Abstract:For a long time "society" has been considered subordinate to economy and politics to a large extent,which has seldom been taken as an independent field of research.Accordingly,the reform of social management system is practically a new subject that lacks a necessary theoretical reservoir.Additionally,the reform of social management system is frequently viewed as such a simple practical issue that little attention has been paid to its theoretical logic,which has a direct impact on the understanding of the long-term and complicated reform.The essay attempts to center on a series of theoretical frameworks ranging from "system generation","system constitution","system conversion" to "system coordination" to the reveal universal rules of social management system,providing theoretical bases for the reform of social management system in present China.

Abstract:The role and the management system are two key issues in terms of the development of the social organization. Existing research lacks the analysis of historical dimensions and economic factors. Based on policy documents analysis related to social organizations, we find that since the reform and opening up, the role of China’s social organizations has been continuously adjusted with the central task of national development, and has experienced four stages: serving to invigorate the economy, improving the market economic system, strengthening social construction and promoting the modernization of national governance. Accordingly, China’s organizations have experienced loose management systems, dual management systems, incomplete dual management systems, and post dual management systems. In this process, the logic of cultivation and utilization of social organization become more and more dominant compared to control logic. The state’s balance between development and risk control affects the specific adjustment of social organization management policies.

Abstract:Social management is one of special practices of public management in China.It needs to deal with scientific and localized perspectives of social management study.According to theoretical traditions of Nobel Economist Simon and Ostrom,we try to propose a diagnostic approach for the study of social management.The theoretical model concludes three elements,namely the ontological framework,diagnosis and design.The ontological framework of social management research focuses on interactions and outcomes of government systems and social systems,and also explores the impact of economics,politics,culture and ecology.Based on the ontological framework of social management,we diagnose the relationship of government and society,paying attention to the power,service and contract relationships.What's more,the models of social management are proposed according to different assemblies of above three relationships.

Abstract:The "Scheme of the Institutional Reform and Function Transformation of the State Council" proposes the reform of social organization management system.Some scholars believe that the goal of reform toward a civil society is misreading.The reform of social organization management system should be based on the Marx’s theory on state and society relationship.Marxism holds that the state and society are binary;they are two in one.State represents society,and state relies on society.Using SPSS17.0 statistical analysis software on a bivariate correlation analysis of government efficiency normalized values,the number of social organizations and per capita GDP in the top 15 provinces on the 2011 government efficiency list,the data shows that the healthy development of social organizations contributes to local government efficiency and economic prosperity.One of the important reasons is that these areas have inherited rich social capital produced by numerous social organizations.In China,social organizations have never been the opposite of the state;both have worked for the same goals.The "Scheme" proposes expansion of social rights,which fully reflects the trust of the state in and its expectations for social organizations.

Abstract:Abstract Categorized management is one of the main lines of thinking on the reform of the Chinese system of management for social organizations. However, there is a divergence of opinion amongst different researchers on the standards for categorization. On the basis of the findings of international research about supportive social organizations, the authors attempt to set forth a way of categorizing social organizations into two main groups: supportive and implementing organizations. They go on to demonstrate that the management of implementing organizations through supportive social organizations is a new kind of innovation within the self-governance of society and system of management for social organizations in China. Three methods of supportive social organization management and service for implementing organizations are explored, including industry leadership, bridging between sectors and self-regulation. Finally, a description is given of the challenges faced by China’s supportive social organizations themselves during their own development.

Abstract:The theory of social capital can become a new perspective to the analysis of social contradictions,which provides the available theoretical basis for people to think about social management innovation.According to the characteristics of the current social contradictions,it is the inevitable result of the lack of social capital that social conflicts are easy to intensify in a large part.The imperfection of the market economy system;the traditional role of the government management system and its self-serving behavior;economic rationality leads to the lack of substantive understanding and communication among the public,society,and the government.These become the main factors which seriously affect the accumulation of social capital.Nurturing social capital should be the logical starting point for social management innovation in the new era.

Abstract:The paper is about the scientific category "social management". A number of derived theoretical and methodological problems regarding the essence of the category are formed. Differences between the interpretation of the general categories "management" and "managing" are given. Various definitions of the studied term are presented. The fact of terminological uncertainty and absence of a universal scientific approach to the interdisciplinary research object "social management" is noted, which is due to the polycomprehensiveness and certain uncertainty of the structural components. The author made an attempt to form a universal definition of the category "social management", which is based on a combination of two main aspects: management of social systems in combination with solving social problems. Various aspects of management of social systems (enterprises, organizations, collectives) and peculiarities of the researched category are presented. The general scientific principles and ideas formed by management classics: F. Taylor, H. Fayol, H. Emerson, are summarized. The role of the team as a kind of stabilizer in the process of enterprises and organizations functioning is analyzed, and various shortcomings in its evaluation are given. The fact of an integrated approach in forming methodological core, which synthesizes three interrelated paradigms: managerial, psychological, social and economic, is established. A number of specialized theories are singled out: the system theory of the firm, the theory of social action, and the theory of service state. Attention is focused on the methodology of the system theory of the firm, which is characterized by a certain fragmentation, different research subjects in the main areas: the processes of forming and implementing management decisions, the search for key factors of the firm's market success (strategic theory), concentration on the problems of the production sphere. A number of specific features of social management are given. It was concluded that modern management is primarily socially oriented.

Abstract:Chinese indigenous management is guided by non-exertion government,i.e.a mechanism encouraging self-organization,self-regulation and self-management.Freedom without disorder depends on a combination of uttermost sincerity and universal morality,while the construction of value,vision,culture,and regulation is to construct the prerequisite environment to control group activities,not the control itself.The ultimate function is to keep dynamic balance in this diversified system,so that the system can adjust itself to the changing world.This managerial principle coincides with human-orientated management which takes the social man as its basis,in which social network theories and methodology are especially suitable for the analysis of self-organized management of Chinese "relationship society".Ego-centered,holistic and social network analysis can be applied in the analysis of relationship exchange,relationship network and circle phenomenon,whereas complex network and network dynamics can help modeling the formation of self-organization as well as the balance and evolution this system.This research methodology can help deal with substantial domestic management issues and form corresponding theories.
