Abstract:Along with China's reform and opening-up since 1978,a great many peasants have migrated from the countryside to the urban areas.The problem of peasant-workers is increasingly attractive to the scholars.In terms of social stability,social security should cover the peasant-workers.Numerous papers have sprung up in this field since 2005 but we don't know if the social security of peasant-workers will influence the competitive ability of business enterprises in China.We don't have an explicit answer and the peasant-workers haven't got social security.There are many things missing in these studies.(1) Although there have been so many studies in this field,there is still a lack of a social security system for the peasant-workers,let alone a social relief and social security system.There are more papers on social insurance than papers on the social relief system and the social welfare system.Papers on factors that affect social insurance of peasant-workers and peasant-workers as personal factors overwhelm those on business enterprises.The research on social security of peasant-workers based on competition capacity should be reinforced.(2) The study of the social security of peasant-workers does not suit the practice of the social security of peasant-workers.(3) The study on this issue is too simple.We hope to benefit from other fields.At the end of this survey,further possible directions are pointed out for the studies aiming at a whole system for the peasant-workers.The author proposed some research areas that should be strengthened in the near futures.One is enriching the contents of researches on the social security of peasant-workers.The other is the research on social security of peasant-workers based on competition capacity.System innovation of social security of peasant-workers is very important.

Abstract:This study focuses on whether China's financial system still needs market-oriented transition after the recent global financial crisis, which suggests financial liberalisation may weaken financial stability. We analyse the structure of the financial system and highlight the fact that the current system is not well configured for dealing with fluctuation. The good economic performance over the crisis is mainly built on the administrative resources deployed that counterbalanced the negative effect of short-term fluctuation. The high cost of this makes market liberalisation reform imperative. We take the German financial model as an example to indicate how financial liberalisation and stability can coexist under certain conditions.
From Covering to Linking:The "Three-Step" Strategy on Harmonious System of Social Security of China

Abstract:Nowadays, the shortage of the binary systems of society security is becoming more obvious in its innovation and practice. This paper is based on the expatiation of the strategic sense of the construction of urban-rural Harmonious social security system, and the referencing the development experience and revelation of foreign social security systems. With synthetically utilizing theories and technology means, such as social security basic theory, demography, actuarial science, life-table method and system simulation, the "Three-Step" covering strategy theory from urban to rural area of social security system is presented in this paper. The research explains how to alter the actual binary system to the future Harmonious system of social security. "The First Step" is that the social security system covering urban and rural area will be realized in 2020. It adheres to the principle of "Wide-Covering, Levels-Dividing, Different and Continual" and its backbone is to establish new rural social security system. "The Second Step" will be taken during from 2021 to 2035. The main task of this step will aim at founding a social security linking urban and county in grand regions divided into three parts: East, Middle and West. It takes the concept of "making overall plans while taking all factors into consideration, and dynamically linking" and the parameters of pension substitute rates and yield ratios. "The Third Step" is to try to realize the harmony social security system stably before the century celebration of PRC in 2049. The security system will link the region in the range of the whole state in stead of the three grand regions.

Abstract:Old-age social security reform in China is not only challenged by population,but also by economic globalization.At the same time,urbanization provides opportunities.Based on detailed information and previous research,we point out that China has some unique solutions to social security reform,including increasing old age labor participation,improving labor productivity,expending the coverage and increasing the return of social security funds.Population aging in China is at the early stage of economic development,there is a tradeoff between contribution rate and competitiveness during globalization.On the other hand,urbanization is happening with population aging,more and more rural workers covered by urban system will decrease the dependent ratio of the system.With the number of elderly people in rural system declining,there is more possibility to raise the standard of government subsidy.In the long run,social security in an aging population essentially depends on an increasing of labor productivity.

Abstract:Based on the index of social security development,this paper introduces the social security industry adaptation index(CSI).We analyze several developed countries and China's adaptability of the social security level and industry restructuring.In China,the change of the CSI is large.Meanwhile the CSI is relatively low compared with some other countries.Therefore,this paper proposes that the distribution of the social security system in China is not reasonable.China should change the mechanism,and provide reasonable and effective security for the people in genuine need.Lastly,we should learn from Western countries' experiences and lessons in controlling the growth of the social security expenditure,but also provide necessary security for those who need,and accelerate the development of the society.

Abstract:From the perspective of farmland system innovation in rural China,this paper introduces the logic relationships between farmland system and the social security system,and expounds "Dividend" Theory of economic growth,which is based on several factors,such as farmland,labor,social security and environment.Afterwards,the paper gives an in-depth analysis on the pros and cons of the farmland system on social security and stability.The author believes that the reform on farmland system is a sufficient condition for social security problems in rural China,while a necessary condition for non-agricultural industries is the development and transfer of rural labor force.

