Abstract:This paper aims to reveal the characteristics of spatial distribution of the regional R&D expenditure as well as its fluctuation trends in China. With the methods of spatial concentration, variation coefficient, Gini coefficient and etc., the authors analyze both regional total R&D expenditure and its two components, or governmental R&D expenditure and business R&D expenditure. The paper comes to the conclusions including: (1) In general, R&D expenditure agglomerates spatially in China and the situation remains almost unchanged during 1998-2004; (2) Governmental R&D expenditure appears to be more agglomerative (than business R&D expenditure) with a tendency of spatial equilibrium simultaneously; and (3) While business R&D expenditure was initially less aggiomerative, it is characterized with a tendency of more and more spatial non-equilibrium.

Abstract:Expenditure on R&D in China's construction industry has been relatively low in comparison with many developed countries for a number of years-a situation considered to be a major barrier to the industry's competitiveness in general and unsatisfactory as regards industry development of the 31 regions involved. A major problem with this is the lack of a sufficiently sophisticated method of objectively evaluating R&D activity in what are quite complex circumstances considering the size and regional differences that exist in this part of the world. A regional construction R&D evaluation system (RCRES) is presented, aimed at rectifying the situation. This is based on 12 indicators drawn from the Chinese Government's R&D Inventory of Resources in consultation with a small group of experts in the field, and further factor analysed into three groups. From this, the required evaluation is obtained by a simple formula. Examination of the results provides a ranking list of the R&D performance of each of the 31 regions, indicating a general disproportion between coastal and inland regions and highlighting regions receiving special emphasis or currently lacking in development. The understanding on this is vital for the future of China's construction industry.

Abstract:Based on data from the Science Citation Index Expanded (SCIE) and using scientometric methods, we conducted a systematic analysis of Chinese regional contributions and international collaboration in terms of scientific publications, publication activity, and citation impact. We found that regional contributions are highly skewed. The top positions measured by number of publications or citations, share of publications or citations are taken by almost the same set of regions. But this is not the case when indicators for relative citation impact are used. Comparison between regional scientific output and R&D expenditure shows that Spearman’s rank correlation coefficient between the two indicators is rather low among the leading publication regions.

Abstract:It aims to discover the characteristics of spatial distribution and its changing trends of regional RD expenditure in China.Based on literature review,a full-scale empirical study on 1998—2004 spatial distribution and its changing trend of regional RD expenditure in China is made in terms of spatial concentration degree,variation coefficient,Gini coefficient and etc,from the three aspects of total regional RD expenditure and its inner structure,government-sponsored RD expendifure and business RD expenditure.The resut shows that:(1) Total RD expenditure is distributed uniformly spatially and the status almost unchanged in China from 1998—2004;(2) As for the government-sponsored RD expenditure and business RD expenditure,they have the opposite changing trends,namely government-sponsored RD expenditure tends to spatial equilibrium while business RD expenditure is expending its more spatial disequilibrium.

Abstract:In this paper,based on the theory of regional innovation,we construct a model on the relationship between knowledge agglomeration and regional innovation,and develop an index system for evaluating the level of knowledge agglomeration and regional innovation.Then based on the data from the Statistical Yearbook,we evaluate and compare the level of knowledge agglomeration and regional innovation of China's 30 regions,and finally explore the relationship between knowledge agglomeration and regional innovation based on the result of statistical analysis.The results show that knowledge agglomeration can significantly affect regional innovation,but there is a certain lag during this process;besides,it is not entirely linear correlation between the level of knowledge agglomeration and regional innovation,the level of regional innovation is not always high while the level of its knowledge agglomeration is high,but the level of regional innovation is always low if the level of its knowledge agglomeration is low.
Study On Regional Construction R&D Synthetica1 Ability In China

Abstract:With China' entering into WTO, it is of vital importance to improve the construction R&D level, for it will relate closely to the regional competitiveness of construction industry in the future. In this study, the regional construction R&D synthetical ability (RCRDSA) is proposed. It can be utilized for analyzing the present state and inferring the future trend of regional construction R&D. This paper develops an assessment system of the RCRDSA which includes 12 indicators settled in three layers. The indexes of the RCRDSA, including 31 provinces in China mainland, are evaluated and compared thoroughly by developing the assessment system. The principal component analysis (PCA) is applied to rotate them by the method of varimax. Analyzing the component matrix, the principal components are extracted and named according to the comprehensive meaning of indexes. After summing the consequences, the RCRDSA of the provinces is calculated and sorted. The study shows that the RCRDSA of the provinces display with imbalance in a kind of gradient distributed state. Finally, some relevant strategies and suggestions on how to improve the RCRDSA are made on this basis.

