Investigation and Analysis of Mass Sport Policy Implementation at Grass-Root Level

Abstract:Taking Jiangsu Province as example,this paper,using the methods of literature review,questionnaire and field work as well as Smith's model of the process of policy implementation,investigates the mass sport policy implementation at grass-root level from the perspective of the policy itself,policy implementation organ,policy target mass and implementation environment.The study puts forward such proposals as performance evaluation system reform for local government,funding source increase in mass sport policy implementation,incentive mechanism establishment to optimize the mode of policy implementation,the establishment of interest expression mechanism of target masses,and the expansion of organized extent,etc.
