Abstract:The university journal, as one of the important forms of academic periodical, has no other choice in the new knowledge economy stage than innovation so as to maintain sustainable development. Abstract:This paper takes three typical internet academic journals (IAJ), which are China National Knowledge Infrastructure (CNKI), Chongqing VIP Information Co., Ltd. (VIP) and Beijing Wanfang Data Co., Ltd. (WFD), as subjects to discuss the problem of mechanism innovation based on digital publishing in China's science information communication system. After introducing main Internet environment, comparing and explaining the basic characteristics and typical publishing and operation mode of the above IAJs, this paper analyzes problems in repeated contents, paper selling and buying and illegal journals, standard. construction, copyright and benefits distribution. By learning from the achievements of research and practices on open access, a new benefit distribution and copyright management mode based on the third-party agency (TPA) is proposed, and the future operation mode of IAJs is discussed from the view of innovative scientific research service and innovative issue platform construction.

Abstract:It is difficult to separate the college journal history and tradition from the journal present and future,so understanding the college journal tradition with more than a century of history is the premise for current policy reform.Taking 1950 as the time limit,college journal history can be divided into two stages.The main characteristics of early college journals are open to pursuit of truth,disseminate academic,lead academic with broad participation from university scholars.The main force of college journals are famous experts.Teachers and students worked together to run college journals.In the 1950s,the college journals changed.Chinese Academy of Sciences and universities succeeded the academic journal tradition at two different dimensions.The former was the founder of a series of one-disciplinary professional journals with the formation of the system;while the latter was more rigidly adhered to the traditional external form: proceeded by the college name,comprehensive multidisciplinary integration without correlation among college journals.Now the management people of college journals have no idea what really the traditional journal is,just wrongly taking the rigid system of college journals since 1950 as the university journal tradition.There are two reasons for college journals getting into troubles.One is one-sided understanding about the tradition;the other is from the system distress.The split tradition supports the rigid system while the rigid system will strengthen the traditional fracture.Implementation Measures on the Reform of Newspapers and Journals regulates college journals must change into enterprises,which is the lack of rigorous scientific proof,wrongly taking the means instead of the target,putting the administrative responsibility to college journals.Instead of changing into enterprises for college journals,it is more meaningful to separate the digital from the paper,to treat separately the publishing from the distribution and editing,which is called dichotomy.

Abstract:／Under the trend of periodical digitization, the ubiquity of internet and the change of reading ways, university scientific and academic journals should seize opportunities to enhance their presence by multifarious promotion. The specific measures include： publish high quality manuscripts and give appropriate key words, establish top-level domain websites and link related websites broadly, make full use of open access and professional databases, improve construction of reviewer databases targetedly and produce radiation effects by virtue of reviewers＇ influence and their dual identity as both readers and authors. Abstract:The higher school journal is the important part of periodicals in our country,among which scientific journal is one of the major media in our country featuring technical innovation and construction innovation.This thesis is based on the investigation to the situation of 50 higher schools in Zhejiang [1].After analyses,it is obtained that,influenced by the traditional journal concept and with the constant deepen of the high education revolution in China,the higher school journal is also facing a huge challenge and opportunity.However,due to the commonly existent issue in the higher schools right now,such as the conservative journal concept,deviating the market and lack of the management consciousness,we put forward the suggestions and countermeasure on how to improve the quality of journals in higher schools.
