Abstract:Across the international community, impact assessment, as a key review and approval process for large-scale development and resource extraction projects, is frequently identified as a mechanism for addressing biodiversity decline. This has been reiterated by the United Nations Convention on Biological Diversity, including the recently ratified Kunming-Montreal Global Biodiversity Framework, in which Target 14 calls for the full integration of biodiversity into policies, regulations, and strategies, with specific reference to impact assessment and associated processes (i.e. strategic environmental assessment and regional assessment). Despite this recognition, the consideration of biodiversity within impact assessment processes has remained inconsistent and ambiguous, relying on implicit approaches and lacking clearly articulated practical guidance. In Canada, this uncertainty has contributed to insufficient rates of progress towards fulfilling national biodiversity targets, and indicates lagging performance in the mainstreaming of biodiversity into government policies and decision-making processes.

Abstract:The methods and practical case of integrating urban planning and its EIA (environmental impact assessment)are demonstrated in the paper based on the in- vestigation to the status and problems of ecological urban planning and EIA.The results of the research indicate that integrating urban planning with its EIA can not only solve current problems of EIA,but also contribute to ecological innovation of urban planning,and eventually promote urban sustainable development.

Abstract:Ecological Mechanism Method (EMM) is very important in Environmental Impact Assessment (EIA). Taking the example of EIA for the dredging-enlarging and bank-construction projects’ plan in the Lianhua Lake, this paper explained the formation and strategy of using EMM from the methodology point of view. This method was practiced through evaluating four factors of EIA, which are dredging, water depth changing, bird migration route and bird habitat types. Spatial Analysis and Habitat Mapping methods were effectively applied during the EMM. EMM is a practical method especially when the environmental influence of the project is very complicated and needs a long period to appear. EMM could not only evaluate the influence of the engineering but also predict the ecological succession. In addition, it should be paid attention that EMM is more efficient when being applied to stable eco-systems.

Abstract:The global biodiversity crisis has stimulated decades of research on three themes: species coexistence, biodiversity–ecosystem functioning relationships (BEF), and biodiversity–ecosystem functional stability relationships (BEFS). However, studies on these themes are largely independent, creating barriers to an integrative understanding of the causes and consequences of biodiversity. Here we review recent progress towards mechanistic integration of coexistence, BEF, and BEFS. Mechanisms underlying the three themes can be linked in various ways, potentially creating either positive or negative relationships between them. That said, we generally expect positive associations between coexistence and BEF, and between BEF and BEFS. Our synthesis represents an initial step towards integrating causes and consequences of biodiversity; future developments should include more mechanistic approaches and broader ecological contexts.

Abstract:Policy making is a highly interactive process with environmental systems. Evaluation of policy's potential environmental impacts has been regarded as an efficient precautionary measure to avoid unexpected losses and environmental risks. One of the greatest challenges is how to streamline the policy-making process through an integrated evaluation approach. This paper formulated a process-based framework for environmental impact assessment of policy making (PB-EIA), by integrating policy problem identification, environmental impact assessment, and policy cost-effectiveness evaluation. Using China's wastewater resource utilization (WWRU) policy as a case study, the institutional, technological, and economic constraints or limitations related to wastewater resource utilization were identified, and the potential environmental impacts of policy implementation on energy consumption and carbon emissions were evaluated. The expected ecological and environmental benefits of the WWRU policy were supposed to be significant, and the cost of recycled water was relatively low compared with other unconventional water resources in China. Furthermore, significant variations in the environmental impacts and policy effectiveness were found across different sectors and regions. According to the evaluation results, some recommendations for supporting policy improvements and follow-up policy implementations were proposed. The specific technical procedures and application of PB-EIA were also discussed. This study demonstrates that the process-based framework can effectively incorporate environmental considerations into policy-making processes and promote sustainable development.
Effects and Drawbacks of Environmental Impact Assessment in Avoiding NIMBY

Abstract:According to the difficulties in dealing with town and country planning, management and movement caused by NIMBY(Not in my back yard), the effects and relevant issues of EIA(environmental impact assessment)in avoiding NIMBY were analyzed based on Xi'erqi case of kitchen waste treatment station in Beijing and the relevant data analysis. The results showed that EIA provided ways for information disclosure and public participation, and in such a way EIA actually improved the degree and range of participation of affected group.However, drawbacks such as low degree of familiarity, lack of trust, less integrity of system and standards,deficiency of technology were still the main restrictive factors of EIA in solving NIMBY problem. Further recommendation and implementation were provided based on related research of EIA effectiveness and NIMBY:foster trust among participants, perfect the laws and institutions system, optimize conceptual design and operating platform of EIA, strengthen technology research of EIA.

