On China's Urbanization Process

Abstract:An important reason for the lack of domestic consumer demand is the wide income gap between urban and rural residents,and accelerated urbanization can serve as the fundamental solution to this issue.China's urbanization requires the shift from "township strategy" to "urbanization strategy" by replacing the "coordinated development strategies for large,medium,and small cities as well as small towns" with "priority development strategy for large cities",reforming the existing land system,establishing diversified ownership structure with state ownership as the mainstay,so that land acquisition is changed into land procurement to accelerate the turnover of rural land for construction purposes.The government should make reasonable attempts to promote the balance-based policy concerning urban and rural land for construction purposes,and to accelerate the turnover of contracted land use in rural areas so as to practice the mechanism of reasonably terminating contracted land and homestead uses.Meanwhile,the government should also speed up the reform of household registration system,improve the urban and rural social security system and education system,gather and publish information about real unemployment rate in urban and rural areas,establish balanced employment system in urban and rural areas,improve basic urban housing security system,establish government achievement evaluation system that is conducive to speeding up the urbanization process,and provide necessary institutional support for accelerated process of urbanization.
