Abstract:During the process of the transformation from the traditional management focused on the process into the public management focused both on the process and results,the policy monitoring and evaluation has become an effective tool to improve policy performance around the world.The authority of the educational policy monitoring and evaluation in China has two separate sources: the superior source such as the Government,legislative department and Party department,and the parallel source such as society organizations,the public and mass media.These different subjects have their own advantages and disadvantages.So,the top-level design of the subjects of education policy monitoring and evaluation will be necessary,that is,to specify the different responsibilities of each subject,and provide the appropriate assurance of legislation,capacity,and information.
