Abstract:Green National Economic Accounting is a hot point for study recently in China and abroad.This article put forward the result of environmentally adjusted GDP accounting of 2004 in China with the approaches of pollution treatment and environmental losses.The accounting results for defferent regions and sectors are also included.The accounting result shows that,the environemntal degradation cost is about 3.05% of GDP in 2004,and the Index of Environmentally Adjusted Domestioc Production is 1.8%.The paper organized as following: first,the introduction of the accounting methodology and the main contents;then the process and the results of the physical accounting of environmental pollutants and the monetary accounting of environmental pollution give the accounting results of environmentally adjusted GDP in 2004.

Abstract:In order to integrate resource consumption,environmental damage and ecological benefits into the evaluation system of social and economic development,in practicing of ‘ Green Water and Mountain’ is equivalent to ‘ Golden Mountain’ This research has based on the Green GDP and GEP accounting,to develop comprehensive accounting indicators for Gross Economic-ecological Product (GEEP),and adopted the GEEP indicators to calculate the 2015 GEEP of 31 provinces in China.The results show that:①GEEP is a comprehensive ecological accounting system based on weak sustainable development theory and welfare economics.GEEP basically follows the principle of GDP accounting and carries out value accounting of the final products of ecological and economic systems.It is a concept of flow accounting.Based on the gross economic GDP,GEEP considers the ecological damage caused by human beings in economic product activities,and the well-being of the ecological system to the economic system.② In 2015,China' s GEEP was 122.78 trillion yuan,1.7 times of the 2015 GDP,among them,the cost of pollution loss is 2 trillion yuan,the ecological damage cost is 0.63 trillion yuan,and the ecosystem ecological regulation service is 53.1 trillion yuan.③ The regional Gini Coefficient based on GEEP is 0.43,which is 0.12 smaller than the regional Gini Coefficient calculated based on GDP.Thus GEEP accounting will benefit regional disparity.④ Compare GEEP ranking with GDP ranking among all provinces,the GEEP rankings of provinces such as Inner Mongolia,Heilongjiang,Yunnan,Qinghai and Tibet have risen by more than 10 places against their GDP ranking,with Beijing,Shanghai,Tianjin,Hebei and Henan provinces their GEEP ranking compared with the GDP ranking has descending more than 10 places.

Abstract:Mainstream national accounting indices have been debated on the exclusion of nonmarket services, such as ecosystem services. Here we introduce the practice of using the gross economic-ecological product (GEEP) in China to monitor economic growth taking into account ecosystem services. We show that GEEP grew by 6.4% annually from 2015 to 2018 in China, slower than the annualized GDP growth rate of 6.7%. Great spatial heterogeneity of GEEP growths indicate the imbalanced regional development of the economy and ecosystems. As a policy instrument, the GEEP provides a tool to benchmark and monitor economic growth within the means of nature.

Abstract:This paper describes the overall impact on China's national accounts due to the economic census by elaborating the changes of GDP estimation and institutional sector accounts compilation in terms of data sources,estimation method,production boundary,industrial classification,institutional sector classification,historical revision,GDP estimation plan in non-economic census years.In addition, the challenges for China's national accounts arising from the revision of the 1993 SNA are also explored with specific illustration on the(issues) of output of central bank,informal sector,and government earnings and funding with public corporations.

Abstract:This research dissected the existing disadvantage of current System of National Accounts(SNA) in terms of sustainable development and developed four accounting methodologies(approx environmental-adjusted net domestic product, index of sustainable economic welfare, genuine saving, and genuine progress indicator) to amend the SNA of GDP. The new account systems were tested in four case cities of China. The approach framework is introduced, the testing results of genuine progress indicator are illustrated and the accounts of environment, society and economic are further analyzed in this paper.

