Urban Community Governance: Confusion and Thinking

Abstract:Community governance forms the foundation of social administration in modern Chinese cities. Recently, the key challenges for community committees are the reduction of burdensome administrative tasks and the strengthening of self-governance among communities. Our field research has shown that, the implementation of a recent "Burden Reduction Policy" in communities in Nanjing City has brought about four types of changes. However, there are four sources of anxiousness and confusion still remaining. This paper simply analyses the reasons and puts forward five suggestions. As the most basic unit of the social structure, community is an important part of people's lives which directly affects overall integration and social order. With the rapid economy growth, the deepening of reform, the opening up of society, and the rapid development of city, the complex, multiple, dynamic resource allocation structure, the unit is no longer the only subject to allocation of resources, social governance structure has developed from the monopole rule of the government to the network trend [1]. As an entity to meet the basic need of the people's living standard and residence, resource supply system of the community has become more and more complex [2]. In this context, strengthening urban community construction and management, is conducive to promoting the evolution of governance of non-system to the professional governance, and is also helpful to stimulate the vitality of social organization and realize the aim of promoting the harmonious community, harmonious society.
