Abstract:This article introduces and comments on the planning theories in the new research of western countries which are related to equal distribution of resources,comparing the characteristics of them,making a clear clue of the logic relations between them,affirming the essential function of public participation on the basis of balanced power and demonstrates the innovation in planning method of Communicative Planning Theory and New Urbanism Theory.Then,this article explores the inspirations and possible practice guides of these planning theories to promoting social justice by urban planning under the special urban planning backgrounds in China.
A Strategic Approach to Contemporary Urban Planning in China:Assessment of Design-based and Strategy-based Planning in the Complex Urban System

Abstract:With the rapid urbanization and evident transfer of urban development and planning system from a planned one to a market-oriented one,the Chinese urban planning has encountered an unprecedentedly complex situation.Analysis and research on urban systems with complexity theory have consequently become imperative.Through the analysis of design-oriented and strategy-oriented planning approaches,this study finds that the latter is more effective in a fast-changing urban environment.The major reason is that the strategy-oriented approach is more flexible and is capable of solving the numerous problems in a complex urban system.Therefore,it can multiply social welfare progressively and achieve higher cumulative system utility or better cumulative social welfare.This study finally argues that the design-oriented approach should be replaced by the strategy-oriented one in four ways:(1) the traditional time-driven and design-oriented plans should be replaced by event-driven and strategy-oriented plans;(2) the time range of plans should not be too short or too long,and should take full account of the validity and type of plans;(3) a giant city master plan should be replaced by several small-scale strategic plans;and(4) in addition to physical design,urban planning should include institutional design,such as the formal design of statutes and informal design of criteria.

Abstract:Municipal Square,which relates to complex social relations,is one of the most important public spaces in modern city.Its spatial form is dominantly influenced by the political ideology of the society.Since reform and opening-up was implemented for 30 years,China's economy has developed rapidly,and the social structure has changed dramatically.To keep pace with the economic reform,the process of political reform is accelerated,and the political ideology has changed from government to governance.Accordingly,the spatial form of newly-built municipal squares has shown some new characteristics,such as diversification,humanization,localization and ecologization.To understand how the political reform to governance influences the transformation of municipal square,is helpful for designing good municipal square which is compatible to the need of social development.

Abstract:Urban general planning has the typical public management characteristic,and its major function differs in different development phases in history.Currently,against a background of social & economic transformation,the restriction of urban general planning has been an issue of benefit conflict between regions and departments.Generally,the issue includes three aspects:first,the vertical competition engendered by localism and opportunism under power gambling;second,the adverse reaction to excessive horizontal competition;third,the spatial benefits contention between multi-interests bodies in the interior competition.As to the problem of benefit conflict,recently urban general planning should take rural & urban planning as a whole and regional harmonizing as the fundamentality.Our major suggestions are as follows:Firstly,taking the public benefit as the core concept and reforming the planning value system;secondly,reforming the planning system and harmonizing the vertical benefits;thirdly,integrating regional strategic resources and harmonizing the horizontal benefits;fourthly,building up the whole space zoning and establishing regulation mechanism;and finally,optimizing the public goods supply and promoting the equalization of urban and rural public services.

Abstract:In the background of rapid construction,the social process of urban planning in China has been neglected for a long period of time,and scarcely reviewed from the perspective of sociology theory.By introducing the concept of social capital from sociology,discussing the importance of social subject and social capital in the social process of urban planning,and classifying the social capital of China based on the structure of "Trust-Network-Norm",this paper finds that in China,the traditional social capital stock is abundant,but the modern civil social capital is deficient.Through organizing the logic structure of social capital,social process and urban planning,the paper puts forward the analysis framework of "forecasting social process-analyzing social capital demands and stock-remodeling the social process",based on which the master planning of Chinese cities is analyzed briefly.Considering the particularity of social capital demand,it is necessary to introduce the framework of social capital analysis to analyze different types of specific planning activity,so as to enhance the using efficiency of social capital,improve the social process of planning,and create civil social capital,with the expectation of providing the reference for the improvement of the social process of China's urban planning.

Abstract:Through a survey among planning students in China, this research revealed the emergence of divergent standpoints on the values of social justice, where the respondents partially disagreed with the generally acknowledged principles of justice or opted to compromise when experiencing real-world dilemmas. It was observed that these were caused by the dialectical nature of social justice, in particular, by the three conflicting drivers of the modernization of China: freedom, development, and equality. This paper suggests that the moral guidance used in teaching ethics in planning can be enriched by investigating individuals' ethical choices shaped by the changing sociopolitical ethos of their times.

