Abstract:This text studied the role and value of health technology assessment (HTA)as it is applied to hospital management. Analyzed the HTA to take the gauge of the management of medical technology in hospitals, with the relation that the management of drug policies of the hospital, the medical equipment and the renewal of large-scale facilities in medical institutions. HTA affects the clinical medical treatment fulfillment of the hospital,HTA plays a key role and is of great value in hospital management.

Abstract:ObjectiveTo review drug policies, health technology assessment (HTA), and HTA’s use in drug policies in China, to further improve the quality and efficiency of drugs.MethodsThis study draws on multiple methods. A systematic review of the literature, review of Chinese government documents and statistical handbooks, and authors’ experiences in drug policies and HTA in China were combined to achieve the objective.ResultsOf 571 studies identified in the initial search, 14 eligible articles (6 English, 8 Chinese) were finally included. On the Web site of the National Health and Family Planning Commission, the National Development and Reform Commission, and the Ministry of Human Resources and Social Security, we found that HTA or pharmacoeconomics evaluation is mentioned in recent years and its frequency has been increasing; however, there was not one hit about HTA or PE on the Web site of China Food and Drug Administration.ConclusionsThe decision makers have realized the importance and value of HTA and have tried to integrate HTA into drug policies and regulations. However, the application of HTA findings to drug policymaking is not yet widespread and there are a number of challenges in using HTA in China. Therefore, it is necessary to establish a national HTA commission and develop pharmacoeconomics guidelines to support the use of HTA in decision making. Moreover, the most important steps are to encourage technology innovation, groom more HTA experts, and build reliable databases in China.

Abstract:Objective To introduce typical foreign universal Health Technology Assessment（HTA） tools and provide reference for the development of HTA tools in China. Methods Literature databases and HTA-related websites were searched to screen studies related to universal HTA tools in Europe, Canada, and the United States. Results A total of 19 literatures were included, involving 6 HTA tools, including HTA core model, Mini-HTA template, advanced value framework for multi-criteria decision analysis, evidence-based decision support procedures, framework for the influence of evidence and value on decision making, and framework for comprehensive evaluation of medical technology. Conclusion In order to promote the standardization and normalization of HTA in China, it is suggested to clarify HTA standard, develop local HTA tools, pay attention to the flexibility of HTA tools, build HTA online platforms, and strengthen multi-stakeholder participation.

Abstract:Objectives: This study is to review health technology assessment (HTA) development in China during the past two decades, and to facilitate further development of HTA and its integration into policy making.Methods: The study depends very much on the extensive experiences of the authors in involvement of HTA in China. In addition, literature review and Web site searching have been used to trace the process of growth of HTA in China.Results: With its rapid economic development, the Chinese health system has had many achievements in the past 30 years. However, there are some weaknesses that have developed during this period. HTA is traced back to the early 1990s in China. First, HTA knowledge transfer and establishment of HTA units were effective ways to develop HTA in China. By the end of 1990s, the policy makers of the Ministry of Health (MoH) made efforts to merge HTA with policy making to improve the quality and efficiency of health care. The main government authorities related to health technology are the State Food and Drug Administration, the Ministry of Labor and Social Security, and the MoH. Their involvements in HTA are varied.Conclusion: A technology licensure mechanism based on HTA, including technology permission for use, institution licensure, and workforce licensure, is being gradually carried out by the MoH in China. Moreover, HTA can play an important role in technology market entry, insurance benefit coverage, formulary, clinical pathway, reimbursement, and so on. There is a great opportunity for HTA to be an important part of health reform, especially to help policy makers within the health sector to make difficult decisions.

