Abstract:With fast economic growth over the past three decades, China became the world's second largest economy in terms of gross domestic product (GDP) in 2010 and was the world's biggest energy consumer in 2009. In 2012, China's total energy consumption reached 2·43 billion tonnes oil equivalent, and its per-capita GDP energy consumption was 1·4 times higher than the world average. Coal is the main source of energy in China and accounts for 67% of the country's total energy consumption; in 2012, consumption of coal reached as high as 1·63 billion tonnes oil equivalent, accounting for 50% of the world's total coal consumption. The number of on-road civilian vehicles in China increased from 16·09 million in 2000 to 93·56 million in 2011. China's heavy chemical and petrochemical industries have been growing robustly over the past 10 years. The country's current cement and crude steel production capacity total 1·7 billion tonnes and more than 1 billion tonnes, respectively.
Ambient air quality impact of emissions from thermal power industry

Abstract:The impact of the air quality from thermal power industry was analyzed quantitatively based on WRF-CAMx model. The results indicated that contribution rates to the annual average concentrations of SO2, NO2, PM2.5, sulfate, nitrate and primary PM2.5 from thermal power plants were 15.6%, 19.6%, 8.5%, 11.7%, 12.0% and 5.2%, respectively. There was a general characteristic that in regions where air pollutions were more severe, the contribution rates from thermal power plants were reversely lower. Specially, in Beijing-Tianjin-Hebei-Shandong-Henan, Yangtze River Delta, Wuhan and Changsha-Zhuzhou-Xiangtan city clusters located on the Plain and the Chengdu-Chongqing area where air pollutions were the most serious, the PM2.5 contribution rates from the thermal power industry were less than 8%. Improvement to the atmospheric quality due to ultra-low emission in thermal power industry was not obvious. In view of this, policy of multi-pollutant control should be also implemented in other industries besides thermal power plants in order to improve atmospheric quality.

Abstract:The relationship between air pollution and energy consumption is a hot topic that is receiving increased attention by industry, regulatory agencies, as well as the public. China is currently undergoing a profound economic and social transition. Since the late 1990s, China's energy production and consumption have undergone an unexpectedly precipitous up-and-down fluctuation, and the related air pollution has changed dramatically. In this study, energy use and the related air pollution during the past years are analyzed and discussed in detail. Further, suggestions on sustainable energy use, air pollution control, as well as CO2 abatement are proposed. By 2003, the total primary energy consumption of China had reached 1678.00milliontons (MT) of standard coal equivalent. As a result, emissions of SO2 and NOX increased to 21.58 and 16.13MT in 2003, respectively. Acid rain pollution worsened nationwide after 2000, with the areas of acid rain remaining stable while some seriously acid rain polluted areas worsened. This implies that more rigorous regulations, standards, and effective economic policies are needed.

Abstract:From 2013 to 2017, with the implementation of the toughest-ever clean air policy in China, significant declines in fine particle (PM2.5) concentrations occurred nationwide. Here we estimate the drivers of the improved PM2.5 air quality and the associated health benefits in China from 2013 to 2017 based on a measure-specific integrated evaluation approach, which combines a bottom-up emission inventory, a chemical transport model, and epidemiological exposure-response functions. The estimated national population-weighted annual mean PM2.5 concentrations decreased from 61.8 (95%CI: 53.3-70.0) to 42.0 µg/m3 (95% CI: 35.7-48.6) in 5 y, with dominant contributions from anthropogenic emission abatements. Although interannual meteorological variations could significantly alter PM2.5 concentrations, the corresponding effects on the 5-y trends were relatively small. The measure-by-measure evaluation indicated that strengthening industrial emission standards (power plants and emission-intensive industrial sectors), upgrades on industrial boilers, phasing out outdated industrial capacities, and promoting clean fuels in the residential sector were major effective measures in reducing PM2.5 pollution and health burdens. These measures were estimated to contribute to 6.6- (95% CI: 5.9-7.1), 4.4- (95% CI: 3.8-4.9), 2.8- (95% CI: 2.5-3.0), and 2.2- (95% CI: 2.0-2.5) µg/m3 declines in the national PM2.5 concentration in 2017, respectively, and further reduced PM2.5-attributable excess deaths by 0.37 million (95% CI: 0.35-0.39), or 92% of the total avoided deaths. Our study confirms the effectiveness of China's recent clean air actions, and the measure-by-measure evaluation provides insights into future clean air policy making in China and in other developing and polluting countries.

