Abstract:Landscape planning has played a vital role in creating high-standard habitat environment of Germany as a spatial plan instrument coordinating environmental reservation, landscape experience, land use, and etc. This article analyzes the evolution and main contents of landscape planning in Germany and discusses the approach of landscape planning being incorporated into comprehensive planning, using Lower Saxony state and Hanover county as an example, which could enlighten the construction of landscape planning system and multiple plans integration in China.

Abstract:With high speed of urbanization process, unique urbanization model, and long history of urban autonomy, the civil society is highly developed in German. Moreover, with reasonable urban sports planning and balanced sports development, German sports city has set up typical samples around the construction of the global characteristic city culture. Although there is essential difference between China and the German city of intrinsic character and sports development mode, Chinese sports city construction could learn from the German practice. It showed that: German sports city appears in the post - industrial society city regeneration stage, related to the background of the rise of European and American sports city. The formation of German sports city follows the innate endogenous path, aimed to reshape the city and the public cultural identity and improve the quality of spiritual life, which was influenced By German city and German sports. Moreover, this paper explores the intrinsic factors of the construction achievements of the Germany sports city from three aspects: the urban social structure, the evolution of the cultural system and the urban spatial planning. Based on those, the paper reflects several topics on the cities and sports in China.

Abstract:As the new type of cities,industrial cities,represented by Manchester,Birmingham and Leeds,embodied unique spatial structures:the land’ s functional classification was formed with the appearance of new industrial buildings,the architec-tural layout took on a chaotic look because of the mixture of various kinds of buildings and the new residential segregation of different classes emerged as well. These structural features resulted in especially serious“urban diseases” in industrial cities. During the modern town planning movement since the mid-19th century,industrial cities actively carried out planning prac-tices. As the achievement of town planning,the spatial structures of industrial cities have been reasonably re-organized,“ur-ban diseases” have been relieved and cities’ appearance has been remarkably improved as well.

Abstract:This article focuses on the issue of social development oriented urban planning regulation.Based on the analysis of both Chinese and German social development regulation goals in urban planning,the social development oriented planning regulation factors have been grouped into five categories,including the institutional safeguard of the equal access to land resource,regulation on housing areas,supply of public facilities,physical morphology,and preservation of historical heritages.For each category,the comparative model of planning regulation capabilities has been applied to implement the Sino-German comparative study on social development oriented urban planning regulation.According to the output of the research,some major technical findings have been identified.

Abstract:As the legally binding urban detailed plan, the German B-plan has the effective regulating function of the ecological control. It is one of the most important methods for the local governments to realize the public interest. This article analyses the ecological control in the German B-planning systematically, summarizing the primary methods and indicators. Moreover, based on the needs of the urban development in China, it proposes a new structure of the ecological control in the Chinese regulatory planning which concentrates on a framework of new ecological control indicators.

Abstract:High-rise buildings were a frequent design element in modernist urban planning and architecture. However, both the criticisms modernism faced and the negative experiences with large housing estates dating from that period led to post-modern designs that built strongly on traditional pre-modernist urban form. Despite the role of high-rise buildings in office areas, many brownfield and greenfield housing developments from the 1980s to the 2000s reflected this trend and abandoned high-rise buildings almost completely in Central Europe. Only recently, a renaissance of high-rise buildings as design elements for housing projects can be noted. The article traces this development by analyzing major design projects in Germany and offering explanations for this trend linked to major socio-cultural transformations and urban design innovations. It looks at the role of architects, urban designers, and other stakeholders in promoting hybrid urban design models and presents major strategies by cities under development pressure that try to manage their evolving skyline. Case studies deal with the five largest German cities of Berlin, Hamburg, Cologne, Munich, and Frankfurt am Main.

Abstract:The history of urban renewal of west countries has been explored from the perspectives of architecture and urban planning. This paper makes an analysis from a different angle, urban geography, of the urban renewal history of west countries. The outcomes of this analysis are: the first period, the renewal of physical structure space of the city from the Industrial Revolution to the end of 19th Century; the second, during the period from the end of 19th Century to 1970s,the emphasis of urban renewal is on the restructuring of the system of “urban region”; and the third period, since 1970s,is the renewal of the “inner city”. Through the analysis from this perspective, we can apply them to the process of urban renewal in our country.

