Abstract:On the whole, our country still have not established perfect fundamental institutional frame of rural social security.And some important patterns of social security are still in the probe phase.In the course of construction socialist harmonious society,perfect rural social security system is very important.So,we must enforce great strength from the point of system's prefect,government's support and peasant idea's change,and Grasping together and Managing Jointly.Thus,we can perfect the rural social security of our country,and quicken the integrative process of the rural and city's social security.

Abstract:Nowadays, the shortage of the binary systems of society security is becoming more obvious in its innovation and practice. This paper is based on the expatiation of the strategic sense of the construction of urban-rural Harmonious social security system, and the referencing the development experience and revelation of foreign social security systems. With synthetically utilizing theories and technology means, such as social security basic theory, demography, actuarial science, life-table method and system simulation, the "Three-Step" covering strategy theory from urban to rural area of social security system is presented in this paper. The research explains how to alter the actual binary system to the future Harmonious system of social security. "The First Step" is that the social security system covering urban and rural area will be realized in 2020. It adheres to the principle of "Wide-Covering, Levels-Dividing, Different and Continual" and its backbone is to establish new rural social security system. "The Second Step" will be taken during from 2021 to 2035. The main task of this step will aim at founding a social security linking urban and county in grand regions divided into three parts: East, Middle and West. It takes the concept of "making overall plans while taking all factors into consideration, and dynamically linking" and the parameters of pension substitute rates and yield ratios. "The Third Step" is to try to realize the harmony social security system stably before the century celebration of PRC in 2049. The security system will link the region in the range of the whole state in stead of the three grand regions.

Abstract:Along with China's reform and opening-up since 1978,a great many peasants have migrated from the countryside to the urban areas.The problem of peasant-workers is increasingly attractive to the scholars.In terms of social stability,social security should cover the peasant-workers.Numerous papers have sprung up in this field since 2005 but we don't know if the social security of peasant-workers will influence the competitive ability of business enterprises in China.We don't have an explicit answer and the peasant-workers haven't got social security.There are many things missing in these studies.(1) Although there have been so many studies in this field,there is still a lack of a social security system for the peasant-workers,let alone a social relief and social security system.There are more papers on social insurance than papers on the social relief system and the social welfare system.Papers on factors that affect social insurance of peasant-workers and peasant-workers as personal factors overwhelm those on business enterprises.The research on social security of peasant-workers based on competition capacity should be reinforced.(2) The study of the social security of peasant-workers does not suit the practice of the social security of peasant-workers.(3) The study on this issue is too simple.We hope to benefit from other fields.At the end of this survey,further possible directions are pointed out for the studies aiming at a whole system for the peasant-workers.The author proposed some research areas that should be strengthened in the near futures.One is enriching the contents of researches on the social security of peasant-workers.The other is the research on social security of peasant-workers based on competition capacity.System innovation of social security of peasant-workers is very important.

Abstract:In the current circumstances,employment pressure has increased and the social security system needs to be perfect.If farmers lose land,it means losing basic survival protection and being poor in urban area,so we should change the current low standards of resettlement and land requisition form.Otherwise,the result will inevitably affect the building of a harmonious society.Based on Ningbo example,we think that we should establish the social security system of landless peasants at the core of employment,based on the innovative mechanisms and the combination of new rural construction.

Abstract:From the perspective of farmland system innovation in rural China,this paper introduces the logic relationships between farmland system and the social security system,and expounds "Dividend" Theory of economic growth,which is based on several factors,such as farmland,labor,social security and environment.Afterwards,the paper gives an in-depth analysis on the pros and cons of the farmland system on social security and stability.The author believes that the reform on farmland system is a sufficient condition for social security problems in rural China,while a necessary condition for non-agricultural industries is the development and transfer of rural labor force.

Abstract:Since mid-1980s, China has adapted measures to reform the main items of the rural social security system such as provision for the old, medical care and social assistance. The orientation of institution construction is correct for reform occurring during the period. That the country has gradually added investment to help the poor and decrease poverty created the essential prerequisites to quicken construction of the rural social security system. It was also reasonable and reliable under specified conditions to change the rural social security system while the country stabilized the land contract system. But the reform still existed some defects due to many reasons. The reform is obviously too slow than the urban areas. Up to now, the country has not had reasonable goals and stable measures to develop the social security system in the rural regions, the institution construction remains insufficient, and the government has not played its full role at construction of the rural social security.

Abstract:The Minimum Living Security system,which is generally implemented by most market economy countries,is one of the so-cial assistance systems with the aim of safeguarding all citizens' basic right to life.Faced with China's current urban-rural division of dual social structure,based on the urban-rural development ideas formed during the planned economy,towns and rural areas of the content and standards is completely different,and even town's Minimum Living Security system is superior to the rural Minimum Liv-ing Security system.With this unfair status,how to solve the problem of absolute poverty in rural areas effectively deserves serious consideration and exploration.According to the author,considering city and countryside as a whole,establishing and improving the rural Minimum Living Security system,exploring the unified Minimum Living Security system between urban and rural residents,is an effective institutional arrangements and policy options in solving the poverty problem in urban and rural areas.
