Problems and counter measures of some standards in environmental impact assessment

Abstract:Environmental standards are the norm for environmental impact assessment(EIA).There are three possible problems of using current environmental standards when performed an EIA,i.e;the numbers of pollution parameters in established environmental standards are far less than those emitted by the industries,the current standards simply cited the “Hygienic Standards for the Design of Industrial Enterprises”(TJ 36—79)as the only criteria which does not meet the situation of China,furthermore,some standards only provide peak concentrations without the daily average values.On the basis of analyzing the problems,this paper proposed a counter measure that utilized a multiplemedia environmental goal concept(MEG).A composite goal can be established based on the model instituted by USEPA,logically combining the standards from these three sources:TJ 36—79,“Integrated emission standards of air pollutants”(GB 16297—1996),and “Technical guidelines for environmental impact assessment-air environment”(HJ/T 2.2—93).
