Abstract:The article analyzes three basic concepts that affect the Bush Administration's security policy toward China-"dissuasion," "hedging," and "deterrence." "Dissuasion" is aimed at preventing China from engaging in military competition with the United States."Hedging" is to deal with the "uncertainties" of China's strategic trend."Deterrence" is to prevent China from using force over Taiwan.The author holds that American security policy toward China guided by these concepts has increased pressure on China's security,intensified the instability of the Taiwan Strait area,and made a negative impact on the political and security structure of the region.It goes against the Sino-US development trend and will cause tensions within the framework of America's China policy.Therefore,an adjustment is inevitable.

Abstract:U.S. Secretary of State Colin Powell characterized U.S.-China relations moving toward the end of 2003 as the best since they have been since President Richard NixonOs first visit in 1972. Was PowellOs statement merely diplomatic nicety due to the George W. Bush administrationOs need of ChinaOs support for the U.S.-led war on global terrorism and ChinaOs willingness to actively involve itself in preventing North Korea from becoming a nuclear state? Or have the United States and China established sufficient common ground to pursue bilateral ties on a more predictable path? Relations between China and the United States are structurally based on three joint communiqus that were signed in the Cold War era and addressed the pressing issues of the day. The key issue repeatedly addressed in all the three bilateral documents is Taiwan. For the executive wing of the United States government, at the same time it has to observe stipulations in the Taiwan Relations Act, a domestic U.S. law. Therefore, U.S.-China relations are structurally loose and more prone to shifting identifications of priorities originating in domestic and international spheres of politics. What meaning can be made of the fact that the first Bush administration seems to have managed to move away from its initial inclination to define China as a Ostrategic competitorO and pursue policies of active containment? In this paper, I address the state of affairs in bilateral relations between China and the United States since George W. Bush took office as U.S. president by putting them in the larger context of how the two governments reacted to major events in East Asia as part of their pursuit of bilateral ties. My main argument is that although Bush and Bill Clinton differ in style in conducting American policies toward China, they share the same tendency, i.e., conducting the relationship on a crisis-driven basis. My proposal, then, is that the United States and China should find ways to put the bilateral relationship on a more structured basis, for the common good of the entire region.

Abstract:China's trade relations with the United States over the past four decades is a topic that has not been fully dealt with in scholarly works. This paper charts the course of US-China economic relations since 1971, explains the principal forces stimulating growth and encouraging change and, finally, discusses how these two economic giants fit into an interlocking Asian and world economy. In reaction to the post-2008 financial downturn, advocates for a new world economic order have suggested a rebalancing of global demand, which will arguably become a major, politically charged issue in the US and in China in the years to come. Growing economic interdependence has quickly presented new challenges and opportunities, with issues such as human rights, Most-Favoured-Nation status, the Taiwan and Tibet question, and the huge American trade deficit threatening to cloud the relationship at times. With China's emergence as a major power and America's hegemonic ambitions tested in successive wars, the contradiction between a booming commercial relationship and conflict associated with geopolitical and ideological differences will continue to constitute a serious challenge. The long-term goal for each side will be to forge economic ties strong enough to create a stable political relationship, rather than to be held hostage by geopolitical constraints.

Abstract:In 2011, new and historic developments took place in the strategic environment of Northeast Asia, with the adjustments by the United States to its AsiaPacific strategy having the most far-reaching significance. The revised "New Military Strategy" enables the U.S. to "return to the Asia-Pacific". The transformation of the U.S. military has proved highly adaptive to meeting the country’s military and defense needs in a "post-post-Cold War era". Reassessing the "China threat" will also reassure the U.S. that its strategic assets (alliance relationships) will not slip. Moreover, the Obama administration’s toughened China policy has emerged partially in response to electoral politics in the run up to the 2012 general elections. For now, it is very clear that the U.S. "pivot to the Asia-Pacific" will amount to an onslaught on China. A new era, in which China and the U.S. will compete and cooperate with each other and enter into potential confrontation with each other on several concrete issues, has already emerged.

Abstract:In recent years,U.S.congressional-presidential relationship has undergone fundamental changes in the field of American foreign policy,and produced effects on U.S.China policymaking.On the one hand,the bipartisan consensus as the backbone of U.S.foreign policy has been weakened.On the other hand,the Congress is seeking to strengthen its role in the process of U.S.foreign policy making.In unfolding debates over China,the strands of"confrontation"and"engagement"can find their advocators and supporters in both the Capitol Hill and the White House.The political discourses have revisited major concerns of the United States toward China since the end of the Cold War,but are narrated in new lexicons in thenew era.As for the agendas of U.S.China-policy,there has been continuity of competition,strife and compromises in the power relationship between the legislative and executive branches.

