Causality test and risk analysis on climate change and economic growth for european countries, 1970-2008

Abstract:The climate change issue has been taken as part of the larger challenge of regional sustainable development, and regional sustainable development has also become part of all climate change policy discussions both at the global level and the local level. Thus, this paper tested the relationship among CO 2 emission, fossil energy consumption, and economic growth during 1970 to 2008 in 9 European countries, based on the approach of Granger Causality Test, followed by risk analysis on the impacts of CO2 emissions reduction to local economic growth according to the causality degree. The results show that, the null hypothesis of both "ECI (fossil energy consumption per capita) does not Granger Cause PCO2(CO2 emissions per capita)" and "PCO2 does not Granger Cause ECI" are rejected for France, Spain and Sweden, but all accepted for United Kingdom, Italy, Portugal and Greece; for Denmark, the null hypothesis of "ECI does not Granger Cause PCO2" is rejected but that of "PCO2 does not Granger Cause ECI" is accepted; however, the situation in Netherlands is just the opposite compared with that in Denmark; the null hypothesis of both "GDPP (GDP per capita) does not Granger Cause PCO2" and "PCO2 does not Granger Cause GDPP" are all accepted for most of the countries includes France, Italy, Spain, Sweden, Portugal, Netherlands and Greece; for United Kingdom, the null hypothesis of "GDPP does not Granger Cause PCO2" is rejected but that of "PCO2 does not Granger Cause GDPP" is accepted; however, the situation in Denmark is just the opposite compared with that in United Kingdom. the impacts of reducing CO2 emissions on economic growth for different countries is totally different, generally, reducing CO2 emission has more negative impacts to economic growth in Italy, followed by Portugal, and the impacts of CO2 emissions reduction to economic growth for United Kingdom and Sweden is the least. But in the other hand, the probability of the impacts of the economic growth in Denmark to its CO2 emissions is much higher than those in Spain and Greece, in other words, Italy could has more risk in reducing CO2 emissions from the economic viewpoint but that seems doesn't exist in United Kingdom and Sweden.