Abstract:Environmental impact assessment (EIA) paradigm comprises the beliefs generally accepted and followed by the scientific community, the research on discipline theories and dominant methods jointly promoted and formed, the institutional arrangements commonly observed, and the practical activities generated. Based on defining the connotation of the EIA paradigm and the interrelationship among its elements, this study analyzes the development of the EIA paradigm over the past 40 years, according to the leading force of institution formation and change, divides it into three stages: the initial stage (from early 1970s to early 1990s), the strengthening stage (from early 1990s to 2015), and the reform stage (since 2015). Afterward, the problems faced after the reform of the EIA are summarized from the EIA paradigm's belief, theory, institution, and practice. Under the new era of ecological civilization in China, EIA's value, disciplinary, institutional, and practical attributes should achieve effective interaction. From the abovementioned discussion, this study puts forward policy recommendations for China's EIA paradigm.

Abstract:Biodiversity in China coexists alongside large ethnically diverse rural human populations within linked 'biocultural' social-ecological systems. Cumulative and changing local anthropogenic pressures linked to human population growth and economic development are driving unsustainable resource exploitation, habitat loss and extensive species declines. However, these pressures vary between species and systems, and efforts to conserve regional biodiversity may also have unintended negative impacts on local communities and their long-term relationship with nature. Based on our extensive experience working across China's diverse but vulnerable biocultural landscapes, we showcase a series of case studies that illustrate the differing interactions between biodiversity and local community use of natural resources, and the differing consequences of conservation management on local livelihoods. We highlight that some social-ecological relationships in China can maintain and support biodiversity, and we advocate for management underpinned by interdisciplinary conservation research that engages local communities, associated with robust evidence-based assessment and evaluation frameworks to ensure effective monitoring and optimization of impacts. We frame a series of steps required to understand and mitigate local pressures on threatened species in China and identify potential 'win-win' approaches for the regional maintenance of biodiversity, ecosystem services and sustainable livelihoods, with directions proposed for future research, engagement and management.

Abstract:As far the environmental impact assessment follow-up has been researched systematically in the aspects of the meaning,purpose,main working and implementation steps,while little in the level of strategy.In this paper the theoretical achievements home and abroad are reviewed and the practical experiences are summarized.It is suggested that the main driving force of EIA follow-up comes from three aspects,i.e.,legislation,the self-interests of the decision maker and the public pressure.Suggestions about the future work of EIA follow-up in China are proposed including strengthening the theoretical study,establishing relevant system and conducting pilots of and so on.

Abstract:The widespread experience of environmental impact assessment (EIA) as an anticipatory environmental management tool has generated a considerable debate over the extent to which it is achieving its purposes. This has been measured in terms of EIA ‘effectiveness’, especially as discussion has moved away from issues of procedural implementation, to the more substantive goals of EIA and its place within broader decision-making contexts. Empirical studies have revealed the relatively weak degree of influence on planning decisions that is being exerted by EIA, which is increasingly being attributed to its rationalist beginnings. This article seeks to direct this debate towards the founding political purposes of EIA which, it is argued, provide a neglected, yet strong, basis for EIA reform. A number of illustrative suggestions are made as a result of this redirection, to enable EIA to adopt a more determinative role in decision making and to contribute to more sustainable patterns of development planning.

Abstract:The balance between economic development and ecological conservation in China has become a critical issue in recent decades. Ecological impact assessment (EcoIA) was established beginning in the 1980s as a component of environmental impact assessment (EIA) that focuses specifically on human-related changes in ecosystem structure and function. EcoIA has since been widely applied throughout the country with continuous refinements in theory and practice. As compared to EIA, EcoIA is often performed at a larger scale in the long-term, and thus requires more advanced tools and techniques to quantify and assess. This paper reviews the development of EcoIA over the past 30years in China, with specific consideration given to refinements in legislation and methodology. Three stages in the development of EcoIA in China are identified, along with their achievements and limitations. Supplementing this qualitative analysis, the paper also provides a quantitative bibliometrics review of academic publications concerning EcoIA in China over the three identified stages. Lastly, general trends in the development of EcoIA are summarized with the aim of conveying potential future trajectories. This review is intended to introduce the EcoIA system to scholars interested in the growing field of environmental management in China.

Abstract:The importance of the EIA of the GMP for Chinese Scenic Areas is discussed at first, which is summarized that carrying out the EIA of the GMP for Chinese Scenic Areas is not only the consequence of the development of Chinese EIA regulations, but also the requirement for resolving the inherent problems in the management and the protection of Chinese Scenic Areas. Then the procedure of the EIA of the GMP for Chinese Scenic Areas is briefly introduced, and the relationship between this procedure and two related procedures are analyzed, and it is suggested that the EIA should be incorporated into the procedure of GMP. Finally, an indicator system for the EIA of the GMP for Chinese Scenic Areas is proposed.

