Abstract:The IPMA-HR competency model forms the basis for a certification training program developed by International Public Management Association for Human Resources (IPMA-HR) for HR professionals, which has been introduced into China in recent years. The program is welcomed by Chinese HR professionals and serves as fairly popular and influential competency training for human resources and the HR certification system of China. However, few scholars have conducted systematic tests and analyses on the model's stability, dependability and its scientific nature and no actual measurement has been performed on its reliability and validity as well. From empirical study perspective and on the basis of field survey and data collected in this study, we aim to test and analyze the four fundamental roles and twenty two competencies designed in the IPMA-HR Competency Model through using two main methods: the reliability & validity test and the path analysis. Besides concluding with positive findings of the program, we also summarize the practical applications of the IPMA-HR Competency Model in China's HR management and training market and propose our suggestions to improve the competency model in terms of a cultural identity perspective.

Abstract:In recent years, China has undergone rapid economic reform and dynamic organizational changes. Several major developments have given special momentum to those changes: China entering the WTO, opening the western regions of China, building up an information network, transforming new management systems nationwide, and encouraging innovations and entrepreneurship. These developments call for more comprehensive and adaptive competencies and new approaches to organizational psychology in China. This provides a national and cultural context of personnel assessment, selection, and development of organizational psychology. Organizational psychology is one of the most active fields for research and application in psychology in China. Three aspects of recent trends are described under a framework of managerial competency modelling. (1) Leadership competence assessment for personnel selection and development has become one of the key aspects of human resources (HR) management in China. Based upon the results from the structured interview and strategic hierarchical job analysis, a model of leadership competency with four dimensions of leadership characteristics and the managerial performance was proposed. The four dimensions are: psychological traits; leadership predispositions; managerial skills; and professional knowledge. (2) HR competency for person-job-organization fit. This includes competencies for compensation and motivational strategies, organizational commitment and career management competence, team competence, and group decision-making skills. (3) Organizational competency for culture and change. This includes an integrative approach to link values with culture, and cross-cultural leadership skills. On the basis of the recent practice and research developments, a Chinese approach to organizational psychology with important characteristics is summarized: active theoretical development and conceptualization; continuous methodological improvement; close link with HR and management practices; and systematic cross-cultural socioeconomic perspective. This becomes a key framework for understanding organizational psychology. New directions for research and application in China are highlighted.

Abstract:(1) Background: The nurse manager competency model is widely used in hospitals in the management of nursing human resources. This study aimed to construct a scientific and practical model of nurse manager competency, which can be used as a tool by hospitals to select nurse managers. (2) Methods: The nurses' competency indicators were first collected through a literature review and behavioral event interview, and the preliminary screening of competency elements was based on the Delphi method. Then, questionnaires and statistical analyses were used to determine the elements of the model. The reliability was determined using Cronbach's alpha. Factor analysis was used to delineate the dimensions of the model. (3) Results: The results of the factor analysis show that the 22 competency elements were grouped into the four dimensions of leadership and management ability, personal traits, professional quality, and professional ability. The Cronbach's alpha coefficients of the four dimensions ranged from 0.745 to 0.885, which indicated a high level of reliability. The result of the factor analysis indicated a high structural validity and fitting effect. (4) Conclusions: Our study indicates that the nurse manager competency model of tertiary general hospitals is an instrument with fair reliability and validity that fully reflects the characteristics of nurses in Chinese public hospitals.

Abstract:By reviewing relevant theories,the definition of competency in safety occupational aptitude research has being cleared and the individual in a special industry has been identified as the research object.On this basis,by introducing the competency theory in human resource management into the research of safety occupational aptitude,and drawing on the establishment and inspection method of competency model,this paper builds up a competency model for a special industry,and further proposes that,in the safety evaluation process,it should take the reliability and validity,stability,sustainability as the purpose,and appraises the model comprehensively using the advantages of various disciplines methods.On the basis of the evaluation results,it establishes the standards of selection,appointment,on-the-job,transferring and decommissioning.

Abstract:As an alternative to traditional job analysis, the practice of competency modeling may be appealing to scholars and practitioners of human resource development (HRD) to serve as the foundation for many HRD activities. Among some of its advantages are a more explicit focus on performance and development that is aligned with organizational strategy, fuller integration with human resource systems, and a focus on broad work roles and functions instead of discrete jobs. Unfortunately, the use of competency models is often hindered as a result of conceptual ambiguity, a lack of methodological rigor in the development of such systems, and psychometric issues. The current integrative literature review seeks to clarify the practice of competency modeling within the context of HRD through a critical analysis of its foundations, conceptual and definitional issues, and potential barriers to use while providing the current state of the science and best practices.

Abstract:Objective:To make valuable suggestions for the current community health service sector in terms of training and retaining qualified community general practitioners based on the analysis of the competency and characteristics of community general practitioners.Methods:By conducting in-depth interviews and questionnaires on the specialists with professional titles above deputy senior expert general practitioners,as well as combining the general principles of competency model,the study constructed a competency model of general practitioners.Results:There were about five big broad headings and fifteen elements for the community general practitioners competency model. The model was proven to have good differentiating power.Conclusion:The provision of this competency model on community general practitioners can be further utilized for systemic scientific training,evaluation,promotion and rewarding community general practitioners.

Abstract:First,items for the Human Resource Competency Questionnaire were developed by open questionnaire,interview,expertise meetings and pilot study.Then the 1987 samples from HR professionals and their associates were collected through 360 degree feedback method.These were from 138 companies of different types and different regions in China.The survey data were mainly analyzed with exploratory factor analysis(EFA),confirmatory factor analysis(CFA) and multiple regressions.The results showed that the competency model for HR professional in Chinese enterprises was a multi-dimensional construction,which was composed of individual quality,human resource management skills,strategic contribution and business knowledge.In total,14 competent factors were identified.Obviously,the results were different from Michigan HRCS.Furthermore,the results of CFA indicated that Human Resource Competency Inventory(HRCI) had high validity and reliability.At the same time,the results from multiple regression analysis showed that there was a significant impact of HR competencies on HR professionals' performance.That was to say,HR competencies dimensions provided good explications in predicting an individual's job performance.

Abstract:In the era of knowledge economy, enterprises are facing unprecedented competition and challenges. The process of globalization has accelerated the communication and integration between different cultures, making cross-cultural management an indispensable ability for enterprises. Especially in the field of human resource management, it is of great significance to build a competency model based on data mining technology to improve the cross-cultural communication ability, teamwork ability, and innovation ability of enterprise managers. The application of competency theory in the field of human resource management has the potential to completely revolutionize traditional management practices, enabling better adaptation to the continuous changes in the management environment. It plays a significant role in promoting the reform of the human resource management system. The aim of this paper is to build a competency model of human resource managers based on data mining technology and verify its effectiveness in cross-cultural background. It is assumed that the model can accurately evaluate the ability level of human resource managers and provide reference for enterprises to select and train outstanding talents. The experimental results demonstrate that the model achieves an accuracy of approximately 89%, a 93.3% improvement in efficiency, and a salary range exceeding 90%. The model is deemed reasonable, feasible, and highly precise in terms of competency assessment.

The paper verifies the difference of managers at various levels, in different management function areas, on different scale and form enterprises, and in different regions through an empirical and field study. The paper also establishes the competency evaluation model of business managers. This research has a very important practical meaning for establishing manager evaluation system and improving motivation and control mechanism for managers in chemical industry, and promoting the reform on human resource management system in enterprises.
