Foreign Investment and Skill Premiums:Combining a Comment on the Bias of FDI Technology Spillovers in China

Abstract:The article asserts that foreign investment may affect the skill premiums via two kinds of approaches.On the one hand,foreign investment may act on the relative demand of skilled labor by technology spillovers and further on the skill premiums.On the other hand,foreign investment could influence the skill premiums through its effect on the relative supply of skilled labor.Then we test the two channels empirically by a simultaneous estimation.Our main estimations show that foreign investment may generalize a significant negative effect on the relative demand of skilled labor through a technology spillover biased towards unskilled labor.Furthermore,we fail to detect any discernable effect of foreign investment on the relative supply of skilled labor,which may due to the exit of reverse flow concerning skilled labor.To sum up,China′s FDI technology spillovers tend to be more unskilled-bias,and thus reduce the skill premiums in China.The foreign investment in China is averagely in high-end industry but low-end chain.