Abstract:Objective: To compare the differences in health technology assessment ﹙HTA﹚ knowledge translation between different types of research institutes and provide some scientific evidences to expand HTA impact in the process of policy-making. Methods: A self-administered questionnaire survey was implemented to domestic HTA researchers. Likert scores were applied to describe the situation of HTA knowledge translation. Rank-sum test was conducted to compare the differences. Results: While the differences in research utilization were not statistical significant, some significant differences were found between researchers from university and researchers not from university in the aspects of organizational knowledge translation support, research uptake process, cognition of knowledge translation, output forms of research outcomes, quality of HTA research. Conclusion: It is recommended to establish the knowledge translation support mechanism for HTA research outcomes, strengthen the collaborations and communications between HTA researchers and policy-makers, promote their cognition of HTA knowledge translation in the process of decision-making, and adopt various output forms of research outcomes more appropriately and effectively.

Abstract:Health technology assessment (HTA) is a field of scientific policy research that adopts multidisciplinary approaches to conduct systematic evaluation of health technologies and inform decision making. Although achievements have been made by HTA activities among academics, providers, and policy makers, development of the field of HTA in China is fragmented and not yet formally integrated in health policy making processes. All stakeholders need to make more efforts to strengthen HTA knowledge translation and facilitate a decision making process that is based on evidence including HTA findings. This article reviews how the field of HTA has developed in China, analyzes what factors have been influencing China's HTA development, and proposes policy recommendations.

Abstract:Health insurance system has been proved to be an effective way to promote the quality of health service in many countries. However, how to control health expenditure under health insurance system remains a problem to be resolved. Some developed countries like UK, Canada and Sweden linked their health technology assessment results with decision making and health insurance management, and made prominent achievements in both expenditure control and quality improvement. Abstract:In 2012,the European Union(EU) formally launched a special study on hospital-based health technology assessment from the strategic level all over Europe. At present,there is work experience related to hospital-based health technology assessment,and it is well worth learning for China. By summarizing the basic information and development situation of adopting hospital-based health technology assessment in the EU(AdHopHTA project),and analyzing the practical experience of 31 cases in 18 countries around the world,the paper made suggestions for the implementation of hospital-based health technology assessment in China from the aspects of discipline development and promotion,national policy formulation,hospital purchasing model,stakeholder participation,innovated technology transformation,and data collection and analysis mechanism etc. It would provide references for launching and promoting hospital-based health technology assessment in China.

Abstract:Health technology assessment is recognized internationally and is increasingly important in health policy-making. This paper discusses the stakeholders in health technology,reviews the international experience on knowledge translation from health technology assessment to health policy,and proposes a conceptual model of the potential influencing factors. After reviewing the current situation of knowledge translation in China,this paper has also proposed some research ideas for further studies,such as a measurement on the extent of knowledge translation from health technology assessment to health policy,an identification of the influencing factors during the knowledge translation process and the extent to which they influence knowledge translation.

Abstract:Hospital-based health technology assessment(HB-HTA) is helpful for optimizing resource allocation in hospitals and increasing operational efficiency. The guiding principles for HB-HTA was analyzed according to the following aspects,organizational models,types of reports,information need of decision-makers and the attributes of technology regarding assessment,as well as the core principles for HB-HTA units. It is suggested that the requirement of decision-makers and the availability of relevant resources be considered to determine the type of HB-HTA. Abstract:Objective:To describe the current situation of the policy making of health technology assessment (HTA)in China and to reveal the factors influencing this process in the perspective of the researchers,in order to offer a proposal to enhance the use of HTA studies in policy making. Methods:Data through questionnaire survey were collected and logistic regression model was applied to analyze the factors influencing the process. Results:A total of 382 questionnaires were taken back,353 of them were valid,and the valid return rate was 92.4%. The results revealed that policy relevance,researchers’ confidence,communication status between researchers and departments that use health technology,communication on project objective between researchers and policy making departments, and generation of project results influenced the process. Conclusion:It is suggested to encourage the researchers’ confidence. It is also suggested to enhance the relevance between the HTA study and the policy need,enhance communication and cooperation of the two sides,and pay more attention to knowledge brokering.
