Abstract:District government of city is of middle of our system of government-level.The reform of district government has its own particularity.Construction of "holistic government" is an important goal of city district's government reform and key points of construction of large section reform of government.Theoretical foundation of large sector reform is "citizen-oriented" and "problem orientation" to integrate the public sector.The core of the reform is integration and coordination.The aim of the reform is the formation of "holistic governance" structure and "holistic government"."Holistic government" will require not only government agencies do "subtraction",and not just be "additive",but asked the Government to do in the provision of public services "multiplication." This paper take x district government of Shanghai as example to analyzes the Status quo of operating mechanism of district government,thinks path options of building "holistic government" in the district government.To construct "holistic government" should be from the vertical,horizontal direction,the direction of electronic and so on full account of government reform strategy and tactics,.And it should be systems think how to construct "holistic government" from the rational function of government,improving the structure of government,improving the working mechanism,and changing government management style.