Abstract:Urban planning is an important public policy relating to a city's development and construction.At different historical stages and under various social economic backgrounds,the control performances of urban planning indicate different characteristics and mechanisms.This paper establishes a framework for analyzing the spatial planning performance by integrating remote sensing decipherment,landscape matrix,planning control index,and planning decision logic.Via this framework,the paper analyzes the spatial-temporal evolution characteristics of Beijing's urban spatial form during 1978-2006,the control performances of planning during 1958-2004,and the evolution process of planning logics.The paper also discusses the internal mechanisms forming the differences in planning performance at different historical stages based on the analysis of urban designated function,urban spatial structure,urban size decisionmaking,developing model,and the change of multi-stakeholders.The purpose of this paper is to provide reference for improving decision-making mechanism in future urban planning.

Abstract:Smart growth, compact growth theory and exploitation and growth boundary management measures for curbing the sprawl of urban space in the United States, the practice to protect cultivated land and rural environment,ecology, rural landscape in Britain and France, the perfect legal policy system to promote the development of rural economy and the practical experiences of guiding the villagers to construct countryside by themselves in South Korea and Japan, provides the beneficial enlightenment from the perspective of spatial planning of urban-rural integration for China's development of large cities in fast urbanization area, new rural construction in ecological sensitive area and rural economic development in the poor areas. Based on space planning of coordinate the urban-rural contradiction, this paper summarized spatial planning of urban-rural integration in the first developed countries of United States, Britain and France, Japan, Korea, etc, analysis of the practical experiences of developed countries, and puts forward China's spatial planning of urban-rural integration for reference.

Abstract:With effective legislation, the landscape planning of Berlin in Germany is based on biotope mapping with nature conservation as its main goal. It includes landscape program with nature conservation on city level and landscape plans on local level. Environment impact assessment and biotope area factors are used to coordinate with land use planning within landscape planning. The publication of urban environment data as wel as the public participation in landscape planning should be adopted as implementation approach. This paper argued that the landscape planning in urban areas should consider nature conservation as main purpose and integrate interdisciplinary data with biotope mapping. Landscape planning legislation should be promoted to guarantee the right of public participation of the citizens.

Abstract:The science of urban planning has drawn on a wide range of disciplines and research perspectives. This makes it challenging to define the boundaries and directions of the field. Here, nearly 100,000 articles on urban planning are analysed to objectively determine divisions, temporal trends and influential references and actors of urban planning. In terms of the structural composition, four broad divisions are identified: (1) governance and policy, (2) economics and markets, (3) housing and (4) built and natural environment. In terms of the temporal evolution, the earliest trends were related to “welfare economics”, “agglomeration economies”, “urban economics”, and “urban growth machine”. During the 1980s and 1990s, the focus moved towards “regional policy and development”, “social welfare”, and “urban renaissance”. This trend continued during the 2000s and 2010s, heading to “urban morphology”, “participatory planning”, “urban sociology”, “global cities”, and “political economy”. The field has recently headed towards areas of “resilience”, “smart cities” and “urban green space”. These transitions have been derivative, and the paradigm shifts have been very gradual. Another key observation is a notable increase in author connectivity and international collaboration. The results provide objective insights into how the science of urban planning has historically transitioned and where it is headed.

Regional problems of architecture and urban planning

Abstract:The issues of preserving the historical valuable architectural and urban environment are of paramount importance in Germany, primarily due to the rapid development of modern technologies regarding the regeneration of cities. There is a certain threat posed by new methods such as energy saving technologies. Germany, like all countries, faces the challenge of bringing cities into line with the requirements of a modern developed city, while preserving the identity of historic urban areas in a process of gentle regeneration. In addition, historically, over a long period of time, Germany was divided into East and West, which made it possible, when unified in 1990, to develop several unique methods for preserving the historical environment and uniting the country into a single whole. These include the developed program «Urban Planning Protection of Monuments» (German: Städtebaulicher Denkmalschutz) within which it is possible to preserve the integrity and authenticity of historical quarters by ensuring the interaction of urban planning authorities and the preservation of monuments, the participation of citizens as initiators and engines of the process, strict, purposeful activities of the municipality, a clear task and support from side of the federal government. An analysis of the experience of this program shows the need for cohesive work at the administrative level, during which individual stages of the development of a historically valuable architectural and urban environment are controlled and at the same time the citizens actively participate, as well as an expert assessment of the implementation of the program conducted by an independent expert body. The methodology and experience of applying this program, which has been operating for more than 20 years, shows the successful preservation of the historical environment and distinguishes Germany from other countries with the highest density of protected cultural heritage and a large number of not only single monuments, but urban planning ensembles and centers of historical cities. This technique may be useful for other countries.
