Study on the Will of Peasants participating in the Financing of the Construction for Rural Infrastructure——Household Survey of 19 Villages in Guangdong as An Example

Abstract:Rural infrastructure is an important support to socialist new countryside construction,while lack of funding is currently a major bottleneck to impeding the construction of rural infrastructure.In the current new countryside construction,the financing mechanism is difficult to innovate and the investment channels expand slowly.For this issue,the paper analyzes current peasants' degree of satisfaction with infrastructure supply and financing wishes.The study is from the perspective of demand of the farmers and the case is farmers in the 19 village survey from Guangdong Province,including Foshan,Chaozhou,Yangjiang,Zhongshan,Maoming,etc.The study found: If the major infrastructure in rural areas are divided into productive facilities and living facilities,Guangdong peasants' financial will for living infrastructure of personal become stronger,and their desire to improve the current life is also very strong.However,the farmers' will to invest in the agricultural productive infrastructure show not strong.In my opinion,to address these conflicts need to be explored to achieve a target requirement for the production and livelihood of farmers as the basic orientation,combined with the incentive to target the supply of rural infrastructure.The government could do systematic innovation,according to the social interaction between the characteristics in the village to develop with the realities of the long-term construction and management plans,The government can do some work at the start of the farmers demand for the everyday life infrastructure,and gradually promote the increase in the supply of rural infrastructure.
