State Capacity , Civic Association , and Environmental Petition in Current China——An Empirical Analysis of Provincial Panel Date (2003-2010)

Abstract:Citizens' environmental petition has shown differences in scale among provinces in current China.Besides factors such as environmental pollution and population base,this paper argues that the scale of environmental petition can be explained by the implementation capacity of environmental legal system and the scale of social groups.Moreover,the explanatory factors have different effect logics for the letter petition and visiting petition.We have found that more administrative penalties of environmental pollution cases are associated with smaller scale of citizens' visiting petition.Although social groups cannot substantially prevent the citizens from visiting petition,they do reduce the scale of letter petition of pollution.Thus,in order to prevent the environmental pollution and maintain the order and stability of environmental management,it is imperative to improve the power execution of environmental legal system,innovate social management,and encourage the engagement of social groups in environmental management on the basis of law.