Abstract:Since the end of the cold war, many changes have been occurring in the East Asian strategic landscape. As the two most significant elements of the East Asian security equation, China and the United States share a special obligation to secure the present and future stability in the West Pacific. Both countries have to adjust their respective roles in response to the changing strategic environment: while China should take a more cooperative stance on regional security issues, the United States should be more sensitive and accommodative to regional demands. There exist several scenarios for the future of Sino-American relations, but it is desirable and possible for Beijing and Washington to form a constructive partnership with security cooperation as one underpinning pillar.

Abstract:This chapter addresses the impact of the rise of China on the growing U.S.–China regional competition. The rise of the Chinese economy has challenged U.S. market dominance in East Asia. In regional security affairs, China has also achieved noticeable gains vis-à-vis the United States; however, its strategic rise remains in its early stages. This distinction between the region's economic and strategic structure has created a great power dual structure in East Asia comprising an “Economic Asia” and a “Security Asia.” China has improved its economic presence in the region, promoting regionwide cooperation within Chinese-led institutions. In security affairs, it has also developed a more proactive policy, but it simultaneously acknowledges the United States as the region's dominant strategic power.

Abstract:When analysing the relationship between America's hegemony and China's rise,we can draw three conclusions.First,China's rise do not needfully challenge America's regime hegemony,economic hegemony,political hegemony,military hegemony etc.There is still considerable space for China's development under the framework of America's global hegemony system.Second,China's rise will bring structural challenge towards America's regional hegemony in Asia-Pacific region.Third,although the traditional analyzing approach——power politics,is still somewhat useful in today's China-US relations,we can not neglect the fact that China and America can become friends providing they have the willing.Nowadays,leaders of both sides are aware of dangers of the confrontation,so it is more likely to establish a stronger strategic relationship between China and America.

Abstract:Some of the American Congressmen believe that China's rise in economic development has harmed, is harming and will continue to harm American national interests. The “threat” posed by China's sustained growth is both real and comprehensive. Through hearings and other legislative means, Congress pressured the Bush administration to take a harder stance in dealing with such issues as the reevaluation of the Chinese currency, negotiation on textile product, and more protection of American intellectual property rights in China. By examining the current Congress's statements and actions, this article analyzes Congressional perception as well as its behaviors on China's economic rise. It will further explore the deep reasons behind the theory of “China's Economic Threat”.

Abstract:The United States is increasingly active in the Asia-Pacific region to safeguard its global interests. As China’s economic power grows, it is posing challenges to U.S. hegemony. In response, the U.S. has formed alliances like AUKUS and the QUAD, emphasizing its Asia-Pacific policy to counter China. In contrast, China is expanding its economic influence by investing in infrastructure projects and the BRICS bank. China’s strategic approach, akin to Sun Tzu’s principles, aims to position opponents in situations with no escape. Both countries find themselves in Thucydides’ trap, where conflict seems inevitable. Geoeconomic interests now play a crucial role, shifting the focus away from traditional battlefield warfare due to nuclear deterrence.

Abstract:The U.S. hegemony has been the most important feature of theinternational order after the end of the Cold War. In the wake of global financial crisis and the rise of China, nothing has ever changed to the U.S. leading position in that order. While the Obama administration makes a high-profile announcement of "return to the Asia-Pacific", the U.S. basic goals in the region remain, as before, to be able to prevent China from vying for dominance in the region on the one hand, and to maintain continued cooperation with China on the other hand, so as to provide China with a lot of leeway to get involved in the international system. Global, strategic and regional setup strategies are virtually inter-related. China, on its ascent to power, needs to be more open and inclusive and persists in implementing the idea of "harmonious diplomacy". By fully taking advantage of the existing international mechanisms and communication channels, China should make every effort to expand development space for its own in time of globalization, and stand firm on its path of peaceful development.

Abstract:China-US relations deteriorated sharply in 2022, with a serious crisis erupting over the sensitive Taiwan question. Compared to the policy in his first year in office, US President Joe Biden's China policy in his second year is marked by more focused objectives and concrete, ruthless actions. China has responded firmly to America's containment attempt and fought back against US provocations. The Chinese responses are designed to guide and shape the US policy toward China.

Abstract:This article investigates US responses to President Xi Jinping’s new model of major power relations in the context of American reflections on the engagement policy toward China. It argues that while the Obama administration endorsed the goal of avoiding confrontation between the two countries, it disagreed about how to reach the goal. Facing pressure to stand up against China due to the perceived failure of engagement policy, the administration became increasingly frank on the competition with China. The Sino-US strategic mistrust intensified and the chances of mishaps triggering an escalation increased when President Obama turned the presidency to Donald Trump.

