Abstract:Many types of planning such as "concep- tual planning" and "strategic planning" etc. have appeared in various cities in China, which has led to the discussion of the reform of master plans in the planning circles. From the point of view of legal- ization of urban planning and management as well as establishment of legal awareness, it is neces- sary that the construction of the legal framework for reform of master plans be based on the existing laws, legislation be established as soon as pos- sible for regional planning, such types of planning as "conceptual planning" and "strategic planning" be included in the legal system, and information feed- back system, legal supervision and evaluation sys- tem and the system of accountability for neglect of duty, etc., be established.
