How Far Does China Still Need to Go to Internationalize Her Academic Journals?

Abstract:When it comes to the volume of Englishlanguage articles published in international journals, Chinese scientists are second only to those in the United States (Editorial, 2010), but this is not the case for academic journals published in English. The total world-wide number of English-language academic journals published in 2011 was 67 546 (Ulrich’s Serial Analysis System, 2011); however, current statistics for China are not yet available, potentially because the management department concerned is somewhat slow and inefficient in their work. Our own research determined that according to the following resources: The Academic Department of China Association for Science and Technology (2011) claimed that as of June 2009 China published 212 English-language Sci-Tech journals; The General Administration of Press and Publication (GAPP) of the People’s Republic of China reported that between 2005 to 2009, the number of academic journals approved to publish in English was 25 (Institute of Media for Foreign Language Teaching of Zhejiang University, 2010). Based on these statistics, we estimate that the total number of academic journals published in English in mainland China is, so far, still under 250, less than 5% of the academic journals ever published in the country, despite the fact that the Chinese government has recently encouraged publishers to produce English-language academic journals. Academic journals are believed to be one of the most effective methods to disseminate a country’s technological achievements and a nation’s cultural concepts. In order to make China’s knowledge base and cultural ideas accessible to the rest of the world, many Chinese-language academic journals publish titles, key words and abstracts in English. China’s academic journals hope to attract international attention and be included in citation indexes such as Science Citation Index (SCI), Engineering Index (EI), Social Science Citation Index (SSCI), and Arts and Humanity Citation Index (A&HCI). In order to accomplish this, China’s academic journals need editors who possess English-language proficiency and are able to judge, proofread and polish texts or abstracts written in English by Chinese writers; however, there is doubt as to whether these journals have enough qualified English-language editors. The quality of China’s academic journals in regard to English language proficiency is unclear. This paper reports on the findings of four projects commissioned by GAPP and offers reasons for the deficiency of English language capacity of Chinese editors of academic journals through a survey of the qualification of 518 English editors for 469 Chinese academic journals, and proposes suggestions to solve the problems identified. Abstract:ABSTRACT Influenced by Chinese traditional thought, some contemporary editors of Chinese academic journals have holistic and authority‐based thought patterns and values. Editors with such ideas are easily misled in the refereeing of manuscriptss. This leads to some high‐quality manuscripts being turned down and others, of little academic value, being published. The editorial aim of publication of the best material is difficult to realize. If a journal wishes to develop and gain international acceptance, editors with such ideas must adjust and change their thought patterns and values.

Abstract:Through summarizing two cases of academic misconduct in scholarly publishing,we analyzed the new forms and root causes of such misconduct in the background of the media fusion. We think that the academic misconduct could appear in any part of the academic publishing; therefore,we must pay enough attention to it. Consciously moral requirements to scientific research and institutionalized management of publishing process are still main measures to keep the academic purity and prevent misconduct,and should not be ignored.

More and more people are avoiding and rejecting traditional news because of its depressing effect on their feelings. The constructive journalism movement seeks to correct the negative bias of traditional journalism, strengthen the connection between the media industry and its audience, and reestablish the authority and legitimacy of journalism. This new model of journalism can give hope to a life that is "not-yet" and encourage people to move forward to solve social problems with a positive mindset. In the current era of public communications, constructive journalism offers a new option for people to rethink the many possibilities for journalists, the news communication system, and the journalism industry and thus shape their own social roles and positioning.

Abstract:ABSTRACT After centuries of relative stability, the scientific publishing world has undergone tremendous disruption and change during the first decades of the 21st century. The causes for disruption can be traced to the information revolution, which brought such benefits as rapid publication, greater connectivity, and ready access to large databases, along with less desirable practices including image manipulation, plagiarism, and other ethical transgressions. The information revolution has driven the proliferation of journals, expansion of for-profit academic publishing, and empowerment of the open-access movement, each of which has exerted new financial pressures on traditional publishing models. As journals became the focal point for ethical concerns in science, they have adapted by increasing the scope of their duties, which now include archiving of data, enforcement of good practices, establishment of standards for rigor, and training the next generation of reviewers and editors. Here, we consider the seismic changes occurring in scientific publishing and place them into the context of a rapidly changing landscape of scientific and publishing norms.