Abstract:This article opens the black box of total factor productivity by decomposing this “all‐in‐one” index into various input‐embedded and input‐free productivities in a new growth accounting framework. The new method identifies different channels through which growth drivers affect economic growth and finds the most effective way to boost the economy, which is unidentified in standard method. This new approach uses a varying coefficient stochastic frontier model, which integrates the standpoints of the endogenous growth theory and the induced innovation theory into a reduced‐form productivity analysis. The new growth accounting is then applied to study the impacts and contributions of R&D investments, international trade, and structural transformation to world agricultural growth during the period of 1962 to 2014. The empirical results provide new evidence to support the endogenous growth theory and the induced innovation theory, indicating the necessity of using the new growth accounting method.

Abstract:This year marks the 40 th anniversary of China's reform and opening-up. Over the past 40 years, China's economic development has achieved remarkable achievements. Overall national strength has significantly improved, as have living standards. As a core indicator reflecting economic development, China's GDP plays an important role in macroeconomic decision-making. At the same time, GDP describes the miracle of China's economic development over the past 40 years and records the glorious history of China becoming the second largest economy in the world. This paper fully reviews the development of China's GDP accounting from its establishment through its gradual maturity, summarizes the major reforms and improvements in the history of China's GDP accounting and looks forward to further reforms and developments of China's GDP accounting in the new era.From the early 1950 s to the early reform and opening-up period, the core indicator in China's national accounting was the national income of the MPS. National income reflects the results of production activities for material goods but does not reflect the results of production activities for non-material services. Along with the gradually deepening of reform and opening up, China's non-material service production has developed rapidly, playing an increasingly important role in the economy. To meet the needs of macroeconomic management, GDP accounting based on SNA was established in the 1980 s. In contrast to national income, GDP reflects both the results of production activities for material goods and the results of production activities for non-material services and so measures the results of economic development more comprehensively. In the early days, national income and GDP were used in parallel; however, with the development of China's market economy, the importance of GDP has become more and more prominent and its position in China's national economic accounting has risen gradually. In the early 1990 s, GDP replaced national income as the core indicator of China's national economic accounting.China's GDP accounting has undergone a series of reforms and development, and its concept, classifications and accounting approaches have undergone a series of evolutions. Both the standardization of GDP accounting and its consistency with international standards have continuously improved. At present, China's GDP accounting is in line with the basic principles of SNA 2008 in its concepts, scope and accounting methods. Because macroeconomic analysis and management need continuous and comparable GDP time series, the National Bureau of Statistics of China estimated historical GDP data for before the establishment of the GDP accounting system in 1985. In accordance with international practice, it is necessary to revise historical GDP data when there are major changes in the data sources or accounting approaches. Due to this principle, the historical data on China's GDP have been comprehensively and systematically revised several times according to the changes in data sources from the economic census and the reforms of accounting approaches.After more than 30 years of reform and development, China's GDP accounting has been greatly improved. However, compared to the GDP accounting practices of developed countries, there is still a gap. The rapid development of China's economy requires economic management that constantly produces new demands for statistics and GDP accounting changes, which lead to further reform and development. These changes allow China's GDP accounting to better reflect the new changes in the Chinese economy as it transforms from a high speed growth stage to a high quality development stage, and helps GDP accounting to better serve the economic and social development goals and to improve international comparability.There are still many aspects of China's GDP accounting practices that need further reform and development, including reforms on owner-occupied dwelling services estimation, financial services estimation, expenditure-based GDP estimation, GDP estimation at constant prices, quarterly GDP estimation and regional GDP estimation. This paper discusses these aspects and makes suggestions for the future reform and development of China's GDP accounting.

Abstract:Gross Domestic Product (GDP),which provides the characteristics of social and economic development,is the most widely used socioeconomic indicator for the politic agency to develop strategies and assess disaster risks.However,there often exists a spatial mismatch between socio-economic data (at administrative unit level) and environmental data (at pixel level).In this paper,a Human Settlement Index (HSI) was developed by combining the Defense Meteorological Satellite Program Operational Linescan System (DMSP/OLS) nighttime light imagery data and enhanced vegetation index (EVI) data.The input of EVI can effectively decrease the information loss of population distribution caused by the saturation effect of nighttime light imagery.A threshold method (Digital Number＜9) was used to remove the potential nighttime light blooming areas to reduce the error caused by the overglow effect of DMSP/OLS nighttime light imagery and classify the different types of GDP.The land use and land cover data was used to map the agricultural GDP,and the non-agricultural GDP was mapped based on the linear relationship between the cumulative HSI and the GDP of secondary and tertiary industries (R2=0.823).Then the GDP density across the coastal area of China in 2010 was mapped at a spatial resolution of 250 m.The results showed that the application of HSI can improve the accuracy in simulating the GDP of secondary and tertiary industries than the single nighttime light model,and the highest GDP density mainly located in the regions with a high urbanization level,especially in the Yangtze River Delta and the Pearl River Delta.The method developed by this paper to map GDP at pixel level can compare the GDP value within and between the study units.This method can provide an effective application in developing economic strategies,regional planning,and natural disaster risk assessment,etc.

