EU Lift of Arms Embargo to China & Sino-Russian Military Technological Co-operation

Abstract:For a considerably long period in the future, Russia will remain as the first and foremost country from which China will introduce its military technologies and equipment, while the EU will be only a supplementary provider of China's military procurement from abroad. In our military technological co-operation with Russia or with the EU, we must base ourselves on facilitating the domestic production of major military equipment, i.e., giving more priority to imports of technologies than to pure imports of products, more priority to joint R & D than to purely technological transfer. In the globalization trend of today, the core of domestic production of major military equipment should be the capacity of our own first, leading eventually to the road of development from the production generation to the R&S generation, and from the pre-research generation to the probing generation.
