Abstract:With the development of socio-economy and growth of population, the contradiction between people and land becomes more and more prominent. In order to ease the tense man-land relationship and achieve the permanently sustainable use of land resources, the governments put forward the policy of general land-use planning. General land-use planning is a long-term strategic plan, through implementing the land-use annual planning to achieve an intended planning objective. However, in practice, it didn't achieve the objective as expected. This paper analyzes the reasons of policy failure, based on the perspective of behavior psychology. And the result shows that: in the process of quota allocation, GDP takes high weight, this results in the "Matthew Effect" in regional development; according to the quota management rules, that unused annual quota would be invalid after the time of expiration, this became a drive for the local governments to apply for new projects near the deadline all together, as a result, many projects were launched in hurry and even some of them were fake projects; in the process of the assessment of land supply rate, the high standard led to the land supply inefficient in common. It was discovered that under the current institution of land-use annual planning, it is rational and effective for the local governments to react in such a way described above. Finally, the paper will propose some suggestions to improve the management of land-use annual planning, including: abolish the land-use annual planning, and instead, establish project repositories by the Department of Land Resources at provincial level, and the locals' priorities for quotas are determined by projects' emergency and importance; as the land-use annual planning quotas is strictly reserved, quotas allocation can be issued for 5 years as a cycle which is equal to government official's tenure, in this system, quotas would be allowed to be carried back or used in advance during the cycle, and the quotas used in advance should be in a certain ratio range and quotas land within the urban growth boundary. Meanwhile, allow quota transaction market to take comparative advantage of different regions. Moreover, in cultivated land protection, the government should intensify the assessment on the quality of replenished cultivated land, and guide the local government to occupy cultivated land in low quality, instead of high quality.