Abstract:Real time nowcasting is an assessment of current-quarter GDP from timely released economic and financial series before the GDP figure is disseminated.Providing a reliable current quarter nowcast in real time based on the most recently released economic and financial monthly data is crucial for central banks to make policy decisions and longer-term forecasting exercises.In this study,we use dynamic factor models to bridge monthly information with quarterly GDP and achieve reduction in the dimensionality of the monthly data.We develop a Bayesian approach to provide a way to deal with the unbalanced features of the dataset and to estimate latent common factors.We demonstrate the validity of our approach through simulation studies,and explore the applicability of our approach through an empirical study in nowcasting the China's GDP using 117 monthly data series of several categories in the Chinese market.The simulation studies and empirical study indicate that our Bayesian approach may be a viable option for nowcasting the China's GDP.
GDP Gross Analysis at Province-Level in China Based on Night-Time Lightsatellite Imagery

Abstract:Gross domestic product(GDP) is usually accounted based on various statistic data and statistical forms in a time-consuming and expensive way.In this paper,a new method for GDP calculation based on DMSP/OLS night-time lightsatellite imagery is proposed.In the method,a GDP spatial model is established by using the regression analysis method based on analysis of the relationship between light intensity at night and GDP.Moreover,spatialization simulation at province-level in GIS platform is carried out.The results show that the fitting precision of the regression model reaches 0.964 and the significance level is lower than 0.05,the efficiency and accuracy of province-level GDP calculation based on night-time lightsatellite imagery are satisfactory.It is feasible that night-time lightsatellite imagery used in economic analysis.Further amendments for the model would present a new study method for regional economy.

Abstract:In its efforts of integrating urban and rural household surveys in 2013, the National Bureau of Statistics（NBS） modified the definition, coverage, basic classifications and methods of calculation for indicators on the net income of rural households used in the rural household survey, and on the disposable income of urban households used in the urban household survey, so as to ensure the consistency of income indicators in both rural and urban household surveys. In 2016, NBS issued National Economic Accounting System of China 2016 by systematically revising the National Economic Accounting System of China 2002, introducing a series of changes in the definition, coverage and methods of calculation for household disposable income indicators used in the flow-of-funds accounting. This paper presents detailed description on the basic concepts, income sources and calculation methods of household disposable income which are used respectively in the revised flow-of-funds accounting and in the integrated household survey, and an in-depth discussion on the differences in the basic uses, coverage, data sources and data interpretation. Readers and data users can benefit from this paper in accurate understanding and correct use of these two sets of household disposable income indicators.

Abstract:In response to some scholars’ doubts on estimates of China’s expenditure-based GDP, this paper first elaborates the differences between some common economic statistical indicators and their corresponding components of expenditure-based GDP from the aspects of connotation and data performance in 2009, including the differences between total retail sales of consumer goods and household consumption, fiscal expenditures and government consumption, total fixed-asset investment and gross fixed capital formation, inventories and change in inventory, and balances on foreign trade by Customs statistics and the net exports of goods and services. Second, in response to some scholars’ criticism on methodology of China’s economic statistics, it further elaborates the conceptual consistency and the match of data performance between production-based GDP growth rates and expenditure-based GDP growth rates, how infrastructure investments contributing to GDP growth, the basic statistical principle for total retail sales of consumer goods, and so on.

