An Analysis of Public Library Service Standard of China: an Information-rights Point of View

Abstract:Public Library Service Standard (GB/T28220—2011) was published by General Administration of Quality Supervision, Inspection and Quarantine of the Peoples Republic of China (AQSIQ), and Standardization Administration of the Peoples Republic of China (SAC) on May 1 st , 2012, which is the first national service standard about public culture, and also the first in library standard system of China. The Standard includes 8 parts: area of application, standard files cited, items and definitions, general rules, resources, efficiency, promotion, supervision and feedback. The standard bases on the construction of public cultural service system covering the whole of society, and focusing on building public library service system with the main line of provinces, cities, counties, towns and villages. Meanwhile, the standard identifies the basic principle of basic service free, and defines the rights and duties of the various levels of government, directors and librarians, and users. By analyzing the Public Library Service Standard in the view of information-rights point, the paper thinks that the indices of the standard reflect the Chinese social cognition for the public library which is an information center, a culture center, and a facility for social education and leisure. But the standard evaluates public libraries by quantitative methods and pays attention to the input of public libraries. The ideas and method of the evaluation is different from the international trend. From the beginning of 1970s, the new trend encourages public libraries to develop and implement individual plans based on needs of the local community. The changes indicate the transformation from the input to output model library as well as from national standards to local standards based on the community needs. From this perspective, Public Library Service Standard doesnt emphasize the measurement of the effectiveness of library services and the needs of the local community. However, the ideas and method of the standard takes full account of the current actual level and conditions of economy, culture and social development of China. There are several phases of protecting citizens information rights. And at this stage, the urgent priority for China is establishing public library service system.

Abstract:The public libraries in the United States have a long history in rendering government information service.The 4 factors which are the sound legal system,cooperative relationship between public libraries and government,active participation of citizens,perfect utilization mechanism empower the libraries to provide government information service.While in China,the history of public libraries′ government information service is short and the quality of the service in different areas is different.The lack of relevant laws,government information resource and the users blocks the development of government information service rendered by public libraries in China.So we need to make and amend relevant laws in order to improve the government information service.Also the leaders of the public libraries should know the importance of library to carry out this work,at the same time the libraries should try their best to let the people know they can check government information in library.

Abstract:In this paper an overview of the foreign(mainly United Kingdom and the United States-based) public library service development for vulnerable groups,over a hundred years of history can be divided into five stages analyzed and discussed,namely,the late 19th century to the 1930s of the 20th century is a stage of services for working-class and other special populations;19401950s is a stage of universal service against the background of the welfare countries;1960-1980s is a stage of rising services for vulnerable groups against the background of community library movement;1980-1990s is the decline stage of services for vulnerable groups against the background of market and privatization;1997-present is a stage of resurgence and continuity of services for vulnerable groups against the background to combat the social exclusion and promote the context and harmonious . Each historical stage investigates the following problems:(1) influence of historical background( political,economic and social development) to public library service for vulnerable groups;(2) the service model,the main population and service content of library services for vulnerable groups under the historical conditions at that time;(3) the occupational concept,values and their limitations to contain in the library services. Service contains career behind the philosophy,values and their limitations.

Abstract:In recent years,subway library appears in the cities of our country.The paper analyses the problems that subway library is faced with,based on the introduction of the current situation and service model of subway library in our country.Finally,the paper comes up with some suggestions to subway library.These suggestions include strengthening cooperation and publicity,enriching the kinds of literature resources,combining the ATM library with handle service,considering the reader’s demands,making innovations constantly and using new technology.

Abstract:In order to realize the service function of libraries better,promote the foundation of the public culture service system and guarantee cultural rights of citizens,public libraries in China have developed extended services widely.Public libraries should make clear the demarcation between extended services and basic services to eliminate the fuzzification of extended service researches.It's necessary to explore the nature of extended services and get rid of abuse and generalization of the extended service concept.Three methods are proposed to define extended services and basic services,namely reverse definition method,property definition method and assessment definition method.

Abstract:This paper analyzes the traditional literature resources service mode and the digital resource service fixed modes in the digital environment,compares these modes from the point of the system.Then,in the view of non-process systematic analysis and using computer programming ideas,this paper puts forward three modes of digital resource service:activity-oriented mode based on customization,service-oriented mode based on modular and resource–oriented mode based on integrating.These modes are suitable for libraries of different types-public library,special library and automatic library.It tries to establish efficient digital resource service mode to enhance the user experience in the digital age.

Abstract:Digital reading promotion service is a service way for libraries to provide readers with a series of digital resources, enjoy the service functions, and share the experience of using them in various digital reading platforms, which is to meet the reading interests and reading needs of more readers, and is also the focus of the current library work. In the era of new media, the characteristics of digital reading are subtly changing the readers’ needs for reading environment, reading content, and reading style. Libraries should keep pace with the development of the times and provide readers with diversified, intelligent, and targeted digital reading platforms. The digital reading platform should continuously improve the digital reading service functions, broaden the service scope and dissemination channels, and finally realize the diversification, interest, and intelligence of digital reading service. This paper takes the digital reading platform of libraries in the region as the research theme and carries out research work on libraries. The province is divided into three regions according to the geographical map: southeastern region, central region, and northwestern region. The digital reading platforms of 14 prefecture-level public libraries and 58 libraries of higher education institutions in each region were accessed. Firstly, we check the construction of digital resources within the library websites, secondly, we count the opening of digital reading platform functions, and finally, we check the opening of digital reading platforms. Through the research, it is found that there are problems of unbalanced distribution of digital reading resources in regional libraries; unattractive design of readers’ interface and inadequate reading service functions; lack of continuous training of readers’ guidance; insufficient publicity and promotion; low efficiency of staff in responding to consultation; and low degree of platform openness and weak awareness of sharing. Finally, the problems found in the research are summarized, and the solution measures for the regional digital reading platform are proposed. Libraries in the digital era should give priority to systems that can manage all library resources comprehensively and effectively, adapt to more flexible library workflows, and enable libraries to provide better services to users.

Abstract:From the perspective of comparison, this paper analyzes the core documents in the field of college students' employment services (the documents are from CSSCI and WOS core collection databases respectively), and uses bibliometrics and visualization technology to conduct bibliometric analysis from the aspects of the number of documents, authors, research institutions, classification of literature disciplines, etc., objectively presenting the similarities and differences of research at home and abroad. Based on the literature research of college students' employment service and the current situation in China, this paper analyzes the possible problems of employment service, and gives three corresponding suggestions: 1. Strengthen the cooperation between scholars and institutions of college students' employment service research; 2. Use a comprehensive and multidisciplinary perspective to study the employment services of college students; 3. Build a multi-level employment service goal and form of college students' employment service system.

Abstract:As the financial capital from public finance is increasing,public libraries are facing the questions about investment benefit,which are raised by taxpayers and administrative offices of public finance.The questions require public libraries to describe the benefit of its existence.In order to solve the questions,the evaluation research on the economic value of public libraries is arising.This study is based on the evaluation on the economic value of Hangzhou library.We use the contingent valuation method and consumer surplus method in this evaluation,and analyze the factors influencing the economic value of public libraries.The findings include:(1)The way to deal with substitute's price and the question pattern of questionnaires brings great influence to the reliability of contingent valuation method and consumer surplus method;(2)The economic value of a group of libraries is much larger than that of an individual library;(3)Under the condition of unchanged basic services,to promote the economic value of public libraries,librarians should provide more high value-added services;(4)Under the condition of unchanged fund input,reducing the costs of services can promote the economic value.
