Abstract:This paper aims to draw up the basic framework and content of the implementation security system about the special plan of topsoil stripping and reuse. Systematic analysis method is applied. This paper summarizes the existing problem about the topsoil stripping and reuses work from the law system,policy,ideas,technology and so on,and then proposes the train of thought to construct the implementation security system about the special plan. Based on the above analysis,this paper formulates the implementation security system and content about the special plan,which includes the target layer,the management measures layer and the specific measures layer of three levels. The target layer is the implementation management target about the special plan. The management measures layer includes laws and regulations,mechanism security,management security and technical support. The specific measures layer includes detailed regulations,system,norms,standards, technology and so on. The results indicate that it is an important content about the special plan compilation to study and make up the implementation security system about the plan,which will help to solve the existing problem in the topsoil stripping and reuse work,and put forward the targeted arrangement from the system,policy,technology and so on,and promote the special plan to play its due role.
