Abstract:The impact of state power on income distribution in the labor market in the marketazation process is analyzed using three important factors: social class, education and political capital. The income gaps are narrower across occupational strata in labor market sectors that have more state regulation. The impact of the state reform agenda is obvious in the growth of returns to human capital. In the new market economic sector, not only has there been rapid growth in the class inequality of income, but manual workers' situation in the labor market is much worse than that of their counterparts in the state-owned and collective sectors. The greater influence of the state political process is seen in the post-reform new generation labor force: the later they enter the labor market, the less impact political capital has on them.

Abstract:Since 1990s the macro-control by government has been promoting the fast,continuous and stable growth of Chinese economy.Meanwhile there is another noticeable phenomenon that,along with the continuously expanding of income difference,the biased structure of income distribution has come into being.Through various index this paper describes the characteristics of the structure of income distribution and its changes,expounds its restraints on the growth of economy and the mechanism it plays.We point out that the measures to improve and harmonize the structure of income distribution will be,in short-term,conducive to enhance the effect of macro-control,and in the long run,will stimulate the accumulation of human capital and improvement of capital structure in the whole society, and thereafter the engine of economic growth will be polished.

Abstract:Using 2002 Chinese Household Income Project data and Chinese rural migrant questionnaire data, this paper, from informal employment approach, investigates whether the Chinese urban labor market is dual segmented in the context of social transition. The results indicate: there are two different wage mechanisms in Chinese urban labor market; The informal employment, rather than household registration system, has been the uppermost key affecting the labor entering the primary labor market.

Abstract:The realization of the transition of economic growth mode by structural adjustment is the key to sustainable economic growth in China in new era.According to the view of scientific development,the success of the transition depends on the scientific recognition of the evolution mechanism of China's economic structure which is based on the clear understanding of the constraints of economic environment in China and scientific logic analysis.Accordingly,based on the urban-rural economic dual binary nature in China,this paper employs a cross-sector and cross-region general equilibrium model to analyze the market realization mechanism of structural adjustment in China.It believes that structural adjustment in China is mainly realized by urban-rural structural interaction of elements,products and so on,and the specific realization mechanism is the arbitrage opportunity caused by the urban-rural imbalance;governments should focus their attention on addressing market failure on the basis of a respect for this rule.
Liberalizing Rural-to-urban Construction Land Transfers in China: Distribution Effects

Abstract:China's land market is characterized by a dual urban-rural system, with the government in control of rural-urban land transfers. In recent years, different types of pilot projects have been implemented to experiment with liberalizing markets for rural-urban construction land transfers. The objective of this study is to gain insights into the distributional effects of three different types of land liberalization rules by making a comparative analysis of three pilot projects carried out under each of these liberalization rules. We find that transfers facing more liberalized rules result in higher shares of land revenue flowing to the rural sector and thereby reduce the ruralurban income gap. But direct transfers between rural and urban land users also contribute to growing income inequality within the rural sector, as households living in urban fringes benefit relatively more from such transfers. A tradable quota system can reduce the impact of location on the price of land, and thereby contribute to a more equal distribution of the revenues of rural-urban land transfers within the rural sector.

Abstract:In the marketability process,there was a tendency of ever-widening income gap in China,so some wrong understanding that attributing widening income gap to market-oriented reforms presented in society.This paper made a careful empirical analysis on the main characteristics of changes in income distribution pattern and reasons lead to widening income gap,made a clarification of some vague understanding.This paper argues that many factors influenced the personal income disparities,some systems and policy that the traditional plan system left behind,the emerging systems and policies countered to market system rules in the driven of sector interests and local interests,government's redoubtable attitude to market distortions and market loss,the insufficiency of capital restraints and labor protection.These factors as stated became the most important factors.
Four Decades of China’s Income Distribution Reform

Abstract:Income gaps in China kept widening over the past four decades of economic transition. First, this paper describes the change in income gaps before and after reform and opening-up in 1978 and found that income gaps had been expanding between urban and rural areas, within cities and within the countryside. However, this did not lead to income polarization since low-income groups only had a slower income growth compared with highincome groups. The number of poor people continuously reduced thanks to rapid economic growth. Over the past decade, the widening of income gaps has been initially curbed. Accordingly, we explained the impact of economic transition on income distribution from the perspectives of market-based distribution, ownership structure, opening-up and internal income distribution. Lastly, this paper provides an in-depth analysis on urban-rural income gaps, excessive compensation in monopolistic sectors and income inequalities arising from corruption. To address these problems, it is important to enhance tax regulation, increase transfer payments to poor people, improve social security, equalize public services, enhance poverty relief and develop a fairer income distribution system.