Abstract:In this paper,the ideal probability of mutual promotion and integration between urban planning and environmental planning is discussed with regard to their common origins,values,technical methods and operating processes.By analysis of possibly missing or broken links in practice as well as their ideological and institutional roots,the causes of separation and even conflict between urban planning and environmental planning in China are pointed out.Solutions to the problems mostly in enhancing EIA,redefining roles of different planning types and propelling overall ecological innovation of urban planning are sought.
Linking the assessment of ecological engineering construction with zoning management in the typical agro-pastoral area of China: A perspective from quantity, quality and function

Abstract:Combatting land damage has become a global priority, and China has adopted a series of ecological engineering measures, especially in the agro-pastoral area with fragile ecological environment. The effectiveness of ecological engineering construction (EEC), from a comprehensive recognition encompassing its quality, quantity, and function, has remained largely unknown. To this end, Zhangbei County, a typical agro-pastoral ecotone of northern China, was chosen as our focal area. After summarizing the timelines, aims and results of the EEC during various periods in Zhangbei, the linear spectral mixture analysis was employed to process Landsat 5 TM images in 2000 and 2010, as well as Landsat 8 OLI images in 2020. Then, a comprehensive evaluation framework of EEC was established from the perspective of "quantity-quality-function", and the ecological effectiveness of EEC was evaluated from 2000 to 2020 in Zhangbei. Results revealed that EEC played a critical role in enhancing quantity, quality and function, in spite of that, there were still numerous regions showing varying degrees of degradation in terms of these aspects. Then, by extending the three-dimensional cube as the theoretical basis for the zoning management of EEC, we merged four zones according to the space matching relationship among quantity, quality and function of EEC, namely, Ecological conservation area, Ecological improvement area, Ecological restoration area and Ecological remodeling zone. More targeted ecological measures were required for specific matching relationship among quantity, quality and function of EEC. This study is expected to present an empirical case for assessing the ecological effectiveness of EEC in areas or countries with similar restoration demand and support regional management.

Abstract:The environmental impact assessment(EIA) of plans is one of the most active research fields in strategic environmental assessment(SEA).Harbor master plan belongs to traffic and transportation plans which concern different ecological and environmental dimensions.Therefore,the ecological and environmental impacts assessment for harbor master plan is of great importance in practice.Yingkou Harbor master plan(YHMP) was taken as an example,and the ecological and environmental impacts arising from the implementation of YHMP was evaluated.In the evaluation process,the environmental baseline database was built employing the method of integrating RS and GIS,and the spatial analysis based on GIS was also used to identify ecological and environmental sensitive areas affected by the implementation of YHMP.Based on the research work above,it is concluded that the integration of RS and GIS plays an important role and provides a quantitative method for the environmental assessment of harbor master plan.

Abstract:Environmental impact assessment (EIA) serves as a gatekeeper to prevent environmental pollution, and public participation is a legal requirement in the EIA process that ensures people's awareness of activities that may jeopardize the environment. Recently, with the elevated awareness of environmental protection and increasing environmental sensitivity, EIA has evolved as a means for the public to show their attitudes towards environmental issues. More frequently, public protests against not-in-my-backyard (NIMBY) facilities have become a significant challenge in the government's decision-making process. Government officials and EIA practitioners continue to look for a more effective way of public participation and aim to establish a platform that can involve related stakeholders. However, current research on public participation is limited to individual case studies or lacks a systematic approach to analysing diversified modes of public participation, which may differentiate levels of acceptance by the government in the EIA process and consequently lead to different effects. Therefore, from the perspectives of the participation extent and conflict level, this paper aims to establish an integrated framework to categorize different public participation patterns in EIA practices and to analyse their characteristics, such as preferences and the action logic arising from different stakeholders, including the government and public. The paper concludes that collaborative public participation is a possible way to strengthen the effectiveness of public involvement within the Chinese context.

Abstract:BRI has a great potential to improve necessary infrastructure, regional development, connectivity, and industrialization, and promote the sustainable transformation of the countries along the routes. Despite the remarkable aims, economic growth ambition of BRI may clash with the sustainability of the ecosystem given the scales of operations in environmentally sensitive regions, and the amount of material and energy needed. Therefore, the sustainable potential and environmental stewardship of the BRI will largely depend on the standard of strategic environmental and social management, and integration between China and partner countries of respective priorities, policies, and regulations. The effectiveness and compatibility of environmental impact assessment systems (EIA) remain largely unknown, especially across the diverse ecological, social, economic and political contexts represented in countries along the BRI. We review and compare EIA systems on the contextual factors that moderate the effectiveness and compatibility with China's policy. This work helps to identify strategies to more efficiently and effectively implement BRI towards sustainable development.

Abstract:The ultimate goal of both water function zoning and water environmental function zoning is in order to guarantee sustainable use of water resources and ensure water environment to be protected effectively.However,there are some differences between the two kinds of zoning methods,such as standpoint,focus of division,classification system and function area names.It will be confused in using and management if surface water were zoned respectively.Surface water of Zhejiang province was zoned by integrating water function and water environmental function.And reasonable water environmental objective and utilization function of all rivers were set up to ensure water resources developed with best economic,social and environmental benefits.
