Abstract:With rapid increases in China’s economic weights and its economic openness, analyzing Chinese economic conditions has become a must for understanding of the global economic environment for investors, policy-makers, and scholars. However, a major hurdle for such analyses is reliability of the official Chinese data. During the past years, there were various predictions about hard landing of Chinese growth based on pessimistic assessment of problems in areas such as property bubbles, shadow banking businesses, local government liabilities, etc. Many serious investors, officials, and scholars did not believe in those predictions. However, they were often unable to provide reliable data to support their counterarguments. Damages of lack of reliable Chinese statistics could become bigger as the economy moves toward the market system as both the government and the businesses require timely and accurate data to make informed decisions. To be fair, data quality is a global issue. But the Chinese problems are probably more serious for a number of reasons. For instance, the Chinese statistical system was established during the central planning period. It naturally focused on material production and paid much less attention to service activities. More importantly, local officials have strong incentives to distort gross domestic product (GDP) and other economic indicators. Several studies confirmed that local officials’ chances of promotion are closely linked to GDP growth performance during their terms. A well-known example is the controversial official GDP growth rate for 1998, at 7.8%, at the height of the Asian financial crisis. During the same year, most of China’s neighbors recorded significant negative growth rates, while some economists guesstimated the Chinese growth rate at −2% to 2% in that year. Over the past three decades, the National Bureau of Statistics (NBS) made important progresses in improving quality of the official data. The NBS adopted new methodologies covering service activities, which led to upward revisions of the GDP data during the past decade. In the meantime, the NBS also tried the bypass influences of the local authorities by directly collecting survey data from the enterprises for indicators such as industrial production and fixed asset investment. It also resisted pressures from individual local provincial governments to revise up their GDP data. Nevertheless, some important problems remain with quality of the Chinese official data. First, most economic data are still reported in year-on-year growth terms, while most market economies report month-on-month seasonally adjusted growth indicators. The main problem with the year-on-year growth rate is that it does not reveal latest momentum of economic activities. Recently, the NBS started to report some month-on-month or quarter-on-quarter growth rates. But those are often so volatile and they do not make any real sense. Lack of seasonally adjusted data makes it even more difficult to judge the latest economic momentum. The situation could even be more complicated when the Chinese New Year (CNY) holidays are involved, as they fall in January in some years while in February in some other years (Figure 1). Without seasonally adjusted data, market participants have to use average growth rates for January–February and wait for the March data to confirm the momentum.
