National Health Insurance and Public Hospitals' Serving for the Public Interests:The Implications of the Canadian Model for China's New Healthcare Reforms

Abstract:It is widely assumed in China that public hospitals serve for the public interests only if the government heavily subsidizes them.This idea is misleading.As the Canadian model inspires,to promote universal coverage of health insurance so that insurance payments become a major source of providers' revenue is a desirable approach to hit the goal of the health care sector serving for the public interests.Meanwhile,the government has the obligation for providers' capital investment.However,since public resources are limited,it is also a desirable policy goal to promote private capitals' entry into the health care sector so that the ownership of providers would be pluralized.