Abstract:Abstract China is in the process of industrialization with a large amount of the labor force moving from the agricultural sector to industrial sectors. An expansion of the pay-as-you-go social security system benefits current urban retirees, and may solve the social security payment problem faced by many state enterprises. Also, although facing a declining population growth rate, China may not have a social security crisis under a pay-as-you-go social security system just covering the wage earners, as many industrialized countries face. However, the expansion of the pay-as-you-go social security system may have an adverse effect on capital accumulation in the long run, hurting the rural old, and either benefiting or hurting the wage earners in urban areas before the completion of industrialization, and is likely to reduce wage earners' welfare after industrialization. Introduction As economic reforms in other areas proceed in China, social security reform has become urgent. China has a pay-as-you-go social security system which covers only a small portion of the population. The social security reform can go different directions: expanding the existing system to cover more people, or privatizing the present system by establishing individual accounts, or a combination of the two. This paper analyzes the effect of an expansion of the current pay-as-you-go system on the Chinese economy. Many countries in the world provide social security to their residents. Most social security systems are pay-as-you-go in nature, i.e., government collects taxes from the working generation to finance the benefits to the retired generation. This system is also called an "unfunded system" because the benefit received and the taxes paid by an individual may not be the same. Under this system population growth will benefit each generation since there will be more young people supporting the retirees. Problems arise when the population growth rate begins to decline, i.e., each generation has to pay more and more to keep the parent generation as happy as their grandparent generation. As capital markets become well-developed, it is also possible for a person to provide old-age security for him- or herself. When working, each individual deposits a portion of his or her salaries into a fund. Over time the fund would accumulate interest, and on retirement, each individual receives the principal and accrued interest as old-age security benefits. This form of old-age security can be called "individual security," and it is a fully-funded system because individuals receive exactly what they paid in terms of the present value. Recent research on Chinese social security reforms have identified two major problems China's new social security system must solve. One is to reduce the social security burden of the state enterprises, and the second is to avoid a social security crisis due to the decrease in the population growth rate (Zhou and Wang, 1994; and the World Bank, 1997). To solve these problems, a mixed social security system which combines a social account (an account through which the government collects social security contributions from the young and pays social security benefits to the old) and an individual account (a mandatory savings account through which an individual saves when young and withdraw savings and interest when old) has been recommended. On one hand, this proposed system is an expansion of the current pay-as-you-go social security system since more workers are covered; on the other hand, the system is a partial privatization of the existing system since each worker has his or her own mandatory saving account. The size of the social account and the individual account is essential to determine the nature of the social security system. At present, the social account is the major part. Thus, the social security system is largely pay-as-you-go in nature. Abstract:This chapter shows how China's welfare state is partially responsible for its imbalanced economic growth model, characterised by an overreliance on export-led manufacturing industries and the laggard development of the service economy. It argues that the expansive Chinese pension system facilitates the expansion of the manufacturing sector by subsidising the training of workers with industrial specific skills, as this system is designed to do, but it has an unintended consequence. The political-economic logic has shown that China's pension system is dictated by the need of the Chinese economy. Rebalancing the Chinese economy, the overriding priority in Chinese government's post-crisis macroeconomic policy, therefore requires adjustments to the Chinese pension system. Abstract:China's pension system comprises a large social account and a smaller personal account now largely vacant. The system is unsustainable due to population aging. Under this system, new enterprises subsidize old enterprises, rural participants subsidize urban retirees, and young and future generations have to pay the debt incurred by the current older generation. A new system consisting of forced savings, a government safety net, and family support is proposed to replace the current outmoded one. Since China's social security system covers only one-quarter of the labor force, the current deficit is not too large and can be paid off by using the assets of state-owned enterprises (SOEs). In recent years China's tax revenue has been increasing rapidly and can be used to repay the pension debt. In addition, since the government owns all urban land, government land sales can produce revenue for social security reforms. Finally, the government can achieve its goal of income redistribution within the current system by providing compulsory high school education, better urban transportation, better health care systems, and a better social safety net.

Abstract:Like most countries, China faces a rapidly aging population and a looming social security crisis. Prefunding and unifying a fragmented system are at the heart of the government's projected reforms that are intended to prevent this crisis. The Chinese plan to set up individual accounts to deal with these problems is retarded by three key factors: 1 transition costs must be covered in any move toward prefunding, and the Chinese government is still trying to figure out how to accomplish this; 2 the current social security system is characterized by fragmentation and decentralized administration, which lead to principal–agent/ moral hazard issues that make it more difficult to cover transition costs, decrease early retirement and increase compliance; 3 the funds that have accumulated have not been invested in diversified portfolios by competitive management and have not earned a high rate of return. This paper focuses on these three problems as well as the complex interactions between pension, financial market and state-owned enterprise (SOE) reform. We summarize the bold steps that the government has announced during second half of 2001 to link pension, financial market and SOE reform.

It is a problem of the global system and is the underlying cause of the subprime crisis and the new type of global financial crisis. It is also the international system framework which China has to confront in its future development. Abstract:In the fast progress of both China's economic development and social security, economic development has led to an increase in the level of social security. And every economic crisis or economic adjustment has also created the opportunity for improving social security. This paper argues that there is a "shock-response" relationship between economic development and social security, and analyzes how social security changes from the passive response to the active response. Due to economic growth, the politics centering on people's livelihood has promoted the full coverage of the social security system. The government investment in social security has been increasing, showing a new pattern of "middle-level economic growth, middle-level social welfare" and helping to shift away from the previous "put welfare behind development" model toward the co-development and coordinated development. Seeking a beneficial cycle of social security and economic development has become a key issue that China must resolve in order to become a strong country.

Abstract:Since 1991, the social pension insurance in rural China has gone through two stages, namely, the stage of initiation and development and the stage of consolidation and readjustment. Today, rural social pension system is facing with problems such as model of financing, fund management risks, loss of credibility of the government, etc. In the face of these problems, we should thoroughly reflect on the questions of "whether good purpose will yield good result", "what is the game relationship between the government and the public", and "what's the relationship between the government and the market". The trend of China's rural social pension system is a weighty and serious question, and it is urgent to establish a social pension system suitable to the rural area. The new "rural social pension experimentation" requires thorough study, and the fivepillar pension model proposed by the World Bank is a good example to learn from.
