Developmental Planning:Landed Interests in Land Uses

Abstract:Urban planning in China as we know is concerned with spatial structures of land uses.As a matter of fact,it is the interests in land that is the more important factor than spatial structures for urban planning,for the spatial structure of land uses is determined by the interests in land.With increasing incidences of conflict between public interests and private interests,it is noted that most of them are caused by land uses which are regulated by urban planning.The most challenging issue is the land development under institutional uncertainty in the peri-urban areas. China's economic reforms are characterized by gradual institutional change.The gradual institutional change brings about institutional uncertainty.Because of that, ambiguous and incomplete land rights over the collectively-owned rural land have induced disorderly competition for land rents.Lack of planning control yields uncontrolled negative externalities,resulting in urban environment deteriorating.Gated communities as market institutions can satisfy middle-income class' demand for decent living environment by curbing externalities and disorder,but social segregation is an unfavorable consequence.The quality development of peri-urban areas should be derived from the integration between land use planning which represents long-term interests and rural communities' landed interests.