Abstract:China's changing urban development processes and urban landscapes in the transition towards a more market-oriented economy have received extensive research attention in recent years. Relatively, the governing of Chinese cities is still underresearched. This article aims to analyse the forces released both inside and outside the formal socialist state system and the impacts on phenomenal restructuring of urban governance, especially at local levels. Marketisation has created new elements beyond the reach of state work-units that represent the state's 'hierarchical' control. The pillars of the socialist governing structure-the party-state, the work-units system and household registration-are shaken by these forces. The changes in the organisation of people, capital, production materials, infrastructure and space fundamentally demand new urban governance. Territorial organisations such as the municipality, urban districts, Street Office and Residents' Committees are reinvented and consolidated to restore a governable society. The devolution towards the base level and the reinvention of local communities reflect the state's attempt to reconsolidate its power to create a governable society as well as to cope with practical pressures such as the provision of social assistance to poor and aged residents, re-employment of laid-off workers and the management of 'floating' immigrants. The combination of new market elements and decentralised state apparatus has given rise to the entrepreneurial endeavour of China's governance. This research highlights the micro-foundation of the new urban governance in addition to the `globalisation-capital mobility—city competitiveness' thesis.

Abstract:This paper revisits the market transition theory of Nee (1989), using housing as an alternative to income as a measure of socioeconomic attainment. We argue that housing space is a better outcome variable by which to evaluate Nee's market transition theory because it is a more consistent measure of socioeconomic success than income before and after the economic reform. Using three waves of a national household survey in 1988, 1995, and 2002, we compare temporal changes in the role of market and redistributive determinants for income and housing space. In support of a weak form of the theory, our results show that market determinants replaced redistributive determinants over time as the most significant predictors of housing space. In contrast, parallel analyses of income show mixed results for market and redistributive determinants.

Abstract:Using data from the China Migrants Dynamic Survey, this paper provides new evidence on the impact of rural land transfer on urban settlement intentions of rural migrants. There was a rural land system reform in rural China that provided increased compensation for rural land expropriation and allowed the transaction of collective construction land for business purposes. We determine an increase in urban settlement intentions of rural migrants following the reform as an exogenous change in rural land transfer of rural migrants. We examine two mechanisms that may explain how the reform increased the settlement intentions of rural migrants, and our empirical evidence suggests that the reform increased social integration and reduced rural place attachment of rural migrants. Furthermore, we determine variations in the effect of the reform across migrants of various ages, social security benefits, and migration distances. Overall, this study extends the implications of the market-oriented rural land reform to sustainable and inclusive urbanization and highlights the role of social integration and rural place attachment in migration decisions.

Abstract:This paper analyzed the historical changing process ,in 30 years of China's reforming and opening up,from distribution institution of according to one's performance to the distribution based on factors of production,recalled the process of framing the theory of distribution based on factors of production.We also expounded the value foundation and policy implications of the distribution based on factors of production and explained that ex- ploitation and private ownership are not necessarily linked,and therefore,the distribution based on factors of production,and the protection of private property and the development of non-public ownership economy,can go hand in hand.To adjust the income distribution relations by new perspective,is to continue to implement the principle of "giving priority to efficiency while giving consideration to equality" and strive to narrow the income gap between urban and rural residents and regional income disparities,and curb the monopoly industries in high-income,improve the proportion of labor revenue and reduced government revenue in the proportion of national income distribution.
Market expansion, state intervention and wage differentials between economic sectors in urban China: A multilevel analysis

Abstract:The rising earnings inequality in China has sparked a heated debate on the socioeconomic outcomes of market transformation. While a large body of literature has focussed on the temporal trend of wage inequality during the reform period, much less attention has been devoted to the structural causes of regional variations in sectoral wage differentials. Using a micro-data sample from the 2005 one percent population sample survey and multilevel methods, this article examines the geographic variability of wage differentials between economic sectors in urban China, with a particular focus on the combination effects of market expansion and state intervention. The results indicate that sectoral wage differentials vary substantially across regions, and that market expansion interacts with state intervention to reconfigure earnings outcomes. Specifically, prefectures located in the interior region tend to exhibit a large wage premium for the state sectors, while prefectures located in the coastal region tend to display a wage advantage of the foreign-invested sector. The wage gap between the state and non-state sectors is smaller in areas with diversified ownership; openness to foreign investment increases the relative wages of foreign-invested-sector employees; stringent government regulation of industries increases the wage gap between the state monopoly sector and the non-monopoly sector; and strong redistributive power increases the wage premium for the public service sector over other sectors. Our findings suggest the necessity to take into account contextually constituted and locally specific wage-setting mechanisms when studying China’s wage inequality.

