Abstract:This paper provides insights on the sustainability of economic development from a historical and political economy perspective. We demonstrate that China's rural financial policy in the 1980s was quite liberal in employing market mechanisms, supporting entrepreneurship, and encouraging competition. These policies were abandoned in the early 1990s and replaced by ubiquitous government interferences that shifted resource and policy priorities to benefit political incumbents. A large panel of survey data confirms that rural household access to finance decreased dramatically in the 1990s and that the statistical significance of economic entrepreneurial factors in determining credit allocation also fell. Further empirical analyses show that market economic conditions are not sufficient to explain these changes and the evidence is consistent with a political entrenchment motive during the political regime after the turmoil in the year 1989. Given the connection between entrenchment and underdevelopment, our findings raise the concern that China's political institutions' insufficient limits on the government could be a challenge for China to sustain its economic success.

Abstract:Since 1978,Chinese state had been forming a new style developmental state,with the character- istics of developmentalism,economic statism,the cooperation between government and business,and the state corporatism.While it played art important role in China's development,it also brought about many negative effects.After 2002,Chinese state had begun its process to go beyond the developmental state. The promotion of scientific development and building a harmonious society increasingly become the theme of China's development.In order to go beyond the developmental state,many efforts should be exerted as the following,building a public service government,and a comprehensive social policy system;adjusting the economy structure and reconstruct the relationship between government and market;cultivating the civil society,and reconstruct the relationship between state and society;building the healthy system with the rule of law,on which the beneficial interaction between government,market and civil society can be fulfilled.

Abstract:Purpose In the past 70 years since the founding of the People’s Republic of China, China’s economic studies have been constantly centered on major issues such as national modernization, social economic development and the establishment, reform and improvement of socialist economic system. The paper aims to discuss this issue. Design/methodology/approach It has experienced a process of transition from the establishment of traditional Soviet’s paradigm of political economics to that of modern economics, during which drastic changes have been observed in various aspects of China’s economics, including research content, scope and methods. Findings Based on that, a discipline system of economics in line with international economics has been initially established. Currently, under the guidance of Marxism, scholars in China’s economics actively draw on the beneficial knowledge system and analytical methods from modern economics, emancipate their minds, seek truth from facts and constantly fortify confidence in the socialist path, theory, system and culture, continuously enhance the discourse power of China’s economics in global economic governance system, so as to push forward to the building of a theoretical system of socialist economics with Chinese Characteristics in the new era. Originality/value Economics is a discipline that studies resource allocation and human’s behavior of making a choice based on rationality. Emerged in the industrial revolution and developed in the exploration of a large-scale socialized mode of production and resource allocation system, this discipline has gradually become a broadly explanatory force in social sciences which profoundly affects the economic decision-making behaviors of the government and various economic entities.

Abstract:This paper explores the politically determined development objectives and the intrinsic logic of government intervention policies in east developed countries. It is argued that the distorted institutional structure in China and in many least developed countries, after the Second World War, can be largely explained by government adoption of inappropriate development strategies. Motivated by nation building, most least-developed countries, including the socialist countries, adopted a comparative advantage defying strategy to accelerate the growth of capital-intensive, advanced sectors in their countries. In the paper we also statistically measure the evolution of government development strategies and the economic institutions in China from 1950s to 1980s to show the co-existence and co- evolution of government adoption of comparative advantage defying strategy and the trinity system.

Abstract:Although Chinese economic development has attracted worldwide attention,Chinese political development is rarely mentioned.The reason lies in that the route of political development is still obscure when political reform is being explored.On the other hand,it lies also in that the understanding and the appraisal of political development is always disputed.In the general political research,based on the western experience,the democratization is considered as the main criterion of judging political development.This paper holds that it is unfair to judge Chinese political development only by the criterion of democracy.The theory of governance may be able to provide a new dimension of explaining Chinese political development.The people's governance,the political governance,and the party governance can explain a gradually clear strategic direction of Chinese political development.

Abstract:After two and half decades of market reforms in China, the question of whether reforms have created favourable social conditions for democracy and whether the country's emerging entrepreneurial class will serve as the democratic social base have become hotly debated issues in both academic and policy circles. Based upon an analysis of two regions – Sunan and Wenzhou, the two prototypical local development patterns in China – the article argues that different patterns of economic development have produced distinct local level social and political configurations, only one of which is likely to foster the growth of democratic practices. It suggests that China's political future is largely dependent upon the emerging class structure and class relations that reform and development have produced. If the market reforms and economic development only enrich a few (like the Sunan case), then the possibility of democratic transition will likely be very bleak. Nonetheless, the possibility of a brighter alternative exists, as demonstrated by the Wenzhou case. These arguments thus link China's political transition to critical social conditions, echoing Barrington Moore's influential work on the social origins of democracy and dictatorship.

Abstract:Owing to the effective summary of the world political structure after “cold war”, Samuel Huntington’s model of “the Clash of Civilizations” has aroused so extensive attention with many echoes. however the foundation of this model is non-historical and naturalist——it relies on some double This model not only puts itself in an external opposition to the romantic argument of “the Reconciliation of Civilization”, which is abstract the same, but also totally veils the modern root of the conflict in today’s world. The root lies in the two fundamental supports of modernity——capital and modern metaphysics. “Chinese Seeking Hegemony” was described as a natural outcome in Huntington’s model, whereas a critical understanding asks us to concentrate our attention on the way of binding the cultural tradition of China to its modern condition, and to try our best to show a positive prospect of the development of China, which will have a significance of world-history. This prospect demands the following real pre-conditions: (1) a critical consciousness of modernity. (2) The praxis on a level of principle. (3) A creation in philosophy.

Abstract:This essay presents a consideration of the past sixty years of Chinese economic development. It argues that in order to understand the success of Chinese development the analyst must consider the prior Maoist years and in particular the structures of social relations; the forms of sovereignty; and most important, the highly participatory mobilizations of peasants and workers in building China. The author argues that the legacy of these earlier policies is key to a proper grasp of the current moment. In this sense, the “dialectics” refer to the ongoing relationship among past, present, and the possible future. Notes * Note: Portions of this essay were delivered at a conference held in 2008 at Peking University entitled “The Sixtieth Anniversary of China's Communist Party and the Chinese Model.” It was revised in September 2009. Elements of Wang Hui's original essay were translated and published as part of the English preface to Wang Hui, The End of Revolution (Verso 2010). The present translators looked at that piece, but opted to retranslate the whole essay from scratch. Each translator took responsibility for a part of the essay. Rebecca Karl brought the parts into a unified whole. Wang Hui reviewed the English translation and made revisions, which Karl incorporated into the final version.

Abstract:With an equal social structure, China seems to be better prepared for a functioning democracy than other developing countries. It has stayed authoritarian because the CCP has successfully diverted the demand for democratization through tactics of economic growth, expansion of civil liberty, and selective accountability. However, the results of these tactics inevitably bring about forces and elements arguing and even fighting for democratization. As a result, there are more democratic elements in China than people usually believe and these elements are growing. China's path to democratization may prove to be appropriate taking into account China's recent history and cultural heritage.
