Abstract:How to explain the high-quality and balanced development of compulsory education? In practice exist such problems as lack of definition, elitism of orientation and ignorance of educational particularity. Why do these problems emerge? To answer it, we must examine the fact that both policy and theory have encountered practical complexity, the implicit institution is still traditional and the imbalanced evaluation has made it difficult for development. By keeping the bottom line for guaranteeing the balanced allotment of educational resources, acceptable and balanced assessment orientation, educational care experiencing balance and differentiated ideas of characteristic balance, we can hope to promote the high-quality and balanced development of compulsory education with a bottom line.