Abstract:Using data from a 1992 nationally representative survey of the elderly in urban China, this study examines the impact of political and economic reforms on income stratification. Drawing upon the existing literature on the differential impact of market reforms in socialist states, we develop and test three hypotheses: one stressing the increasing importance of returns to human capital, one stressing the ability of communist elite to convert their political capital into new sources of power in emerging markets, and one stressing the continued importance of redistributive activities of the parry-state. Our results support, to varying degrees, all three hypotheses. We interpret this as a reflection of the complex nature of stratification mechanisms during Chinese economic reforms. Abstract:China’s market-oriented reform is expected to strengthen the role of the market in allocating resources, which raises concerns over the impact of market transformation on income distribution and earnings inequality in the past decades. This paper decomposes the sources of inequality based on the newly developed Shapley value approach and examines the contributions of the market, along with other nonmarket factors, to total inequality. Using the China Health and Nutrition Survey data over the period 1989–2009, we find that the income gap between laborers with a higher level of education and those with a lower level has widened since the transformational reforms of the economy. Our results suggest that the largest contribution of changes in income inequality can be attributed to the increase in returns to education, while the relative contributions of the household registration (hukou) system, type of sector ownership, geographic location, and gender to inequality experienced a downward trend between 1989 and 2009. The authors argue that rising income inequality is the consequence of efficiency improvements and an imperfect economic system, and that the market is a decisive force in economic development as it releases competitive signals and creates incentive mechanisms for innovation. Creating a more efficient labor market and increasing investment in human capital, particularly equalizing educational opportunities and improving the quality of education in lagging rural and inland regions to disadvantaged groups, are significant for an equitable distribution of income and sustainable development in the long run.

Abstract:After "opening up" in 1978, China followed a development strategy that has led to internal and external economic imbalances, especially since its labour market reform of the mid-1990s and the resulting surge in rural-to-urban migration. Low labour costs emerged as its main comparative advantage, but its over-reliance on exports for growth was starkly exposed by the global economic crisis of 2008. This, coupled with widening income disparities, could jeopardize the sustainability of China's growth unless it adjusts its reform and development strategies to promote income equality and domestic consumption. The Employment Contract Law in force since 2008 could signal institutional change in the right direction.

Abstract:Using two large samples for 1988 and 1995 we decompose the Gini coefficient of household income according to type of income with the purpose of analyzing reasons for the rapid increase of inequality. The results show that the change in relative size of money income and its changed profile are found to be the major processes behind the rapid increase of income inequality in rural China. Changes in housing allocation and an increased number of retirees in combination with higher benefits have made inequality increase in urban China and in China as a whole.JEL classification: D31, P27.

Abstract:This dissertation examines the changing mechanisms of social stratification during the market transition since the end of the 1970s in urban China. Unlike most market transition literature, which assumes either a market-centered, a property-rights centered, or a state-market interaction perspective by almost exclusively studying income inequality, my property transformation perspective stresses the importance of incorporating marketization and ownership restructuring as well as state politics into a theoretical framework simultaneously by investigating the wealth accumulation and wealth disparity among different social groups, organizations/sectors during the postsocialist transformation. Post-socialist transformation is a property transformation process in which public assets are reallocated, reevaluated and reorganized. There are two trajectories of property transformation in transitional urban China: housing privatization and ownership restructuring of public enterprises. Because these property transformations are orchestrated within existing political institutions and carried out by incumbent power holders, they create greater wealth disparity between cadres and ordinary workers and between state-owned work organizations/sectors and private work organizations/sectors. Drawing on three survey datasets from the Chinese Household Income Project conducted in 1988, 1995 and 2002 in urban China, supplemented with aggregate statistics from provincial yearbooks in 2003, I find sufficient empirical evidence for my property transformation perspective and ideas on the mechanisms of wealth accumulation and inequality in urban China over the …