Abstract:Tremendous changes have taken place in East Asia in the post-Cold War era, which have a great impact on Chinese foreign policy and its relations with major powers in East Asia. This new power configuration is related to as 'two ups' and 'two downs', which have become apparent since the early 1990s. The 'two ups' concern the rise of the United States and China. The United States' rise to sole superpower status has given Washington a dominant role in all four dimensions of world affairs: political, strategic, economic, and technological/cultural. Meanwhile, China has achieved a spectacular economic performance for the past two decades, sustaining high growth rates, and escaping, so far, the Asian economic crisis of 1997‐98. This expansion has greatly increased China's influence in regional and global affairs. The 'two downs' refer to the downturns of Russia and Japan. This article provides a detailed analysis of China's international environment in the context of the changing dynamics of major-power relations in East Asia. Special attention is paid to the crucial Beijing‐Tokyo‐Washington triangle. The examination focuses upon political, economic, and strategic dimensions.

Abstract:This research focuses on ‘pivot to Asia’ and ‘Belt and Road Initiative (BRI) as two competing paradigms defining the great power relations in the evolving regional and global order. The article is based on the premise that a dialectic relationship exists between the United States and China, manifested through the pivot to Asia and global rebalancing by China. The paper investigates the contours of both strategies using the theoretical framework of hegemonic stability theory to provide empirical answers to the assertive behavior of the United States as the status-quo power and China as the rising power. The central argument of the paper revolves around the renewed United States' strategic focus in the Indo-Pacific, which is creating perceptions of containment in China. In doing so, the article investigates the evolving power dynamics and role of the United States in shaping the strategies and alliances among the regional actors and Chinese counterbalance strategies through economic incentives and developmental projects such as BRI. The research is an original contribution to unveiling the saga of the United States pivot to Asia and counterbalance by China for enhancing their spheres of influence in maintaining hegemony.

Abstract:This article examines China's academic debates on the regional order in Asia since 2012, by surveying nine thematic issues. Those thematic issues are not exhaustive, yet they provide an overview of China's intellectual landscape on the key issue of the regional order in Asia. This study shows that the United States (US) might have exaggerated China's strategic intention. Rather than aiming to replace US hegemony with a Chinese-led Tianxia/tributary system in the region, Chinese scholars advocate mutual accommodation between China and the US.

Abstract:The explosion of the international financial crisis in 2008 unexpectedly brought China into the final stage of its rise to a great power. The China shock ignited a strong response from the United States and Australia, which are strategic allies to each other. Trilateral relations between China, the United States, and Australia thus began to take shape. As an important player in the trilateral game, China should review its position and role by drafting a new strategy to promote its new interests. However, in strategic debates among Chinese academics - hardliners and softliners alike - proposals for China's strategic readjustment do not meet the need for a revamped, comprehensive foreign strategy, particularly with regard to China's new situation in the trilateral framework. China's reluctance to devise a grand strategy thus far has hindered its rise - a trend that will continue until China articulates and adopts a strategic approach that is consistent with its new global position.

Abstract:During the past few decades, China's economic success has permitted it to pursue a greater role on the international stage. China is recognized both as a regional and aspiring global power. Nowhere is this more evident than within Southeast Asia, where China's more active diplomacy is reflected in growing trade relations, proposals for stronger security ties, and the signing of numerous cooperative agreements on issues as varied as environmental protection, drug trafficking, and public health. As a whole, the region has received China's activism with both enthusiasm and trepidation. China has expended significant effort to assuage the fears of its neighbors by adopting a foreign policy approach that is active, non-threatening, and generally aligned with the economic and security interests of the region. This positive diplomacy has clearly yielded some success, most notably in the trade realm, where China is rapidly emerging as an engine of regional economic growth and integration that may well challenge Japanese and American dominance in the next three to five years. In the security realm, China's diplomacy, while rhetorically appealing to regional actors, has yet to make significant inroads in a regional security structure dominated by the United States and its bilateral security relationships. Most significantly, however, if China is to emerge as a real leader within Southeast Asia, it will also need to assume more of the social and political burden that leadership entails. As China continues to advance itself as a regional leader, its policies on issues such as health, drugs, the environment and human rights will face additional scrutiny not only for their impact on the region but also for the more profound question they raise concerning the potential of China's moral leadership. For the United States, China's greater presence and activism suggest at the very least that it cannot remain complacent about the status quo that has governed political, economic and security relations for the past few decades. Shared leadership within Southeast Asia will likely include China in the near future, with all the potential benefits and challenges that such leadership will entail.

Abstract:Facing the ever growing economic integration in East Asia after the Cold War,the US has been steadily managing its strategic countermeasures in order to protect its massive interests and preponderance in this area,as well to contain the emergence of any potential challengers. First,the US reinforces the "hub and spokes" regional security structure by enhancing and adjusting bilateral alliances. Second,the US tries to dominate the economic integration process by advocating bilateral trade negotiations and reaching Free Trade Agreements with East Asian countries. Third,the US plans to build "value alliance" framework based on American value standard by advocating "democracy diplomacy" ,so as to influence the value and norms of emerging East Asian community. The three approaches constitute the fundamental structure of the US East Asian strategy for "hegemony preservation".
