On the Cultural Meanings and Legitimacy of the 'Place' (Administrative Area)——A Case Study of the County' s ( Xian' s) Position and Significance in the System of Administrative Division of China

Abstract:County(Xian) occupied a key position and had some special significance in China's administrative division system.Though some scholars have pointed in general that County has a long history and stable position as a kind of administrative area,they have not revealed the cultural meanings and legitimacy'(i.e.some kind of constitutional order') with County.Thus,in the process of the adjustment of administrative division in contemporary China,there existed a lot of problems.The negligence of the local legitimacy,which has led to the phenomenon of the "disappear of place",is the main reason of the serious "regional deprivation" in contemporary China.The authors think that,the establishment and maintenance of County(and also other level or kind of administrative division) is both the main backing of the local characteristics and heritage,and the important source of legitimacy' of the local governance.From the point of view of the history,in the more than 2000 years' period,the County has obtained and possessed the function of forming a connecting link between the higher level and the lower level authorities,and is very stable and not broken in such a long time.And from the point of view of the culture,politics and ideology,the County also has the function of forming the local characteristics,local heritage and local identity,as well as it is the important origin of local governance's legitimacy.
