Abstract:Restricted media coverage is a sensitive topic of the press in China, which is associated with the restriction on the free-dom of the press.However, it is often the case of coverage restriction in accordance with the law in legal states.In fact, restric-tion on media coverage is consistent with the basic principles of the press, such as objectivity, impartiality, balance, and etc. Due to the ignorance and indifference of the restricted media coverage, it has been found in China the violation of laws and rules, as well as insufficient and ineffective management of the relevant administrative departments.In spite of the absence of the specific press law, it is not difficult for us to find abundant legal norms concerning the media coverage restriction.However, it is not an easy job to collect all of these items scattered in different domains and departments.Therefore, to sort out law sources and principles of the restricted media coverage not only helps journalists to realize the importance of law-abiding, thus decreasing the frequency of illegal media coverage, but also assists the relevant administrative departments to get rid of the tradi-tional way of“report on each incident”.In this way, a true administrative mechanism is to be established in order to deal with the violation of the restricted media coverage.

Abstract:This article provides a comprehensive examination of the regulatory framework and government efforts in China’s online live streaming industry. It begins by outlining the relevant regulations and policies, encompassing content censorship, licensing requirements, user protection, and advertising regulations. The article then delves into the specific measures taken by the government to regulate content and safeguard user interests, including enhanced content censorship, implementation of licensing and registration systems, reinforcement of cybersecurity and data protection, as well as education and guidance initiatives. Emphasizing the significance of compliance with these regulations for the sustainable development of the industry, the article encourages platforms and content creators to actively cooperate with regulatory authorities and adhere to the provided guidelines, thereby fostering a healthy and thriving online live streaming ecosystem in China.

Abstract:In the era of digital economics, data has become a crucial factor in driving cross-border e-commerce (CBEC). We examine the impact of data policy restrictions on CBEC, focusing on the Chinese context. Using a theoretical framework that analyzes the costs and benefits of data protection regulations, we delve into the economic effects of these policies. The results show that data policies in importing countries have a substantial negative impact on China's CBEC exports. The heterogeneous analysis shows that this negative impact is stronger for products that are more differentiated, industries that are more highly-digital and high-tech, and countries with higher income. We also estimate the moderating role of data comparative advantage. The results reveal that the trade-inhibiting effect of data restriction increases with the enhancement of importing countries' data comparative advantage. Finally, economic freedom in the importing country can mitigate the negative impact of data policy restrictions.

Abstract:With the development of social media and new information communication technology (ITC), state control imposed by authoritarian regimes over society has been challenged due to the media's pressure on legislation, policy implementation and the mobilization of collective activism. Yet it does not mean the power of media is unlimited in the authoritarian context. Using China as a case, this article tries to point out the limitations of the media's role in promoting religious freedom by reviewing the existing literature on media and social control. It stresses that the nature of religious issues, the accessibility of information, and the social consensus among netizens contribute to the difficulty in enhancing religious freedom and rights protection in China at this moment.

Abstract:This article examines the implementation of self-regulation in China’s internet sector through the forging of subtler control relationships between media corporations and the state. It uses three case studies of domestic and global media joint venture operations in the converging areas of online and mobile gaming to show how media commercialization is balanced by control modalities to reaffirm the government as a central agency in the gradual transition to a socialist-market economy. Within these processes of controlled commodification, the government uses trust-building to establish cultural leadership as a way of protecting political and social cohesion while benefiting from global economic integration. The study reveals the cultural logic, or hegemonic norm, that underpins the new bottom-up business model for media management in China. Underscoring these processes, however, is a quasi- Sartrean irony of ‘winner loses’ logic, whereby increased transparency or access to information is limited to entertainment and not a substantially greater say for citizens in the formulation of China’s future.

Abstract:Abstract In this paper, we examine how the Chinese state controls social media. While social media companies are responsible for censoring their platforms, they also selectively report certain users to the government. This article focuses on understanding the logic behind media platforms’ decisions to report users or content to the government. We find that content is less relevant than commonly thought. Information control efforts often focus on who is posting rather than on what they are posting. The state permits open discussion and debate on social media while controlling and managing influential social forces that may challenge the party-state's hegemonic position. We build on Schurmann's “ideology and organization,” emphasizing the Party's goals of embedding itself in all social structures and limiting the ability of non-Party individuals, networks or groups to carve out a separate space for leadership and social status. In the virtual public sphere, the Chinese Communist Party (CCP) continues to apply these principles to co-opt, repress and limit the reach of influential non-Party “thought leaders.” We find evidence to support this logic through qualitative and quantitative analysis of leaked censorship documents from a social media company and government documents on information control.

Abstract:Self-regulation of the Internet industry has been a popular policy approach adopted by many countries. However, unlike self-regulation of more traditional industries, self-regulation of the Internet industry has been a challenging process due to the sheer volume of cyberspace and involvement of stakeholders located beyond any single country’s jurisdiction. The industry has achieved limited success in self-regulation, specifically in the area of child protection in cyberspace. China has actively adopted a policy of Internet industry self-regulation and public supervision of the Internet industry, in order to remove online material that is not suitable for children. This article critically reviews China’s pre-emptive government regulation and stern actions to regulate the Internet industry to monitor the material that the Internet industry allows through its network. Despite criticism of the Chinese government for its attempts to control freedom of expression through the Internet, this article argues that China has in its own unique ways managed to monitor the contents in cyberspace. There are many valuable lessons to be learnt from the Chinese experience. Studying the unique working relationship that has evolved between the Chinese government and the Internet industry may be beneficial in understanding the ways in which vulnerable population groups like children can be protected in cyberspace.

