Abstract:Globalization has placed states in a totally new situation, as national borders weaken, local power increases, and the historical alliance of the free economy, the welfare state and democracy further collapses. This new situation expands the theory of the state beyond state-market relations focused solely on the relations between state and society and governance. In a changing situation, states must seek new ways of developing partnership between public and private sectors and self-reliance through cooperation while carrying out social welfares reforms. They must actively create new forms of national sovereignty and autonomy in a framework of multi-level governance, and reinforce cooperation mechanisms for cross-border coordination and control. Balance must be found between global and local governance for mutual complementarity, without denying diversity. When co-existence and interaction are built up at all levels, there will be a fully developed system of governance.The relation between globalization and state has been highlighted as the core theoretical problem during the course of globalization. Globalization has put state in a totally new situation as borders weaken, local power increases, and the historical alliance of the free economy, the welfare state and democracy further collapses. The state's new situation expands the research scope of the theory of the state. The need to rethink the state will inevitably combine the concern of realistic experience with the transformation of the state theory. British scholar Mark J. Smith said, "On the most fundamental level, understanding of the state depends on how to treat the relation between reality and ideal."(1) The state theory revived under the new situation has not given up the traditional understanding of state, but the discussion about state is no longer limited to the relation between state and market but always focused on the relation between state and society and governance. If the state theory in 1960s and 1970s is viewed as a response to the success of state interventionism, the revival of the state theory under the new situation is the rethinking of "the revival of sociability" and the destruction of nation-states' material basis and the challenge to sovereignty. New topics about state include: the historical changeability of the form of state; the relative strength and competitiveness that state has in international relations; the future of nation-state in the era of globalization; the partnership and cooperative relations developed between various governance organizations and state and so on. 2 All these topics are not abstract theoretical discussions such as the interest roused by Marxism in the mid 1960s to explain state in theory and the holistic concern over the form and functions of capitalist states in West Europe and North America since later 1970s which aimed to "bring state back into the focus of attention" and contained many institutionalism elements. Instead, they are of greater empirical significance and discussions about state are even not "state-centered". These breakthroughs on the study of state and state power(3) has laid an important foundation for our consideration of state's political philosophy and "tactic" governing capacity and advanced the question: what a role do the state play in the new situation and how can it effectively accomplish traditional and new tasks?