Abstract:There exists a spatial mismatch between socioeconomic data, such as Gross Domestic Product (GDP), and physical and environmental datasets. This study provides a dasymetric approach for GDP estimation at a fine scale by combining the Defense Meteorological Satellite Program Operational Linescan System (DMSP/OLS) nighttime imagery, enhanced vegetation index (EVI), and land cover data. Despite the advantages of DMSP/OLS nighttime imagery in estimating human activities, its drawbacks, including coarse resolution, overglow, and saturation effects, limit its application. Hence, high-resolution EVI data were integrated with DMSP/OLS in this study to create a Human Settlement Index (HSI) for estimating the GDP of secondary and tertiary industries. The GDP of the primary industry was then estimated on the basis of land cover data, and the area with the GDP of the primary industry was classified by a threshold technique (DN <= 8). The regression model for GDP distribution estimation was implemented in Zhejiang Province in southeast China, and a GDP density map was generated at a resolution of 250 m x 250 m. Compared with the outcome of taking DMSP/OLS as a unique parameter, estimation errors obviously decreased. This study offers a low-cost and accurate approach for rapidly estimating high-resolution GDP distribution to construct an important database for the government when formulating developmental strategies.

Abstract:With rapid increases in China’s economic weights and its economic openness, analyzing Chinese economic conditions has become a must for understanding of the global economic environment for investors, policy-makers, and scholars. However, a major hurdle for such analyses is reliability of the official Chinese data. During the past years, there were various predictions about hard landing of Chinese growth based on pessimistic assessment of problems in areas such as property bubbles, shadow banking businesses, local government liabilities, etc. Many serious investors, officials, and scholars did not believe in those predictions. However, they were often unable to provide reliable data to support their counterarguments. Damages of lack of reliable Chinese statistics could become bigger as the economy moves toward the market system as both the government and the businesses require timely and accurate data to make informed decisions. To be fair, data quality is a global issue. But the Chinese problems are probably more serious for a number of reasons. For instance, the Chinese statistical system was established during the central planning period. It naturally focused on material production and paid much less attention to service activities. More importantly, local officials have strong incentives to distort gross domestic product (GDP) and other economic indicators. Several studies confirmed that local officials’ chances of promotion are closely linked to GDP growth performance during their terms. A well-known example is the controversial official GDP growth rate for 1998, at 7.8%, at the height of the Asian financial crisis. During the same year, most of China’s neighbors recorded significant negative growth rates, while some economists guesstimated the Chinese growth rate at −2% to 2% in that year. Over the past three decades, the National Bureau of Statistics (NBS) made important progresses in improving quality of the official data. The NBS adopted new methodologies covering service activities, which led to upward revisions of the GDP data during the past decade. In the meantime, the NBS also tried the bypass influences of the local authorities by directly collecting survey data from the enterprises for indicators such as industrial production and fixed asset investment. It also resisted pressures from individual local provincial governments to revise up their GDP data. Nevertheless, some important problems remain with quality of the Chinese official data. First, most economic data are still reported in year-on-year growth terms, while most market economies report month-on-month seasonally adjusted growth indicators. The main problem with the year-on-year growth rate is that it does not reveal latest momentum of economic activities. Recently, the NBS started to report some month-on-month or quarter-on-quarter growth rates. But those are often so volatile and they do not make any real sense. Lack of seasonally adjusted data makes it even more difficult to judge the latest economic momentum. The situation could even be more complicated when the Chinese New Year (CNY) holidays are involved, as they fall in January in some years while in February in some other years (Figure 1). Without seasonally adjusted data, market participants have to use average growth rates for January–February and wait for the March data to confirm the momentum. Abstract:Since the 1990s, thanks to the concerted efforts of domestic and international scholars, the research on China's historical GDP that began in the 1930s has received widespread attention, and is becoming a widely discussed issue at the forefront of research on world economic history. At the same time, several scholars at home and abroad have also voiced a call for more theoretical and empirical reflection within this line of research. Diversification of methods, systematic reconstruction of historical data, and international comparisons represent three emerging trends in future research on this subject. By encouraging and leading these trends, Chinese scholars can assume a greater role in international research on economic history.