Great efforts have thus been undertaken for the control of air pollution in the country. Abstract:Air pollution resulting from the combustion of fossil fuel is an environmental topic receiving global attention. In China, rapid economic development followed the economic reforms of 1978, especially during the two decades between 1978 and 1997. Meanwhile, serious air pollution problems were left outstanding. In recent decades, due to the various air pollution control measures adopted by the Chinese government, Chinese air quality has been ameliorated gradually. However, some research concerning air pollution indicates that it is still a serious problem in some regions of China. For example, the regions of north, northeast, and northwest China exhibit inhalable particles surpassing the Grade II standards of the Ambient Air Quality Standard generally, while acid rain is an environmental problem that has existed for a long time in the middle and lower reaches of the Yangtze River and parts of southwest China. Therefore, this review is organized according to the topographical characteristics of China. Typical cities are chosen to represent different regions, and the aspects of air pollution in these regions are discussed. The current state of air pollution, control measures, and effects of these control measures in these areas are introduced in this review.

Abstract:With China's significant role on pollution emissions and related health damage, deep and up-to-date understanding of China's air pollution policies is of worldwide relevance. Based on scientific evidence for the evolution of air pollution and the institutional background of environmental governance in China, we examine the development of air pollution control policies from the 1980s and onwards. We show that: (1) The early policies, until 2005, were ineffective at reducing emissions; (2) During 2006-2012, new instruments which interact with political incentives were introduced in the 11th Five-Year Plan, and the national goal of reducing total sulfur dioxide (SO₂) emissions by 10% was achieved. However, regional compound air pollution problems dominated by fine particulate matter (PM2.5) and ground level ozone (O₃) emerged and worsened; (3) After the winter-long PM2.5 episode in eastern China in 2013, air pollution control policies have been experiencing significant changes on multiple fronts. In this work we analyze the different policy changes, the drivers of changes and key factors influencing the effectiveness of policies in these three stages. Lessons derived from the policy evolution have implications for future studies, as well as further reforming the management scheme towards air quality and health risk oriented directions.
Air pollutant emissions from coal-fired power plants in China over the past two decades

Abstract:China is the largest coal producer and consumer in the world, and coal-fired power plants are among its major sources of air pollutants. The Chinese government has implemented various stringent measures to reduce air pollutant emissions over the past two decades. National statistical data, emission inventories, and satellite observations indicate that air pollutant emissions from coal-fired power plants have been effectively controlled. Field measurements at coal-fired power plants can provide valuable information about the long-term trend of air pollutant emissions and the driving factors. In this study, we evaluated air pollutant emissions from 401 units at 308 coal-fired power plants. An appreciable reduction in air pollutant concentrations and emission factors from coal-fired power plants in China is observed over the past two decades. The drivers for this trend from the perspective of policy making, application of removal technologies, tightening of emission standards, technological improvement, monitoring systems, and economic measures are discussed. Currently, concentrations of typical air pollutants from coal-fired power plants in China are lower than those in Japan, Germany, and the US. This can be attributed to the policies and lenient emission standards for power plants in these countries. The technological improvement of air pollution control devices is the key factor that has led to reductions in air pollutant emissions in China. China has built the largest system of clean coal-fired power plants in the world.

Abstract:The 18 National Congress of the Communist Party of China has initiated the promotion of ecological civilization in China. Air pollution control is among the three critical battles of ecological and environmental managements. Since the release of the Air Pollution Prevention and Control Action Plan in 2013ꎬ a series of air pollution control measures have been implemented to tackle air pollution problemsꎬ notably the fine particulate matter (PM2􀆰 5) pollution. In the past yearsꎬ remarkable progress has been made in controlling coal burning pollution and mobile source pollution. The air quality across the country has been improved substantially. Notablyꎬ the annual average PM2􀆰 5 concentrations in the Beijing ̄Tianjin ̄Hebeiꎬ Yangtze River Deltaꎬ and Pearl River Delta regions in 2017 decrease by 40%ꎬ 34% and 28%ꎬ respectivelyꎬ compared with their levels as of 2013. Howeverꎬ there are still significant challenges for air quality management in China. Many regions and cities are still struggling to control PM2􀆰 5 pollutionꎬ while ozone (O3 ) pollution is becoming increasingly important. In the long ̄term process of promoting ecological civilization and building a ‘beautiful China’ꎬ enhanced control actions should be implemented under the guidance of the Three ̄year Plan on Defending the Blue Sky. In order to upgrade air quality continuouslyꎬ attentions should be paid to several key sectors such as non ̄electricity power sectors and diesel freight trucks. Emission controls of nitrogen oxides (NOx) and volatile organic compounds (VOCs) should be enhanced. Furthermoreꎬ the promotion of energy and structural transformation committed to the national climate change mitigation target will bring in new opportunities to expedite the process of clearing up the sky.

