Analysis of Private Enterprises' Entry in the Presence of Asymmetric Regulation

Abstract:For the purpose of constructing competitive market structure,regulators often use asymmetric regulation to support entrants,and regulators are always apt to privatization for the sake of fiscal pressure and expectation of"Catfish Effect".This paper takes into account the differences of the objects between State-owned and private enterprises,constructs objective functions of the two kinds of enterprises respectively,and then uses a game model to investigate the influence of asymmetric regulation on the entry of private enterprises.The results are that,private enterprises sometimes do not become suppliers of public utilities in the short run,and state owned enterprises do have incentives to foster entry barriers in dynamic surroundings,but asymmetric regulation does not always increase social welfare in the long run.
