Relationship Between Central Government and Local Governments in Public Crisis

Abstract:Water pollution incident in the Songhuajiang River in 2005 exposed the imbalanced relationship between central government and local governments in dealing with public crisis. It revealed that the current institutional defection of the central and local governments' relations-incentive incompatibility—has affected the capability of crisis management. This paper argues that the mutual empowerment theory can provide a viable way to attain the incentive compatibility between central government and local governments. Therefore, it is necessary to adjust the governments relation through mutual empowerment in crisis management. The key of this kind of adjustment is to put the local government as a core in crisis management. On one hand, it will help to form a network of crisis management; on the other hand, it will enhance state capacity by mutual empowerment between central government and local governments.
