Abstract:Compulsory education is related to the citizen basic quality,the cultivation and promo-tion of the citizen basic social skills,and the degree of realization of the free and comprehensive devel-opment of the citizen.To provide well-balanced compulsory education guarantee for the free and comprehensive development of the citizen is the basic responsibility of modern government.The reali-zation of the equal allocation of compulsory education resources,however,is the base and key to reali-zing the well-balanced development of compulsory education.Giving full play to the advantages of Chinese socialist system,relying on the government of various levels to balance the allocation of edu-cational resources,and achieving the maximum of the allocation of educational resources is the inevi-table course of well-balanced development of compulsory education in our country.The government must guarantee the degree and homogenization of investment in compulsory education,set a reasona-ble radius of compulsory education service,perfect the institution of teacher guarantee of compulsory education,solve the problem about allocation equalization of teachers of compulsory education,and provide homogeneous education resources for the migrant children to receive compulsory education. Actively carrying out this responsibility,that is,the equalization of compulsory education resources becomes important manifestations to fulfill the responsibility of political responsibility for all levels of government,especially the central government in promoting the process of socialist construction with Chinese characteristics.