Abstract:China is rapidly developing as evidenced by enhanced urbanization and industrialization and greatly increased energy consumption. However, these have brought Chinese cities a variety of urban air pollution problems in recent decades. During the 1970s, black smoke from stacks became the characteristic of Chinese industrial cities; in the 1980s, many southern cities began to suffer serious acid rain pollution; and recently, the air quality in large cities has deteriorated due to nitrous oxides (NOx), carbon monoxide (CO), and photochemical smog, which are typical of vehicle pollution. Some cities now have a mixture of these. Urban air pollution influences both the health of citizens and the development of cities. To control air pollution and protect the atmospheric environment, the Chinese government has implemented a variety of programs. This paper first reviews the current status of air quality in Chinese cities, especially key cities, then describes the characteristics of some major urban air pollutants, including total suspended particles (TSP), respirable particles 10 microns or less in diameter (PM10), very fine particles 2.5 microns or less in diameter (PM2.5), Sulfur dioxide (SO2), acid rain, NOx, and photochemical smog. Two specific topics, SO2 and acid rain control and vehicle emission control, are used to illustrate the actions that the government has taken and future plans. Finally, a case study of the Chinese capital, Beijing, is presented with a discussion of its main air pollution problems, recently implemented control measures and their effects, and future strategies for urban air quality improvement.

Abstract:Air pollution control has become one of the top priorities of China's "Ecological Civilization" development. As a quick response to the 2013 PM2.5 episodes, the Chinese Government issued the "Air Pollution Prevention and Control Action Plan" as the national strategy and roadmap for air quality improvements consisting of phased quantitative targets and concrete measures. Taking this into account, this study explores the spatiotemporal variations of the five conventional pollutants-PM2.5, PM10, SO2, NO2, and O3-as well as the Air Quality Index and primary pollutants in 338 Chinese cities from 2013 to 2017 in order to comprehensively understand China's current air pollution situation and evaluate the effectiveness of the Action Plan. The results indicate that: (1) the overall air quality has been significantly improved, with the concentrations of PM2.5, PM10, and SO2 decreasing noticeably, although the still high PM level, the dramatically increasing O3 concentration, and the stagnant amounts of NO2 present further challenges, along with the intensification of regional compound air pollution problems; (2) in contrast to the three key regions under the Action Plan exhibiting significant decreases in PM and SO2, the Fen-Wei Plain (FWP) is suffering from serious compound pollution, suggesting that there is an urgent need for the development of a regional joint prevention and control mechanism in the FWP and similar areas; (3) with the exception of the common pollution hot spots mainly concentrated in the FWP as well as Beijing-Tianjin-Hebei (BTH) and its surrounding regions, the distribution of each pollutant exhibited remarkable spatial heterogeneity due to their distinctive emission sources, a finding that strongly indicates the need for regionally differentiated management; and (4) the most frequent primary pollutant at the national level was O3, followed by PM2.5 and PM10. In the Wuhan Metropolitan Area (WHM), Changsha-Zhuzhou-Xiangtan Metropolitan Area (CZT), and Sichuan-Chongqing Region (CY), PM2.5 pollution is playing the dominant role, while in the FWP, BTH, Yangtze River Delta region (YRD), and Pearl River Delta region (PRD), the synergistic control of PM2.5 and O3 pollutants is urgently needed as soon as possible, which will require that more attention be paid to emission mitigation in the transportation sector, as well as the synergistic control of NOx and VOC emissions.