Abstract:With the rapid growth of scientific research input and output in China, academic journals have attracted increasing attention as the records and communication of scientific research achievements. Combining literature research and discussion from the forum sponsored by the academic divisions of Chinese Academy of Sciences on Frontiers in Science and Technology with the theme of "scientific publishing in the new era". this paper analyzes the current situation of China's scientific journal publishing and the opportunities and challenges it faces, and puts forward suggestions and solutions for scientific journal development in China. Based on the analysis of the current situation and development trend of international scientific publishing, this paper reviews the scientific journal publishing in the open science environment from aspects of open access publishing of journals and papers, open peer review, open data, preprint platforms, and journal business models. It also discusses how new technologies promote the innovation and development of scientific publishing from aspects of digital publishing and communication, big data. blockchain technology, artificial intelligence, and interaction and integration based on various new technologies and media. In addition, this paper also briefly introduces the prediction by the International Association of Scientific, Technical and Medical Publishers for the development trend of academic publishing industry in the next 3-5 years with the themes of "trust & integrity". "entering the AI era-creative humans & smart machines". "diversity in a multi-user environment", "focus on the user-connect the dots". and "let's go upstream-seeking the source of trust and truth" from 2017 to 2021. This paper holds that compared with world-class scientific journals. China's scientific journals lag behind in the ability to attract high-level research results. prevention and treatment of academic misconduct, brand reputation, and international influence. To rank among the world's first-class scientific journals, China's scientific journals must be in line with international standards in dealing with scientific research integrity, comply with the norms of international journals on academic integrity and publishing ethics, and improve their ability to deal with academic misconduct. Journal publishers should cooperate with the management department and the academic community to form an organic whole and jointly build a healthy academic ecosystem. With the rapid development of scientific research in China and a friendly publishing environment supported by policies to promote world-class journals, China's scientific journals are facing unprecedented development opportunities. This paper puts forward suggestions and solutions for the development of China's scientific journals in the new era as follows: (1) Pay attention to the development trend of open science and integrate into the development environment of open science; (2) strengthen international cooperation and seek continuous development in the cooperation; (3) innovate the concept of scientific publishing service and expand new publishing technologies and methods; (4) perfect the standards for publishing ethics and enhance the ability to deal with academic misconduct; (5) build high-level talent teams for scientific publishing and improve the scientific literacy of science communicators; (6) seek win-win social and market benefits and explore the sustainable model for scientific journal publishing in China.

Role of editors and journals in detecting and preventing scientific misconduct: strengths, weaknesses, opportunities, and threats

Abstract:Scientific journals have a central place in protecting research integrity because published articles are the most visible documentation of research. We used SWOT analysis to audit (S)trengths and (W)eaknesses as internal and (O)pportunities and (T)hreats as external factors affecting journals' responsibility in addressing research integrity issues. Strengths include editorial independence, authority and expertise, power to formulate editorial policies, and responsibility for the integrity of published records. Weaknesses stem from having no mandate for legal action, reluctance to get involved, and lack of training. Opportunities for editors are new technologies for detecting misconduct, policies by editorial organization or national institutions, and greater transparency of published research. Editors face threats from the lack of legal regulation and culture of research integrity in academic communities, lack of support from stakeholders in scientific publishing, and different pressures. Journal editors cannot be the policing force of the scientific community but they should actively ensure the integrity of the scientific record.

Abstract:Bullying and misconduct in the realm of scientific and scholarly publishing have the potential to jeopardize the transparency and integrity of academic discourse. While misconduct issues among authors have been extensively discussed, the role of editors in perpetuating or mitigating such problems has garnered less attention. Scientific publishing serves as the gateway for disseminating innovative research findings globally, and the role of editors, especially Editor/s-in-chief, is pivotal in safeguarding the rigor and credibility of published research. Editor bullying and misconduct involve behaviors that undermine the scientific process, compromise research integrity, and harm the careers and wellbeing of individuals. These actions may manifest as biased decision-making, suppression of dissenting voices, or the exploitation of power dynamics in the peer review process. To address these issues, preventive and therapeutic approaches are suggested, including enhancing awareness, recognizing and mitigating exacerbating factors, and upholding professionalism. Moreover, the importance of a conflict-of-interest declaration for editors is highlighted to ensure transparency and integrity in the editorial process. The present mini-review aims to shed light on editor bullying, illuminating its gravity and the urgency to address these issues within the academic publishing domain/s. This review underscores the more subtle, yet equally significant, issue of professional misconduct in the editorial realm of scientific journals.