Abstract:Considering the impact of science and technology resource allocation on regional innovation output, based on the inter-provincial panel data of 30 provinces in China from 1998 to 2017, this paper establishes a regional innovation output growth model, including science and technology resource input and science and technology resource allocation, and investigates the spatial relationship between regional innovation output and the allocation of science and technology resources, the effect of the inter-subjective configuration structure and inter-regional space re-allocation on regional innovation output. The research results show that there are obvious spatial autocorrelation agglomeration characteristics of China’s regional innovation output and science and technology resource input. The efficiency of the allocation of science and technology resources in the region is relatively low. The application-oriented research subjects with enterprise-oriented research are more efficient in investing in science and technology resources, and the promotion of regional innovation output is more significant. The investment in science and technology resources in neighboring provinces will have a significant inhibitory effect on the province’s innovation output. The regional mobility of science and technology resources has a significant role in promoting regional innovation output growth. The effect of science and technology personnel mobility on regional innovation output is better than that of technology capital flows.

Abstract:This paper makes an empirical analysis through the methods of principal component analysis and regression analysis. Firstly, the paper achieves the dimensional reduction of indicators of regional innovation system by the principal component analysis, to calculate comprehensive scores of the four factors. And then it divides the analysis into two stages using the method of regression analysis: the first phase shows that transnational corporations' R & D investment will have a positive impact on regional innovation system in China. But the degree of influence is different, and the effect on technological innovation is more significant and direct than other factors.

Abstract:Based on government RD investment in terms of expenditure and personnel,as well as journal publications indexed by CSTPCD,a domestic database,this paper analyzes the development and trend of national and regional RD investment,and explores national and regional situation,as well as discipline distribution in RD activities.The study finds highly skewed distribution among regions in terms of RD investment and output.A few regions play key roles in China's RD activities,while majority regions contribute very few.Encouragingly,gaps among advanced regions are narrowing,which is a sign that China's RD activities is striding slowly toward even development.Domestic publications among disciplines are also highly skewed: medical science,engineering and technology take the highest share.Problems and phenomenon found in the study are discussed in the end.

Abstract:FDI spillovers and indigenous RD investment are important source for the regional technology advancement in the open context.We introduce the technology distance and absorptive capacity into the system dynamic model of the regional knowledge stock in the open context and apply Vensim PLE to simulate the process.The results show that(1) both of FDI and indigenous RD has positive effect on the regional technology advancement with different efficiency;(2) there are different features of the substitution or complementary in short or long cycle;(3) technology distance between FDI and host region moderate the effect of indigenous RD and FDI;(4) there are virtual effect of the FDI spillovers.

Abstract:Regional economic disparities are quite large in China. This article analyzes the regional disparities of China in the view of knowledge innovation ability, which is determined by the investment on knowledge, human capital accumulation and the output of knowledge. The conclusion of the analysis is that the regional economic disparities of China will widen in the future because of the even larger disparity of knowledge innovation ability among regions.

Abstract:To promote the National Mid-andLong-Term Scientific and Technical Development Program, utilizing the technical innovation data from 30 provinces of China from2002–2016, this paper evaluates the inter-provincial differences of China’s regional innovation efficiency from four aspects of technical efficiency, efficiency index change, returns to scale, and projection analysis by using the DEA-Malmquist index method and constructs of the DEA-Tobit random response model to explore the impact of government funding on regional innovation efficiency. The research results show that: (1) The local development of regional innovation efficiency in China is unbalanced, and the level of pure technical efficiency restricts the improvement of innovation efficiency. (2) In the prophase of the scientific and technical development plan, technological progress has led to the growth of total factor productivity, resulting in the formation of scale effect; in the later stage, the scale return shows an overall increasing trend, and the continuous expansion of technological scale and opportunities has improved the regional innovation efficiency. (3) The R&D fiscal and tax subsidies have policy sustainability, and the direct government funding can significantly improve innovation efficiency, while the enterprises investment is opposite, and the pretax additional deduction has a negative but not significant impact. The government should give priority to direct subsidy and supplemented by tax preference, making reasonable policy allocations to expand the policy effect.