Abstract:From sociological point of view, the issues of fairness and justice in the areas of social stratification and social space should be emphasized in contemporary Chinese society. The social justice which we seek for should be the integrated combination among iustice of opportunity, justice of outcome and formal or legal justice, when we resolve the problems about social stratification and income gap. We should create more and more competitive opportunities of justice, conditions of formal justice and outcomes of justice for our people. In the recent years, the fighting for benefits among social interest groups focuses on urban social space areas, which shows the serious social differentiation in China and which also shows the social contradictions, social conflicts and interested disputes closely link with the issues of social fairness and social justice. Seeking for social justice in urban social space areas, we should resolve such problems as how to make the huge outcomes and benefits from the urban development to share by our whole nation.
Planning for Social Inclusion: the Impact of Socioeconomic Inequities on the Informal Development of Farmland in Suburban Beijing

Abstract:Informal development on farmland is not only a major problem facing thousands of people, but also a major challenge to land use planning. In the rapidly growing literature on informal land development in China, most authors claim that ambiguous property rights and the dual land tenure system are the primary factors involved. As a result, existing state-led land use planning responses to informal development are solely focused on strengthening the legal regulation of land development. This paper challenges this approach, on the basis of the theory of urban informality. By examining many illegal gated communities in suburban Beijing, the paper argues that the informal development of farmland on the urban fringe is the result of local grassroots groups spontaneously responding to socioeconomic inequities in the context of transition to a market economy. These inequities mainly concern distributive inequity, procedural inequity and contextual inequity in relation to land use. It appears that the ongoing market-oriented initiatives of the state government could worsen informal land development unless these socioeconomic inequalities at the local level are tackled. The growing civil society is another change to the state's control of informal land development in China's cities. A new land use planning system which has more concern for social inclusion rather than focusing on centralized control is imperative in China. (C) 2016 Elsevier Ltd. All rights reserved.

Abstract:Nowadays in China,the development trends of being increasingly upgrad- ing and structural transformation of social needs bring up higher requirements to ur- ban planning.The thesis analyses some primary problems in social needs studies in current urban planning,and brings forward the importance of attention to the com- plicated attributes of social needs and their relationships with planning researches. Finally,three suggestions are proposed,such as perfecting comprehensive cognition to the complicated attributions of social needs,paying attentions to the selection of research methods according to different combination of social needs,as well as to different planning level.

Abstract:Urban planning in China, as well as in many other countries, is viewed as a distinctive governmental function, making strategic and land-use plans for urban development. In recent decades, the urbanization process has intensified, especially in densely populated countries in Asia. Urban centers have often grown faster than the planners' wildest imagination, creating an enormous amount of urban problems, such as congestion, traffic jams, infrastructure shortfalls, service inconveniences, and pollution. By reviewing the dynamics between urban planning models and urban development policy issues and priorities in Beijing, China's mega-capital city, this article demonstrates the importance of viewing urban planning as an essential component of public policy and the importance of striving for the better integration of planning and urban governance. The planning profession itself also needs to be innovated to enable domestic and international learning, to embrace planners with varying disciplinary backgrounds, and to use new and open planning methods. Only by so doing can planning truly lead to an urban formation of enduring utility, aesthetic beauty, and spatial justice that can offer a constantly refreshing urban experience.

Abstract:Significant political and economic shifts since 1949 have affected urban planning practice in China. This paper examines the transition of urban planning systems in China, using Beijing as a case study. China's master planning practice is divided into four stages - socialist master planning and anti-planning (1949-1978), reforming master planning (1979-late 1980s), urban development planning (early 1990s-2000) and comprehensive planning (2001present). China's urban planning is closely related to its political, economic and social development. Plan making, implementation and the construction of large infrastructure and public facilities have played significant roles in China's rapid economic development. However, planning has also caused problems such as social injustice, environmental pollution and the uncoordinated development of municipal infrastructure, open spaces and human settlements.

Abstract:The institutional approach needs to be established as the new 'focus' for exploring changes and capacity-building in the planning systems in developing countries. This article analyses the planning system in China using institutional change theory. Ultimately, the political transition from a centrally planned system to a market system and related governance reforms were the basic drivers behind the evolution of the planning system in China. While top-down supply-induced institutional change in the planning system is still the most common, more recently bottom-up forces have increased dramatically, such as the growth of civil society, the appearance of the middle class and the increasing autonomy of local governments. Until recently, planning ideas and theories imported from Western countries have greatly influenced local plan-making in the context of globalisation. However, many traditions of socialist planning - for example, maintaining social control and generating economic growth - coexist due to path-dependence mechanisms and the gradual transition of the socialist political regime. There are new institutional barriers to capacity-building in urban planning in China, including political decentralisation and fragmented management, the weak role of planning legislation, growing leadership politics and insufficient citizen participation, as well as increasing social inequity.
