On Research Project Application and Management of Local Agricultural Colleges and Universities——Yunnan Agricultural University Taken for a Case

Abstract:Scientific research is one of the important sources which keep scientific research vital in colleges and universities.Project application refers to the whole process in which applicants are required to come up with and report their scientific projects to concerned management departments.Problems exists in the project application of agricultural colleges and universities： too many applicants apply for few projects because of the imbalanced discipline distribution;the number of projects on humanities and social sciences is so small that a bias toward natural sciences and against humanities and social sciences exists in project application;the foundation for preliminary research is so poor that the research activity of projects cannot be continuously conducted;and there are not enough projects for cooperative research so that the existing research innovation teams are quite poor in research innovation.Therefore,it is suggested that the multi-discipline and cross-department cooperation be strengthened to promote the intersection and cooperation between disciplines;incentive mechanisms be established for research projects;the studies for humanities and social sciences be strengthened;and major projects be employed to link minor ones in order to strengthen the construction of research innovation teams.
