Abstract:Latter support is a special policy of our country to solve resettlement problems left by immigrants in water project.The participation of immigrants in latter support has the theoretical basis,the legal basis,and extraterritorial practical experience.In recent years,the reservoir area and the resettlement areas implement mechanism of immigrant participation by creating immigrant self-government institutions,opening public policy,democratic choice projects and other ways.It has achieved certain success,but it has also faced some obstacles,such as weak sense of participation,lack of capacity,failure mechanism.To play the efficacy of immigrant participation,it must further complete laws and regulations of participation,nurture organization for immigrants,enhance the ability to participate and smooth channels for participation.