Abstract:The widespread use of commercial social media platforms by protesters and activists has enhanced protest mobilisation and reporting but it has placed social media providers in the intermediary role as facilitators of dissent and has thereby created new challenges. Companies like Google and Facebook are increasingly restricting content that is published on or distributed through their platforms; they have been subject to obstruction by governments; and their services have been at the core of large-scale data collection and surveillance. This article analyses and categorises forms of infrastructure-based restrictions on free expression and dissent. It shows how private intermediaries have been incorporated into state-led content policies; how they set their own standards for legitimate online communication and intervene accordingly; and how state-based actions and commercial self-regulation intersect in the specific area of online surveillance. Based on a broad review of cases, it situates the role of social media in the wider trend of the privatisation of communications policy and the complex interplay between state-based regulation and commercial rule-making.

Abstract:At present, the digital publishing industry in China has entered high speed development period, but the relevant academic researches are still in the initial stage, which mainly focus on the production, value realization, protection and supervision of the industry. Meanwhile, the researches lack the prediction and insight over some fundamental challenges, such as industry development direction, development mode and mechanism innovation, etc. In addition, the researches of domestic digital publishing industry need to develop a new growing point. Some aspects need to be studied urgently, such as industry transformation, the relevance between digital publishing and cultural industry, and systematical researches on policies.

Abstract:Media International Australia, Ahead of Print. The article outlines key regulatory and governing issues and actions in China's internet and digital media in the first decade under the leadership of Xi Jinping. It argues that both the domestic and global dimensions are equally crucial to understanding China's internet regulation and governance in the Xi era. It further argues that the two interrelated dimensions that emphasise the state's centrality and supremacy in internet-related regulatory issues and frameworks help strengthen China's existing political structure at home and promote China's digital power globally in the digital age.

Abstract:The recent popularity of video websites has transformed video copyright into one of the most critical issues in regulating the online video industry, especially in countries where video websites have started to thrive because of loose copyright regulations and low public consciousness of copyrights. This study explores copyright regulations in the emerging video website market in China, their objectives and measures, and their effects on the industrial outlook of China. Copyright has been used as political and economic leverage in regulating and shaping the video website market, thereby transforming this industry from an unrestrained Internet medium into a politically obedient and profit-driven business. The consequences of this transformation are analyzed and discussed.

Abstract:In order to balance the interests of right holders, network service providers and users, China first stipulated the "notice-takedown" rule in the Regulations on the Protection of the Right of Information Network Dissemination in 2006. Since the Internet industry is in the early stage of development, the copyright environment is relatively clear, and network service providers do not have to bear high obligations, so the allocation of copyright protection obligations in the rules is reasonable at that time. However, with the iterative development of digital technology and the Internet, various short video platforms have also risen rapidly in domestic and foreign markets. Therefore, it is necessary to re-determine the scope of obligations of short video platforms, summarize the key points of controversy between the theoretical and practical circles on the scope of obligations of short video platforms, point out the problems existing in the scope of obligations of short video platforms, and discuss the role of short video platforms in the obligation of active review, notification and review, and post-event protection obligations. Conduct an in-depth analysis of the extent of the obligations to be undertaken, and redefine the scope of obligations of the short video platform on this basis, with a view to balancing the interests of all parties and promoting the sustainable and healthy development of the short video industry.

Abstract:As China and Myanmar both have a history of political repression and are undergoing significant changes in their media landscape due to the rise of new technologies, studying on the issue of media freedom in the two countries could draw out some important implications. This paper looks at the structures and trends in the media environment of the two countries in recent history. Through an analysis of these factors, the paper attempts to outline the extent to which the media is free in China and Myanmar. Finally, as the two countries present a case study for how media freedom is shaped, the various factors that shape the extent of media freedom will be discussed: internal political environment, culture and history, foreign influences, and technologies.

Abstract:Recent literature claims that China censors information that has the potential to ignite collective action. This article extends this finding by arguing that Chinese censors respond differently to political challenges than they do to performance challenges. Political challenges call into questioning the Party's leading role, whereas performance challenges are directed at the failures of public goods provisions. A survey experiment of about 60 media professionals finds that censors are inclined to block political challenges and to tolerate criticism of the government's performance. However, when criticism contains both performance and political challenges, censorship is far more likely. By exploring the range of censorship activities, the results suggest that the Chinese regime's reliance on popular support constrains its censorship decisions.

Abstract:Media censorship is a hallmark of authoritarian regimes. We conduct a field experiment in China to measure the effects of providing citizens with access to an uncensored internet. We track subjects’ media consumption, beliefs regarding the media, economic beliefs, political attitudes, and behaviors over 18 months. We find four main results: (i) free access alone does not induce subjects to acquire politically sensitive information; (ii) temporary encouragement leads to a persistent increase in acquisition, indicating that demand is not permanently low; (iii) acquisition brings broad, substantial, and persistent changes to knowledge, beliefs, attitudes, and intended behaviors; and (iv) social transmission of information is statistically significant but small in magnitude. We calibrate a simple model to show that the combination of low demand for uncensored information and the moderate social transmission means China’s censorship apparatus may remain robust to a large number of citizens receiving access to an uncensored internet.