Abstract:With rapid urbanization and development of transport infrastructure, air pollution caused by multiple-pollutant emissions and vehicle exhaust has been aggravated year by year in China. In order to improve air quality, the Chinese authorities have taken a series of actions to control air pollution emission load within a permissible range. However, although China has made positive progress on tackling air pollution, these actions have not kept up with its economy growth and fossil-fuel use. The traditional single-pollutant approach is far from enough in China now, and in the near future, air pollution control strategies should move in the direction of the multiple-pollutant approach. In addition, undesirable air quality is usually linked with the combination of high emissions and adverse weather conditions. However, few studies have been done on the influence of climate change on atmospheric chemistry in the global perspective. Available evidence suggested that climate change is likely to exacerbate certain kinds of air pollutants including ozone and smoke from wildfires. This has become a major public health problem because the interactions of global climate change, urban heat islands, and air pollution have adverse effects on human health. In this chapter, we first review the past and current circumstances of China's responses to air pollution. Then we discuss the control challenges and future options for a better air quality in China. Finally, we begin to unravel links between air pollution and climate change, providing new opportunities for integrated research and actions in China.
A New Era of Pollution Progress in Urban China?

Abstract:Over the last 30 years, China's economy has boomed. This trend has lifted hundreds of millions of Chinese out of poverty but it has also sharply increased local, regional, and global pollution levels. We look at the rise in air pollution over recent decades, and the perhaps surprising finding that in many of China's urban areas, levels of particulates (of less than 10 microns) have been decreasing during the last 10 to 15 years. We then turn to the costs and tradeoffs of air pollution, including costs to human health, reductions in worker productivity, and how people are seeking to reduce their exposure to pollution as shown by compensating differentials in real estate prices and purchases of masks and air filters. We discuss how rising incomes tend to raise the demand for environmental amenities and thus increase political pressure for environmental protection, and then we turn to the policy tools that China has used to reduce pollution. We conclude by arguing that as China's government is preparing for an additional 300 million people to move to urban areas over the next 30 years, it will have a number of opportunities for China to reduce pollution through a shift from manufacturing to services, along with various steps to improve energy efficiency and resource conservation. Overall, it seems that China is on track to improve its environmental performance in the years ahead.
The spatiotemporal characteristics of the air pollutants in China from 2015 to 2019

Abstract:China's rapid industrialization and urbanization have led to poor air quality, and air pollution has caused great concern among the Chinese public. Most analyses of air pollution trends in China are based on model simulations or satellite data. Studies using field observation data and focusing on the latest data from environmental monitoring stations covering the whole country to assess the latest trends of different pollutants in different regions are relatively rare. The State Council of China promulgated the toughest-ever Air Pollution Prevention and Control Action Plan (Action Plan) in 2013. This led to a major improvement in air quality. We use the hourly Air Quality Index (AQI) and mass concentrations of PM2.5, PM10, CO, NO2, O3, and SO2 in 362 cities from 2015 to 2019, obtained from the Ministry of Ecology and Environment, to study their temporal and spatial changes and assess the effectiveness of the policy on the atmospheric environment since its promulgation and implementation. We found that the national and regional air quality in China continues to improve, with PM2.5, PM10, AQI, CO, and SO2 exhibiting negative trends. However, O3 and NO2 pollution is an urgent problem that needs to be solved and the current control strategy for PM2.5 will only partially reduce the PM2.5 pollution in the western region. Although the implementation of "Action Plan" measures has effectively improved air quality, China's air pollution is still serious and far from the WHO standard. Implementing measures for continuous and effective emissions control is still a top priority.

Abstract:Atmospheric environmental quality in China has been improving due to a variety of programs implemented by the Chinese government in recent decades. However, air pollution is still serious because of rapid socioeconomic development and increased energy consumption. Atmospheric environmental problems appear to be complex and regional in nature, and China's climate is aggravated by global climatic change. Air pollution originates from multiple sources and the effect on public human health will increase. The influence of acid rain in southern China will be long term, and the impact of climate change will rise. In order to reduce the adverse effects of air pollutants on the environment, the total number of emission sources from major industry, fine particle pollutants, SO2 emissions from power plants and the vehicle exhaust must be lowered and strictly controlled. The energy structure will affect the quality of the atmosphere for a long time. Increased energy efficiency, optimization of energy structure and the generation of a sustainable consumption and production patterns will provide opportunities to resolve regional and the global environmental problems.