In order to reduce the environmental pollution of economic development, countries around the world pursue high-quality economic development model. However, the relationship between R&D investment agglomeration and high-quality economic development has not been thoroughly revealed in existing studies. Taking 30 provincial-level regions in China from 2009 to 2018 as research samples, this paper empirically examines the relationship between regional R&D investment agglomeration and high-quality economic development by using system GMM method and spatial econometric model. Theoretical analysis shows that regional R&D investment agglomeration promotes regional high-quality economic development by increasing regional knowledge capital, improving innovation efficiency, and promoting knowledge spillovers through scale effect, synergy effect, and spillover effect, respectively. The empirical results show that regional R&D investment agglomeration can significantly promote regional high-quality economic development. The degree of regional integrated innovation can positively adjust the promotion effect of regional R&D investment agglomeration on regional high-quality economic development. Regional R&D investment agglomeration can effectively promote the high-quality economic development of surrounding regions.

Abstract:Innovation is the primary driving force for development and the core of green, healthy, and sustainable economic development. This paper researches the spatial effect of absorptive capacity on regional innovation capacity from the perspective of knowledge spillover. We use the seven dimensions such as R & D intensity to build an absorptive capacity index evaluation system. After statistical verification, we select the most suitable empirical model, the dynamic Spatial Durbin Model with two-way fixed effect. The empirical results show that: (1) The promotion effect of absorptive capacity on knowledge spillovers in one province has no obvious effect on innovation promotion in other provinces, especially provinces at similar economic levels. However, it tends to inhibit the innovation development of neighboring provinces. (2) The impact of absorptive capacity on promoting knowledge spillovers varies from region to region. The eastern provinces of China are not affected by the absorptive capacity of neighboring provinces. The regression results of the central and western regions are not substantially different from the full sample. This study puts forward some policy suggestions based on the empirical results. It shows that a higher absorptive capacity does not mean better performance. The Chinese government should thus promote innovation in different provinces according to the local conditions.

Abstract:Based on endogenous R&D effort from new growth theory,this paper empirically explores the impact of indigenous technological spillovers on innovative performance of high-tech industry in the Yangtze River Delta through both sectoral and regional regression models using panel data from 1997 to 2006.And the results demonstrate that there exist weakly negative effects of technological spillover in view of agglomeration of industrial specialization in Yangtze River Delta.The findings also indicate that Shanghai as the innovation pole in the region provides positive effects for both Jiangsu and Zhejiang areas,while Zhejiang gets benefit from Shanghai as well as Jiangsu,and that Jiangsu benefits positive effects from Shanghai but suffers negative effects from Zhejiang at the same time.

Abstract:This paper investigates the impact of government subsidies on research and development (R&D) investment and their wider economic effects. Moreover, this paper examines the moderating effect of regional innovation network level on the relationship between R&D investment and balanced economic development. The empirical analysis employs an econometric model using a panel of Chinese provincial data from 2014 to 2020. The results indicate that R&D investment has a significant single threshold effect on regional balanced economic development. As government subsidies exceed a first threshold value, the effect of R&D investment increases on regional balanced economic development. Regional innovation network level strengthens the positive effect of R&D investment on regional balanced economic development. The findings have important insights regarding the role of R&D investment in promoting regional balanced economic development in an innovative collaboration context and improve our understanding of the role of government subsidies for the relationship between R&D investment and regional balanced economic development.

Abstract:Based on the statistic data from 2000 to 2006,effects of the regional innovation system on the capital input and innovation input from FDI,and the spillover effects of FDI on the productivity and innovation performance of local enterprises are in vestigated.It is found that the regional economic circumstance,regional innovation capacity have positive effect on FDI input and innovation input.The productivity spillover effect of FDI from west countries are negative comparing with the FDI from Hong Kong,Macau,and Taiwan area in the short term,whereas MNCs from west countries which are comparably more advanced in technology level can improve the technology level of local firms and cause spillover effects in the long terms.
