Health reform has been thirty years.Through using CNKI and literature review method,medical quality research in China is firstly systematically reviewed.Development process is divided into three stages,and the feature of each stage is obvious.It is found that the theme of health quality research is medical quality.The issues of medical quality changes from marginalization to core issue in national health policy and hospital management.The conclusion is that China health quality and medical quality research object,motivation,content,research issues,method and theoretical perspective are urgent and need changing,so as to response changing health needs,establish health fiscal system,and construct harmony relationship between doctors and patients.

Abstract:Open access is a subfield of open science that began on December 1, 2001 with the Budapest Open Access Initiative and aims to create a virtuous loop in the academic ecosystem. Open access is distinguished by the fact that information producers become users, and users (researchers) become producers again. Authors of scholarly article do not seek profit from publishing, but research results are extensively disseminated, and research accomplishments are immediately shared and generally recognized. Open access can help tackle three types of problems: economic obstacles, legal barriers, and technical barriers. The growing burden of paper publication fees, especially article processing charge, on individual researchers is a representative problem in the academic ecosystem that comes along with open access. One of the primary concerns with open access is the expert review system, which is thought to have a significant impact on the future of the academic journal ecosystem as well as the type of open access. In addition to the usual closed expert review methods used by many academic publications, such as single-blind review, double- blind review, and triple-blind review, expert review also includes open expert review and transparent expert review. The planned improvements in open access and expert review are expected to have a considerable influence on the academic ecosystem.