Abstract:Abstract Air pollution bulks large in environmental protection initiatives in China in these years. The increasing emissions of VOCs, fume, ash, sulfides, nitrifying materials, sulfur dioxide, PmM2.5 and PM10 are damaging the atmospheric ecology and affecting people’s life and social development. The root cause is that under the government-dominated governance of pollution control, a relevant legal system is absent and legislation in this aspect seems reaching nowhere. In this regard, the central government of China has established the foundation of the legislation directions, objectives, principles and basic policies, and to establish an elaborate legal system for air pollution control is the key to control air pollution in a scientific manner.

Abstract:China's past economic growth has substantially relied on fossil fuels, causing serious air pollution issues. Decoupling economic growth and pollution has become the focus in developing ecological civilization in China. We have analyzed the three-decade progress of air pollution controls in China, highlighting a strategic transformation from emission control toward air quality management. Emission control of sulfur dioxide (SO2) resolved the deteriorating acid rain issue in China in 2007. Since 2013, control actions on multiple precursors and sectors have targeted the reduction of the concentration of fine particulate matter (PM2.5), marking a transition to an air-quality-oriented strategy. Increasing ozone (O3) pollution further requires O3 and PM2.5 integrated control strategies with an emphasis on their complex photochemical interactions. Fundamental improvement of air quality in China, as a key indicator for the success of ecological civilization construction, demands the deep de-carbonization of China's energy system as well as more synergistic pathways to address air pollution and global climate change simultaneously.

Abstract:This study develops a framework for measuring the capability, pressure, and resistance to enforce environmental regulations and then applies this three-dimensional enforcement framework to air quality enforcement in urban China. Based on daily Air Pollution Index data published by China's Ministry of Environmental Protection during 2001-2011, the paper reports an overall improvement in urban air quality, but significant inter-city variations. Statistical results indicate that low capability and strong resistance to the enforcement of stringent environmental regulations have contributed to environmental degradation in urban China, and social pressure has not significantly helped clean the urban sky. Economic development and structural transformation have tended to reduce the environmental bargaining power of regulated actors in local economies. The findings imply that supportive institutional arrangements together with necessary financial and human resources would help improve air quality. Abstract:As the fast growth of China’s economy, power generation has greatly increased in past decades. Majority of power generation in China is from coal-fired power plants. Large and still increasing amount of coal combustion for power generation emits numerous pollutants into atmosphere. Combining with emissions from other sources, power generation contributes to the severe air pollution in recent years. In this study, the historic trends and current status of the impact of power generation on air quality in China are overviewed. In 2012, the power sector contributed 30% of CO2, 33% of NOx, 23% of SO2, 8% of particulate matter (PM), 3% of CO, and less than 1% of VOCs emissions in China. The power sector contributed 15% of NOx, 13% of SO2, 27% of O3, 26% of fine particulate NO3− and 22% of fine particulate SO42− ambient concentrations. Coal consumption for power generation is keeping growing. Tremendous efforts have been made to limit emissions from power generation by installing flue-gas desulphurization systems on coal-fired power plant, resulting in reduction of SO2 and PM emissions recently. However, emissions of NOx, CO2, CO, and VOCs are still increasing. Over half of the power emissions and concentrations are distributed in East and North China, which include the Yangtze River Delta and the North China Plain, the two most developed and populous regions in China. Emissions from power generation contribute significant fractions of NOx, SO2, and particulate NO3− in winter, and significant fractions of O3 and particulate SO42− in summer.

Abstract:Beijing, the capital of China, has experienced rapid industrialization, urbanization and motorization in recent decades. Consequently, air pollution in Beijing, especially fine particulate matter (PM2.5) pollution, has gradually become a severe environmental issue, due to the continuing growth in energy consumption and the resulting multiple pollutant emissions. In response to the increasingly serious PM2.5 pollution, Beijing's government implemented a series of policies, measures and regulations on air pollution prevention and control and took some concrete actions to improve air quality. In this paper, firstly, we summarize China's ambient air quality standards, China's policies and regulations on air pollution prevention and control. Secondly, we illustrate historical evolution and current status of air pollution in Beijing. Finally, we introduce control measures and actions in Beijing and its surrounding areas. The paper aims to help environmental scientists and policy makers around the world understand the past and current air pollution in Beijing and control strategies and actions taken by Beijing's government.
